PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 08/2007/QH12 dated November 12, 2007 of the National Assembly on the state budget estimate for 2008;
Considering the proposal of the Minister of Education and Training in Document No. 3718/BGDĐT-CSVCTBĐCTE dated April 29, 2008 regarding the allocation of government bond capital to implement the Project for Strengthening Schools, Classrooms, and Teachers' Housing in 2008,
DECISION:
Article 1. The allocation of government bond capital to support provinces and centrally governed cities in implementing the Project for Strengthening Schools, Classrooms, and Teachers' Housing in 2008 is hereby allocated specifically according to the attached list.
The Ministry of Finance shall coordinate with the Ministry of Education and Training to direct and guide localities in using and settling the supported funds based on the principles proposed in the aforementioned document and in accordance with current regulations.
Article 2. Provinces and centrally governed cities are responsible for directing the organization and implementation of the Project on their respective territories, promptly initiating it with the participation of inspection and supervision by the People's Councils, Delegations of the National Assembly, the Vietnam Fatherland Front, and other political-social organizations to achieve the Project's objectives, ensuring timely progress and quality of construction works, and adhering to the plan.
In addition to central government support, localities are responsible for allocating and balancing local budgets and mobilizing other sources of capital to implement the Project's objectives as stipulated in Decision No. 20/2008/QĐ-TTg dated February 1, 2008 of the Prime Minister.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
