CIRCULAR
Regulations on registration, management, and use of motor vehicles, specialized motorcycles under the jurisdiction of the Ministry of National Defense
On the basis of Road Traffic Safety Law dated June 27, 2024;
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Director of the General Department of Technology;
The Minister of National Defense issues this Circular to regulate the registration, management, and use of motor vehicles, specialized motorcycles under the jurisdiction of the Ministry of National Defense.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. This Circular stipulates the registration, management, and use of motor vehicles, specialized motorcycles (hereinafter referred to as military vehicles) under the jurisdiction of the Ministry of National Defense.
2. The registration, management, and use of motor vehicles, specialized motorcycles of military enterprises that have been equitized with State ownership below 50% of the charter capital are not within the scope of regulation of this Circular.
Article 2. Applicability
1. Agencies, units, organizations, and individuals related to the registration, management, and use of military vehicles under the jurisdiction of the Ministry of National Defense.
2. Military enterprises (including military enterprises that have been equitized with State ownership above 50% of the charter capital) having motor vehicles, specialized motorcycles registered with civilian license plates at the Public Security Agency.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Military vehicle includes motor vehicles and specialized motorcycles equipped for agencies, units under the management and use of the Ministry of National Defense for military and national defense purposes.
2. Motor vehicles includes automobiles including automobiles with special equipment installed, automobile tractor units, electric automobiles; tracked vehicles; trailers, semi-trailers pulled by automobiles; two-wheeled motorcycles, three-wheeled motorcycles, motorbikes including electric motorcycles.
3. Specialized motor vehicles includes military specialized motorcycles, construction motorcycles; agricultural and forestry motorcycles, and other types of specialized motorcycles participating in traffic equipped for agencies, units under the management and use of the Ministry of National Defense as specified in Appendix IV attached to this Circular.
4. License plate number is a plate attached to a military vehicle displaying letters and numbers issued by the competent authority; this is a legal symbol regarding the rights and responsibilities of agencies, units in managing and using military vehicles.
5. Registration certificate is a document certifying the legal rights and responsibilities of agencies, units under the jurisdiction of the Ministry of National Defense in managing and using military vehicles.
6. VIN number is a series of 17 characters used to identify, manage, and determine the origin and source of the vehicle.
7. Etiket (label) is a metal plate or other material attached to the vehicle according to the manufacturer's regulations, on which information about the vehicle such as the country of production, year of production, VIN number or engine number is recorded.
Article 4. Principles of registration, management, and use of military vehicles
1. Military vehicles must be registered and managed in accordance with the provisions of the law and the Ministry of National Defense.
2. Management of quantity, quality, type, brand, group of vehicles, usage status, and synchronization; implementation must be thorough, strict, and consistent from the grassroots level to the campaign and strategic management agencies.
3. Use for the intended purpose, mission, group of vehicles, technical capabilities; ensure absolute safety and effectiveness.
Article 5. Forms of registration
1. Formal registration.
2. Temporary registration.
Article 6. Management and registration agencies
1. The Ministry of National Defense uniformly manages and registers military vehicles.
2. The Motor Vehicle Transport Bureau - Logistics and Technical General Department directly assists the Minister of National Defense in implementing the management and registration of military vehicles in accordance with this Circular.
Article 7. Military Vehicle License Plates
1. The Motor Vehicles - Transportation Department under the General Logistics Department - Technical Service shall produce military vehicle license plates according to the Model prescribed in Appendix II attached hereto and issue them to agencies and units after completing the registration procedures as stipulated in Article 23 of this Circular.
2. The sign of military vehicle license plates for each agency and unit under the Ministry of National Defense shall be determined according to the provisions set out in Appendix III attached hereto.
The General Staff Department shall decide and announce the sign of military vehicle license plates for newly established agencies and units under the Ministry of National Defense.
3. In case license plates are lost, blurred, broken, or damaged, the directly managing agency or unit shall be responsible for inspecting and reporting to the motor vehicle agency or the motor vehicle transportation agency or the higher-level equipment management agency up to the level of the Ministry of National Defense to request the Motor Vehicles - Transportation Department to reissue or replace them according to the provisions of Article 24 of this Circular.
4. Before putting automobiles, trailers, semi-trailers, and specialized motorcycles into use, they must complete the registration of the auxiliary number system as prescribed in Appendix II attached hereto.
Article 8. Military Vehicle Registration Certificate
1. The Motor Vehicles - Transportation Department under the General Logistics Department - Technical Service shall organize printing according to Models 03a, 03b, 03c, 03d, 04a, and 04b prescribed in Appendix I attached hereto and issue the Registration Certificate to agencies and units after completing the registration procedures as stipulated in Article 23 of this Circular.
2. Agencies, units, and individuals shall be responsible for managing and using the Registration Certificate according to the provisions of this Circular. When the Registration Certificate is lost, blurred, or torn, the directly managing agency or unit must inspect and report to the motor vehicle agency or the motor vehicle transportation agency or the higher-level equipment management agency up to the level of the Ministry of National Defense to request the Motor Vehicles - Transportation Department to reissue or replace it according to the provisions of Article 24 of this Circular.
Article 9. Origin Documents for Military Vehicles
1. For vehicles produced and assembled domestically: Quality Inspection Report upon Factory Exit.
2. For imported vehicles
a) Purchased domestically, purchased through agency contracts:
For motor vehicles: Electronic data on the origin of the vehicle received from the public service portal or the import origin declaration form (for vehicles imported before July 1, 2021); Certificate of Technical Safety and Environmental Protection (original or electronic copy printed from the national single window system with the stamp of confirmation from the importing entity or enterprise) or Confirmation Letter for imported motor vehicles serving defense tasks.
For specialized motorcycles: Certificate of Technical Safety and Environmental Protection or Confirmation Letter for imported specialized motorcycles serving defense tasks.
b) For vehicles exempted from all customs procedures, including:
Document of the Ministry of National Defense regarding special customs clearance procedures for imported specialized military goods;
Document of the Customs Office confirming the imported goods (specifying that the goods have passed the supervision area);
Document of the entrusted importing enterprise confirming the chassis number and engine number of imported motor vehicles and specialized motorcycles.
3. For vehicles imported under donation, aid, non-trade imports, or direct imports as movable property, including:
a) Customs declaration form as prescribed by the Ministry of Finance;
b) Import permit for donated vehicles;
c) Aid confirmation letter issued by the Ministry of Finance for aided vehicles;
d) Receipts for import duties and special consumption taxes for non-trade imported vehicles and direct imports as movable property.
4. For vehicles registered at the Public Security Agency or the Department of Transport: Origin documents for vehicles shall be implemented according to the procedures and regulations for issuing and revoking the Registration Certificate, license plates for motor vehicles and specialized motorcycles of the Ministry of Public Security and the regulations on registering specialized motorcycles of the Ministry of Transport.
5. In case the origin documents for military vehicles are lost; the agency or unit shall provide an explanatory document accompanied by a copy of the origin documents for motor vehicles and specialized motorcycles issued by the issuing agency.
Article 10. Handling specific cases regarding frame numbers and engine numbers
1. For imported vehicles
a) Military vehicles with frame numbers and engine numbers on Etiket, numbers painted and blurred or rusted shall be registered according to the numbers confirmed by the Customs Authority;
b) Military vehicles confirmed by the Customs Authority only find the VIN number, without frame numbers and engine numbers, shall have frame numbers and engine numbers registered according to the VIN number;
c) Military vehicles that have already been renumbered with frame numbers and engine numbers will not be processed for registration unless there is an explanatory document from the Customs Authority or the importing agency with confirmation from the manufacturer.
2. For domestically produced or assembled military vehicles with engine numbers and frame numbers stamped or numbers that are blurred and cannot be read, shall be renumbered according to the numbers recorded in the quality inspection certificate at the time of factory release.
3. If a military vehicle that has been registered replaces its engine or chassis without numbers, it shall be renumbered according to the registration number of the vehicle.
4. The Motor Vehicle Department - Transportation General Department is the sole authority responsible for renumbering frame numbers and engine numbers.
Article 11. Prohibited acts
1. Forgery of documents; alteration of frame numbers and engine numbers; repair, erasure, or modification of information recorded on the Registration Certificate.
2. Self-production, use of license plates not in accordance with Article 4 of this Circular; purchase, sale, lease, loan, rental, mortgage of military vehicles, license plates, or military vehicle registration certificates.
3. Replacement of engines of unknown or illegal origin.
4. Provision of military vehicle documents to individuals and means of transport not within the jurisdiction or conditions for road traffic participation.
5. Use of military vehicles for purposes other than intended; joint ventures or associations with organizations or individuals outside the Military.
6. Handing over military vehicles to individuals who do not meet the conditions to operate on public roads.
7. Operating military vehicles without being assigned a task (except in special duty situations or technical condition checks).
Chapter II
REGISTRATION, MANAGEMENT, AND USE OF MILITARY VEHICLES
Section 1
REGISTRATION DOCUMENTS FOR MILITARY VEHICLES
Article 12. Registration documents for military vehicles with origins from aid before December 31, 1989
1. Decision of the Chief of General Staff to include in military equipment.
2. Document of the head of the agency or unit under the Ministry of National Defense confirming the origin of the aid vehicle.
3. Application for registration of military vehicles according to Model 01a and Model 01b Appendix I attached to this Circular.
4. Order to withdraw from storage (applicable to military vehicles that have been stored).
5. Delivery and receipt record.
Article 13. Registration documents for military vehicles equipped by the Ministry of National Defense
1. Documents stipulated in Clauses 1, 3, 4, and 5 of Article 12 of this Circular.
2. Copy of contract, settlement contract, financial invoice (not applicable to military vehicles purchased centrally by the Motor Vehicle Department - Transportation).
3. Origin document of the vehicle as prescribed in Article 9 of this Circular.
Article 14. Registration documents for military vehicles purchased by units themselves
1. Initial registration documents, including the documents stipulated in Clauses 1 and 3 of Article 12 of this Circular and the following documents:
a) Copy of purchase contract, settlement contract, or entrusted contract;
b) Copy of financial invoice;
c) Vehicle origin document as prescribed in Article 9 of this Circular.
2. Registration documents for military vehicles registered with the Police Agency, Department of Transport, including the documents stipulated in Clauses 1 and 3 of Article 12 of this Circular and the following documents:
a) Copy of purchase contract, settlement contract;
b) Copy of financial invoice (applicable when purchasing military vehicles from organizations or individuals with business registration);
c) Vehicle origin document as prescribed in Article 9 of this Circular, the purchasing agency or unit is responsible for going to the Police Agency to complete procedures to receive the certificate of recovery of registration, license plate, and original documents to proceed with registration;
d) For military vehicles owned by units that have been registered with the Police Agency, Department of Transport, points a and b of Clause 2 of this Article do not apply.
Article 15. Documents for registering military vehicles transferred between agencies and units under the Ministry of National Defense
1. Decision of the General Staff on the transfer of military vehicles.
2. Military vehicle registration form in accordance with Form No. 01a and Form No. 01b in Appendix I attached to this Circular.
3. Handover record of vehicles.
4. Registration certificate, license plate, and vehicle history.
Article 16. Documents for registering military vehicles internally transferred within agencies and units under the Ministry of National Defense
1. Decision on the internal transfer of military vehicles by the head of the agency or unit under the Ministry of National Defense.
2. Military vehicle registration form in accordance with Form No. 01a and Form No. 01b in Appendix I attached to this Circular.
3. Handover record of vehicles.
4. Vehicle registration certificate.
Article 17. Documents for registering military vehicles given as gifts; aid; non-trade imports, imported movable assets
1. Documents for registering military vehicles given as gifts include the documents specified in Clauses 1 and 3 of Article 12 of this Circular and the following documents:
a) Gift-giving document from the donor;
b) Certificate of origin of military vehicles as stipulated in Article 9 of this Circular.
2. Documents for registering military vehicles provided as aid; non-trade imports, imported movable assets (direct imports) include the documents specified in Clauses 1 and 3 of Article 12 of this Circular and the following documents:
a) Confirmation document from the Ministry of National Defense for aid vehicles;
b) Copy of the purchase contract and copy of the financial invoice (if any) for non-trade imported vehicles, imported movable assets (direct imports);
c) Certificate of origin of the vehicle as stipulated in Article 9 of this Circular.
Article 18. Documents for registering military vehicles that have been refurbished
1. Decision of the competent authority allowing the refurbishment of military vehicles.
2. Military vehicle registration form in accordance with Form No. 01a and Form No. 01b in Appendix I attached to this Circular.
3. Certificate of quality and technical safety of refurbished military vehicles.
4. Registration certificate for registered military vehicles.
5. For unregistered military vehicles, there must be a decision by the General Staff to equip them militarily and a certificate of origin of military vehicles as stipulated in Article 9 of this Circular.
Article 19. Documents for registering military vehicles with engines of the same type replaced
1. Military vehicle registration form in accordance with Form No. 01a and Form No. 01b in Appendix I attached to this Circular.
2. Request document from the technical department head or logistics-technical department of the unit under the Ministry of National Defense.
3. Factory release conformity certificate of the vehicle after engine replacement.
4. Handover record when the vehicle is released from the factory.
5. Vehicle registration certificate.
6. Engine origin certificate.
a) Engine received from the Motor Transport Bureau warehouse: Warehouse dispatch order.
b) Engine purchased by the unit itself:
Factory release quality inspection report (for domestically produced and assembled engines);
Customs declaration form in accordance with regulations of the Ministry of Finance (for imported engines);
Copy of the purchase contract and settlement of the purchase contract;
Copy of the financial invoice.
c) Engine repaired at factories or workshops:
Technical condition inspection record before repair;
Factory release conformity certificate of engine repair.
Article 20. Documents for registering and issuing additional license plates for motor vehicles serving Party and State leaders; military business vehicles already registered with civilian license plates
1. Decision of the General Staff on the registration and issuance of motor vehicle license plates.
2. Motor vehicle registration form in accordance with Form No. 01a in Appendix I attached to this Circular.
3. Copy of the registration certificate and original documents of the motor vehicle in accordance with the procedures and formalities for issuing and revoking motor vehicle registration certificates and license plates of the Ministry of Public Security.
Article 21. Documents for Introducing Civil Vehicle Registration and Issuing License Plates for Motor Vehicles of Enterprises, Agencies, and Units under the Military
1. Motor vehicles of military enterprises
a) For initial registration:
An introduction letter issued by the Motor Transport Department - Logistics and Engineering General Department when the enterprise has all the following documents: A document from the vehicle-machine agency or the vehicle-machine transport agency or the equipment management agency of units under the Ministry of National Defense proposing; a document from the Ministry of National Defense or a Decision of the General Staff allowing the enterprise to purchase vehicles; copies of origin certificates and purchase-sale documents in accordance with the procedures and formalities for issuing and revoking motor vehicle registration certificates and license plates as stipulated by the Ministry of Public Security;
The enterprise shall bring the introduction letter and documents to the registration authority of the Ministry of Public Security for registration.
b) For vehicles that have been registered and issued military license plates:
A decision by the General Staff allowing the registration of civilian license plates;
An introduction letter issued by the Motor Transport Department - Logistics and Engineering General Department;
Copies of the registration certificate and original vehicle documents according to the provisions of Section 1 Chapter II of this Circular.
The enterprise shall bring the introduction letter and documents to the registration authority of the Ministry of Public Security for registration.
2. Motor vehicles of agencies and units that have been registered and issued military license plates.
a) A letter from the Ministry of National Defense and approved by the Ministry of Public Security;
b) An introduction letter issued by the Motor Transport Department - Logistics and Engineering General Department when the agency or unit has all the following documents: A letter from the vehicle-machine agency or the vehicle-machine transport agency or the equipment management agency of units under the Ministry of National Defense requesting issuance of the introduction letter; copies of the letter requesting from the Minister of National Defense sent to the Ministry of Public Security;
c) Copies of the registration certificate and original documents of motor vehicles and special-purpose motorcycles according to the provisions of Section 1 Chapter II of this Circular.
The agency or unit shall bring the introduction letter and documents to the registration authority of the Ministry of Public Security for registration.
3. Procedures for issuing new, replacement, or transfer registration certificates and license plates for motor vehicles and special-purpose motorcycles; transferring ownership or moving shall be carried out in accordance with the procedures and formalities for issuing and revoking registration certificates and license plates for motor vehicles and special-purpose motorcycles as stipulated by the Ministry of Public Security.
Article 22. Temporary License Plates for Military Vehicles
1. Cases for Issuing Temporary License Plates
a) Vehicles that have been decided by the General Staff to be equipped for military use but the documents are not yet complete as stipulated in Article 13 of this Circular;
b) Vehicles that have been decided by the General Staff to allow units to purchase on their own but the documents are not yet complete as stipulated in Article 14 of this Circular;
c) Vehicles given as gifts; aid; imported non-commercially, imported as movable assets (direct import) but the documents are not yet complete as stipulated in Article 17 of this Circular;
d) Imported vehicles; produced or assembled domestically for transit purposes;
đ) Vehicles for surveying, testing; vehicles belonging to projects and programs approved by the Minister of National Defense.
e) Temporary license plates according to Model No. 02 in Appendix I attached to this Circular.
2. Documents for Temporary Registration of Military Vehicles
a) A letter from the technical department or the logistics-engineering department of units under the Ministry of National Defense requesting temporary license plates or the head of the agency or unit assigned by the Ministry of National Defense to purchase vehicles.
b) Copies of documents for cases specified in points a, b, and c of Clause 1 of this Article;
c) Transit plans, test run plans; documents from authorized authorities proving that military vehicles belong to research topics, tests, and projects for cases specified in points d and đ of Clause 1 of this Article.
3. The period of use of temporary license plates shall be recorded on the plate but shall not exceed 90 days from the date of issue.
4. In addition to the provisions of Clause 1 of this Article, the General Staff decides to issue military license plates or temporary license plates to perform urgent and special tasks.
Article 23. Registration Procedure
1. Agencies and units under the Ministry of National Defense shall be responsible for preparing one set of registration files for each military vehicle according to the provisions of Section 1, Chapter II of this Circular, to be sent through the military network or directly or by military postal service to the Motor Transport Department - Logistics and Technical General Department.
2. Within ten days from the date of receipt of valid files, the Motor Transport Department - Logistics and Technical General Department shall be responsible for checking the validity of the submitted files, which will then be reviewed and approved by the Director of the Motor Transport Department - Logistics and Technical General Department; in cases where files are submitted via the military network, the unit shall be responsible for sending the original files for verification of their validity before submitting them for review and approval by the Director of the Motor Transport Department - Logistics and Technical General Department.
In cases where the files are not valid, the Motor Transport Department - Logistics and Technical General Department shall issue a document requesting the agency or unit to supplement the files, with the time taken to supplement the files not being counted towards the processing period.
3. After the Director of the Motor Transport Department - Logistics and Technical General Department approves the registration files, the Motor Transport Department - Logistics and Technical General Department shall issue license plates, Registration Certificates, and vehicle records to the agencies or units. Individuals assigned the task of receiving license plates, Registration Certificates, and vehicle records must present an Introduction Letter and sign the handover logbook.
Article 24. Reissue, Replacement, and Revocation of License Plates and Registration Certificates for Military Vehicles
1. Cases of reissuing or replacing Registration Certificates: The Registration Certificate is blurred, torn, lost, or has expired.
2. Cases of reissuing or replacing license plates: The license plate is blurred, broken, or lost.
3. Files for Reissuing or Replacing
a) A letter requesting reissuance or replacement from the head of the technical agency or logistics and technical agency of the unit under the Ministry of National Defense (in cases where the Registration Certificate is lost, it must be verified and confirmed by the competent authority of the Motor Transport Department - Logistics and Technical General Department that it has not been seized);
b) A registration form for the vehicle according to Form No. 01a and Form No. 01b attached as Appendix I to this Circular (this does not apply to cases of reissuing or replacing license plates);
c) A detailed report specifying the reason for loss (by the driver or person assigned the task of managing the vehicle), confirmed by the commander of the unit at battalion level or higher;
d) The license plate and Registration Certificate of the vehicle (in cases where they are blurred, torn, broken, damaged, or have expired).
4. Procedure
a) Agencies and units under the Ministry of National Defense shall be responsible for preparing one set of files according to Clause 3 of this Article, to be sent through the military network or directly or by military postal service to the Motor Transport Department - Logistics and Technical General Department;
b) Within ten days from the date of receipt of complete and valid files, the Motor Transport Department - Logistics and Technical General Department shall be responsible for checking, registering, and submitting for review and approval by the Director.
In cases where the files are not valid, the Motor Transport Department - Logistics and Technical General Department shall issue a document requesting the agency or unit to supplement the files, with the time taken to supplement the files not being counted towards the processing period.
5. Revocation of license plates and Registration Certificates in the following cases:
a) Vehicles removed from military equipment or vehicles transferred between agencies and units under the Ministry of National Defense;
b) Vehicles that have expired or are transferred to registration at the Public Security Agency;
c) In cases where the license plate and Registration Certificate are lost and cannot be recovered, the head of the technical agency or logistics and technical agency of the unit under the Ministry of National Defense shall be responsible for reporting and explaining to the Motor Transport Department - Logistics and Technical General Department for consideration and resolution.
Section 2
MANAGEMENT AND USE OF MILITARY VEHICLES
Article 25. Management of Military Vehicles
1. The Motor Vehicle - Transportation Department under the General Logistics Department - Technical Service is the advisory body assisting the Director of the General Logistics Department - Technical Service and the Minister of National Defense in directing the implementation of management over the quantity, quality, types, and synchronization of military vehicles and civilian-registered vehicles under the purview of the Ministry of National Defense.
2. Heads of agencies, units, and enterprises within the Ministry of National Defense are responsible to the Minister of National Defense:
a) Managing the quantity, quality, and types of military vehicles and civilian-registered vehicles within their managed agencies, units, and enterprises;
b) Mobilizing, grouping, and determining the usage status and synchronization of military vehicles within subordinate agencies and units.
3. The motor vehicle agency or the motor vehicle - transportation agency of units shall be responsible for organizing the implementation of measures to maintain technical coefficients and improve the quality of military vehicle management according to the decisions of commanders and guidance from higher-level motor vehicle agencies.
Article 26. Use of Military Vehicles
1. For those driving military vehicles:
a) Must have a valid military driver's license appropriate to the type of vehicle as prescribed;
b) In cases where driving military-registered vehicles serving Party and State leaders, they may use civilian driver's licenses;
c) Must strictly comply with traffic laws and regulations and the Ministry of National Defense's rules on driving military vehicles when participating in traffic.
2. For those driving specialized motorcycles:
a) If not having a driver's license, must have a certificate of traffic law training;
b) Must have a certificate for operating specialized motorcycles;
c) Must strictly comply with traffic laws and regulations and the Ministry of National Defense's rules on driving specialized motorcycles when participating in traffic.
3. In cases of overloaded vehicles, oversized vehicles, tracked vehicles, or transporting extra-long and extra-heavy goods on roads under normal conditions, they must follow the regulations of the Ministry of Transport; in emergency situations, they must follow the regulations of the Ministry of National Defense and take necessary traffic safety and road infrastructure safety measures as prescribed by law.
4. In cases of illegally carrying goods leading to temporary detention of goods and means of transport, such items shall be transferred to competent authorities for handling according to the law. Drivers who violate traffic regulations will be subject to administrative penalties, disciplinary actions, or criminal prosecution depending on the nature and severity of the violation as prescribed by law.
5. Military vehicle inspection forces and military control forces shall closely cooperate with relevant agencies to inspect the activities of military vehicles and civilian-registered vehicles of military enterprises participating in traffic. Upon discovering violations, they shall promptly correct them and handle them according to the law and regulations of the Ministry of National Defense.
6. Commanders at all levels of agencies and units are responsible for the use of military vehicles managed by their agencies and units.
Article 27. Conditions for Military Vehicles Participating in Traffic
1. For motor vehicles:
a) Vehicle registration plates;
b) Registration certificate;
c) Valid inspection stickers;
d) Auxiliary number systems;
đ) Work permits for vehicles;
e) For cargo-carrying vehicles, there must be cargo documents. Special cases shall be handled according to the law.
2. For specialized motorcycles: Follow the provisions set out in points a, b, c, đ, e of Clause 1 of this Article.
3. When conducting practical driving training, in addition to the provisions of Clause 1 of this Article:
a) Driving practice permit;
b) Practice vehicle sign.
4. In cases of testing and trial runs:
a) Repair orders or test run plans approved by authorized bodies;
b) "Test Run" warning signs with red background and white letters (dimensions 297 mm x 210 mm) hung at the front and rear of the vehicle.
5. Motor vehicles serving Party and State leaders:
a) Vehicle registration plates;
b) Registration certificates according to Model 04a and Model 04b in Appendix I attached to this Circular;
c) Other documents as prescribed by law.
6. Civilian-registered vehicles of military enterprises shall comply with current laws.
Chapter III
RESPONSIBILITIES OF AGENCIES, UNITS AND ENTERPRISES INVOLVED
AND RELATED ENTITIES
Article 28. General Staff Department
1. Decides to put motor vehicles and special-purpose motorcycles under the management of the Ministry of National Defense into military equipment.
2. Decides to allow military enterprises to purchase motor vehicles and special-purpose motorcycles to register civilian license plates at the Public Security Agency.
Article 29. Logistics and Technical General Department
1. Advises the Minister of National Defense on state management of registration, management, and use of motor vehicles and special-purpose motorcycles under the management of the Ministry of National Defense.
2. Directs the Motor Transport Bureau/Logistics and Technical General Department:
a) Is responsible before the Chief of Logistics and Technical for directing, guiding, implementing, and organizing the execution of work related to the registration, management, and use of military vehicles within the scope of the Ministry of National Defense's management;
b) Issues Introduction Letters to vehicle registration agencies of the Ministry of Public Security to register and issue civilian license plates for vehicles of military enterprises, agencies, and units;
c) Organizes vehicle registration, issuance of license plates, and Registration Certificates according to this Circular; guides, directs, inspects, manages, and uses vehicles in accordance with the law and regulations of the Ministry of National Defense;
d) Studies and proposes competent authorities to issue guiding documents, directives; regulations on management and use; systems of business records; statistical reporting systems ensuring uniformity and standardization within the Ministry of National Defense;
đ) Manages and stores military vehicle registration files in accordance with the law.
Article 30. Relevant Agencies, Units, and Enterprises
1. Heads of agencies and units are responsible before the Minister of National Defense for the registration, management, and use of military vehicles in accordance with the law and this Circular.
2. Vehicle-Motorcycle Departments or Motorcycle-Transport Departments of subordinate units under the Ministry of National Defense:
a) Advise heads of agencies and units to implement work related to the registration, management, and use of military vehicles; civilian-numbered vehicles of military enterprises as prescribed;
b) Are responsible for the legality of registration application files;
c) Strictly comply with directives, guidance, and inspections from the Motor Transport Bureau/Logistics and Technical General Department regarding the registration, management, and use of military vehicles in accordance with the regulations of the Ministry of National Defense.
Chapter IV
IMPLEMENTING PROVISIONS
Article 31. Effective Date
This Circular takes effect from January 1, 2025 and replaces Circular No. 169/2021/TT-BQP dated December 23, 2021 issued by the Minister of National Defense on the registration, management, and use of motor vehicles and special-purpose motorcycles within the Ministry of National Defense.
Article 32. Transitional Provisions
1. Military vehicle registration certificates issued before this Circular takes effect shall continue to be used, renewed, or replaced according to Model No. 03b, Model No. 03d, and Model No. 04b in Appendix I attached to this Circular until infrastructure and technical conditions ensure printing on PET material, then they will be renewed or replaced according to Model No. 03a, Model No. 03c, and Model No. 04a in Appendix I attached to this Circular.
2. Implement the registration of motor vehicles and special-purpose motorcycles through the military network (for original documents sent directly or via military mail to the Motor Transport Bureau/Logistics and Technical General Department) when infrastructure and technical conditions ensure compliance with the provisions of this Circular.
Article 33. Responsibility for Implementation
The Chief of General Staff, the Chief of Logistics and Technical General Department, heads of agencies, units, organizations, and individuals concerned are responsible for implementing this Circular./.

- For passenger cars up to 9 seats, the rear license plate size can be produced according to the size of the license plate mounting hole; for motorcycles, if the number of vehicles exceeds the unit code, an additional letter (A;B;C;...) can be added after the specified number sequence at point a clause 1 of this Appendix.
c) Production materials for license plates:
Flexible aluminum sheet 1mm thick, coated with reflective red material on the surface of the license plate.
d) Specifications:
- Red background, white letters and numbers embossed according to the design of the Motor Vehicle Bureau;
- On the background, there is an embossed military emblem, diameter 20mm:
+ Long plate: Emblem embossed above the first horizontal line;
+ Short plate: Emblem embossed on the left side, distance between the height of the unit code letters.
e) Position of license plate installation:
- Cars, tracked vehicles: Front plate installed at the manufacturer's designated position; rear plate installed short or long at the designated position suitable for each type of vehicle.
- Tractors, specialized motorcycles: Can install 1 or 2 plates depending on the type of vehicle. If installing 2 plates: Front plate installed at the manufacturer's designated position; rear plate installed short or long at the designated position suitable for each type of vehicle.
- Trailers, semi-trailers, two-wheeled motorcycles, three-wheeled motorcycles, motorized bicycles, electric motorcycles, and similar types: Install 1 plate at the manufacturer's designated position.
e) Specifications for painting license plates directly onto the rear cargo body of trucks
- Height of letters and numbers 160mm;
- Width of letters and numbers 80mm;
- Thickness of letter and number strokes 20mm;
- Use paint contrasting with the color of the rear cargo body of the truck.
2. Auxiliary Number System
- For registered trucks, trailers, and semi-trailers, before putting them into use, auxiliary number systems must be added according to regulations;
- The group of letters and numbers in the auxiliary number system is proposed by the vehicle bureau or transport department of units under the Ministry of National Defense, approved by the head of the unit and managed confidentially (must be consistent, scientific, avoiding duplication); after approval, the unit reports to the Motor Vehicle Bureau for unified management;
- The auxiliary number system consists of from 1 to 2 groups of letters or 1 to 2 groups of numbers, which can be combined; between two groups of letters or numbers, a horizontal dash connects them. The first group represents the unit under the Ministry of National Defense at one level; the second group represents the unit under the Ministry of National Defense at two levels.
Example: Vehicles of the 101st Mechanized Infantry Regiment, 325th Infantry Division (25 - 01).
- Format, material, display position
+ Font: "VNARIAL NARROWH" upright, bold, height 50mm, spacing between numbers (or letters) 12mm; horizontal dash: width 8mm, length 15mm;
+ Color: Choose contrasting colors for letters, numbers, and horizontal dashes against the background at the auxiliary number display position;
+ Form: Presentation must be uniform on each type of vehicle of the unit;
+ Material: Paint directly onto the vehicle or cut and apply reflective film, ensuring good adhesion and no peeling;
+ Position: Displayed on the left side of the vehicle according to its forward direction, both at the front and rear, in a position easily observable.
