PRIME MINISTER
Pursuant to the Law on the Organization of the Government dated September 30, 1992;
Pursuant to the Operational Regulations of the Government issued together with Decree No. 11/1998/NĐ-CP dated January 24, 1998;
To strengthen the dissemination and popularization of laws widely among cadres and the people, creating conditions for compliance as well as supervision of the implementation of laws, policies, and systems of the State;
At the proposal of the Minister and Head of the Government Office,
DECISION:
Article 1. As of May 1, 1998, the Official Gazette of the Socialist Republic of Vietnam shall be issued to People's Committees at commune, ward, and town levels throughout the country.
Article 2. In each commune, ward, and town, a separate bookshelf called "Legal Bookshelf" shall be established to provide materials for local government officials to study and use, while also creating conditions for the people to have access to and understand the laws of the State.
The Legal Office at the commune, ward, and town level shall manage the legal bookshelf and organize daily service to ensure that officials and people who need to study can directly read legal documents of the State.
Article 3. The Government Office shall budget for funds, and the Ministry of Finance shall allocate funds to ensure timely printing and distribution of the Official Gazette to People's Committees at commune, ward, and town levels.
Article 4. The Ministry of Justice shall take the lead in coordinating with the Government Office to supervise and inspect the establishment of legal bookshelves at communes, wards, and towns; guide and assist the Legal Office at the commune level in the work of disseminating, publicizing, and educating about laws; and report periodically to the Prime Minister.
Article 5. This Decision shall take effect fifteen days from the date of signature. The Minister, Head of the Government Office, shall organize and direct the printing and coordinate with relevant agencies and organizations involved in the press to distribute the Official Gazette to People's Committees at commune, ward, and town levels on schedule.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
