CIRCULAR

Repeals four Circulars issued by the Minister of Finance related to financial management in the diplomatic sector

Pursuant to the Law on Legislative Activities 2015, amended and supplemented in 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Activities, and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Activities;

Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Administrative and Public Financial Affairs Department,

The Minister of Finance issues this Circular to repeal four Circulars related to financial management in the diplomatic sector.

Article 1. Repeal all four Circulars:

1. Circular No. 42/2011/TT-BTC dated March 25, 2011 of the Minister of Finance stipulating the financial management regime for the Fund supporting diplomatic activities serving economic purposes.

2. Circular No. 73/2011/TT-BTC dated May 30, 2011 of the Minister of Finance stipulating the financial management regime for the Support Fund and community mobilization for overseas Vietnamese.

3. Circular No. 31/2015/TT-BTC dated March 12, 2015 of the Minister of Finance stipulating the preparation of budgets, management, utilization, and settlement of funds supported by the state budget for organizations assigned or authorized by the Ministry of Foreign Affairs to carry out tasks of selecting, recommending, and managing Vietnamese workers working for foreign organizations and individuals in Vietnam.

4. Circular No. 37/2015/TT-BTC dated March 25, 2015 of the Minister of Finance stipulating the preparation of budgets, management, utilization, and settlement of funds supported from the state budget for the implementation of tasks of managing houses and lands serving state external activities under reciprocal arrangements and without payment.

Article 2. Implementation clause

This Circular takes effect from December 25, 2023.

1. The Director of the Administrative and Public Financial Department, Heads of units under the Ministry of Finance, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
