PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 85/CP dated July 11, 1997 of the Government's regular meeting in June 1997;
Considering the urgent need for drug prevention, combating, and control work in Vietnam,

Article 1. The National Committee for Preventing and Combating Drug Abuse is hereby established with the following members:

1. Deputy Prime Minister Nguyen Khanh, Chairman of the Committee.

2. Minister of Interior Affairs, Vice-Chairman in charge of day-to-day operations of the Committee,

3. Minister of Labor, War Invalids and Social Affairs, Vice-Chairman,

5. Deputy Minister of Health, Member,

6. Deputy Minister of Education and Training, Member,

7. Deputy Minister of Culture and Information, Member,

8. Deputy Director of the Government Office, Member,

9. Deputy Minister of Planning and Investment, Member,

10. Deputy Minister of Finance, Member,

11. Representative of the Central Steering Committee of the Vietnam Fatherland Front, Member,

12. Representative of the Central Committee of the Ho Chi Minh Communist Youth Union, Member,

The permanent office of the National Committee is located at the Ministry of Interior Affairs.

This National Committee replaces the Steering Committee for the National Program on Preventing, Combating, and Controlling Drug Abuse.

The National Committee for Preventing and Combating Drug Abuse shall have the following responsibilities:

Article 2. - Assisting the Government in formulating and directing the implementation of policies, plans for preventing, combating, and controlling drug abuse.

- Guiding, urging, and inspecting sectors and localities in implementing Government Resolutions, Decisions, and Directives of the Prime Minister regarding drug prevention, combating, and control.

- Organizing coordination among Ministries, sectors, and mass organizations in anti-drug work.

- Directing international cooperation activities in the field of drug prevention, combating, and control.

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under central jurisdiction, and those named in Article 1 are responsible for enforcing this Decision.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct control of the central government, and the individuals named in Article 1 shall be responsible for implementing this Decision.
