JOINT CIRCULAR
Amending and supplementing Circular Joint No. 28/2003/TTLT/BTC-BGD&ĐT dated April 4, 2003
of the Ministry of Finance and the Ministry of Education and Training on the collection and use of examination fees and admission fees (enrollment fees)
for educational and training institutions under the national education system

Pursuant to the Education Law and Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Ordinance on Fees and Charges dated August 28, 2001 and Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges,
The Ministry of Finance and the Ministry of Education and Training have issued Circular Joint No. 28/2003/TTLT/BTC-BGD&ĐT dated April 4, 2003 on the collection and use of examination fees and admission fees (enrollment fees) for educational and training institutions under the national education system, and Circular Joint No. 71/2004/TTLT/BTC-BGD&ĐT dated July 14, 2004 amending and supplementing Circular Joint No. 28/2003/TTLT/BTC-BGD&ĐT mentioned above; now the Ministry of Finance and the Ministry of Education and Training amend and supplement Circular Joint No. 28/2003/TTLT/BTC-BGD&ĐT mentioned above as follows:
1Point b.1, Clause 2.1, Section II is replaced with new Point b.1 as follows:
"b.1. Candidates who are eligible for admission or direct admission to universities and colleges: VND 15,000 (fifteen thousand dong) per candidate/application. For candidates who are eligible for admission or direct admission to vocational schools that do not organize examinations: VND 30,000 (thirty thousand dong) per candidate/application (this does not apply to vocational schools that organize entrance examinations)."
2Point a, Clause 1, Section III is amended as follows:
"a) The entire amount of examination registration fees for universities, colleges, and vocational schools; admission fees or direct admission fees for vocational schools collected directly by Departments of Education and Training shall be distributed as follows:..."
3Point b, Clause 1, Section III is replaced with new Point b as follows:
"b) The entire amount of examination registration fees for universities, colleges, and vocational schools; admission fees or direct admission fees for vocational schools collected directly by educational and training institutions must be remitted to the Ministry of Education and Training VND 4,000 (four thousand dong) per application/candidate to supplement the budget for implementing the enrollment process and other related activities of the Ministry; the remaining amount shall be used for the enrollment process at the educational and training institution."
4Point c, Clause 1, Section III is replaced with new Point c as follows:
"c) The entire amount of examination and admission fees remaining outside the provisions of Points a and b mentioned above, collected directly by educational and training institutions, shall be used according to regulations."
5This Circular takes effect fifteen days from the date of publication in the Official Gazette. Other contents not amended or supplemented in this Circular shall continue to be implemented in accordance with current regulations.
During the implementation period, if there are any difficulties, please report them to the Ministry of Finance and the Ministry of Education and Training for research and resolution.
