Regarding the issuance of regulations on granting and managing "entry-exit permits"

THE MINISTER OF PUBLIC SECURITY
Pursuant to Decree No. 21/2001/NĐ-CP dated May 28, 2001 of the Government detailing the implementation of the Ordinance on Entry, Exit, and Residence of Foreigners in Vietnam dated April 28, 2000;
Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the General Department of Security,
DECISION:
Article 1. Attached hereto are the Regulations on granting and managing "Entry-Exit Permits" for foreigners residing in Vietnam without passports for use in entering and exiting Vietnam.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Director of the Immigration Administration under the Ministry of Public Security, the Provincial Police Chiefs, and the Chief of the Municipal Police directly under the Central Government shall organize the implementation of this Decision in accordance with their respective functions and tasks./.
