CIRCULAR
Amending and supplementing Circular Jointly Issued No. 28/2003/TTLT-BTC-BGD&ĐT dated April 4, 2003 of the Ministry of Finance and the Ministry of Education and Training
on the collection and utilization of examination fees and admission fees
(registration fees for enrollment)
into educational and training institutions within the national education system
Pursuant to the Education Law and Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
The Ministry of Finance and the Ministry of Education and Training have issued Circular Jointly Issued No. 28/2003/TTLT/BTC-BGD&ĐT dated April 4, 2003 on the collection and utilization of examination fees and admission fees (registration fees for enrollment) into educational and training institutions within the national education system, and Circular Jointly Issued No. 71/2004/TTLT/BTC-BGD&ĐT dated July 14, 2004 amending and supplementing Circular Jointly Issued No. 28/2003/TTLT/BTC-BGD&ĐT mentioned above; now the Ministry of Finance and the Ministry of Education and Training amend and supplement Circular Jointly Issued No. 28/2003/TTLT/BTC-BGD&ĐT mentioned above as follows:
Pursuant to the Ordinance on Fees and Charges dated August 28, 2001, and Decree No. 57/2002/ND-CP dated June 3, 2002, of the Government detailing the implementation of the Ordinance on Fees and Charges;
Replacing Point b.1, Clause 2.1, Section II with new Point b.1 as follows:
1. "b.1. Candidates who are eligible for admission or direct admission to universities and colleges: VND 15,000 (fifteen thousand dong) per candidate/application. For candidates who are eligible for admission or direct admission to vocational high schools that do not organize examinations: VND 30,000 (thirty thousand dong) per candidate/application (this does not apply to vocational high schools that organize examinations)."
Amending Point a, Clause 1, Section III as follows:
2. "a) All funds from examination registration fees for universities, colleges, and vocational high schools; admission fees or direct admission fees for vocational high schools collected directly by Departments of Education and Training shall be distributed as follows:"
Replacing Point b, Clause 1, Section III with new Point b as follows:
3. "b) All funds from examination registration fees for universities, colleges, and vocational high schools; admission fees or direct admission fees for vocational high schools collected directly by educational and training institutions must be remitted to the Ministry of Education and Training VND 4,000 (four thousand dong) per application/candidate to supplement the budget for implementing the enrollment process and other related work of the Ministry; the remaining amount shall be used for the enrollment process at the educational and training institution."
Replacing Point c, Clause 1, Section III with new Point c as follows:
4. "c) All remaining funds from examination and admission fees outside the provisions of Points a and b mentioned above, collected directly by educational and training institutions, shall be utilized according to regulations."
This Circular takes effect fifteen days after its publication in the Official Gazette. Other contents not amended or supplemented in this Circular shall continue to be implemented in accordance with current regulations.
5. During the implementation period, if there are any difficulties, please report them to the Ministry of Finance and the Ministry of Education and Training for research and resolution./.
