Amending and supplementing certain Articles of Circular No. 31/2023/TT-BCA
dated July 20 the 7 year 2023 of the Minister of Public Security stipulating
on passport models, travel permit models, and related forms

Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the organization and staffing of state agencies;

Pursuant to Decree No.02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security (amended and supplemented by Decree No. 11/2025/NĐ-CP dated July 1, 2025);

At the proposal of the Director of the Department ofExit and Entry Administration;

The Minister of Public Security issues this Circular amending and supplementing certain Articles of Circular No. 31/2023/TT-BCA dated July 20 the 7 year 2023 of the Minister of Public Security stipulating passport models, travel permit models, and related forms.

Article 1. Amending and supplementing certain Articles of Circular No. 31/2023/TT-BCA dated July 20, 2023 of the Minister of Public Security stipulating passport models, travel permit models, and related forms

1. Amending and supplementing Clause 1 as follows:

"Article 1. Scope of Regulation and Applicability

1. This Circular stipulates the models of passports, travel permits, and related forms for the issuance and use of ordinary passports.

2. This Circular does not apply to the models of application forms for issuing, extending, and reporting lost diplomatic passports and service passports; application forms for issuing and reporting lost travel permits and issuing certificates of entry.

3. This Circular applies to Vietnamese citizens and relevant agencies and units."

2. Amending and supplementing Clause 5 as follows:

"Clause 5. Production and management of blank passport and travel permit materials

1. The Department of Exit and Entry Administration shall be responsible for contracting with the Technical Documentation Center under the Industry Security Bureau to produce blank passport and travel permit materials.

2. The Industry Security Bureau shall be responsible for directing the Technical Documentation Center to manufacture and produce blank materials according to the model, with anti-counterfeiting technology, and provide them promptly as required by the competent authority issuing passports and travel permits.

3. The competent authority issuing passports and travel permits must manage blank materials in accordance with regulations.

4. Before December 15 each year, the competent authority issuing passports and travel permits must forecast and register with the Department of Exit and Entry Administration the quantity of blank materials needed for the following year.

The registration process is as follows: overseas representative offices of Vietnam and relevant agencies of the Ministry of Foreign Affairs register through the Consular Department of the Ministry of Foreign Affairs; police stations at the commune level register through the provincial police; the Consular Department of the Ministry of Foreign Affairs and provincial police register directly with the Department of Exit and Entry Administration."

5. The models GTHVN01-TQ and GTHVN02-TQ issued together with this Circular replace respectively the models GTHVN01-TQ and GTHVN02-TQ issued together with Circular No. 31/2023/TT-BCA dated July 20, 2023 of the Minister of Public Security stipulating passport models, travel permit models, and related forms.

Article 2. Implementation clause

1. This Circular takes effect from October 1, 2025.

2. Travel permits for crossing the border between Vietnam and China issued to officials and civil servants (model GTHVN01-TQ), and travel permits for crossing the border between Vietnam and China issued to residents in border areas (model GTHVN02-TQ) issued before the effective date of this Circular remain valid until their expiration date as indicated on the travel permits./.
