OF THE MINISTRY OF FINANCE DECREE NO. 70/1998/TT-BTC DATED MAY 21, 1998 GUIDING AMENDMENTS TO CERTAIN PROVISIONS IN CIRCULAR No. 56 TC/NSNN DATED AUGUST 21, 1997 OF THE MINISTRY OF FINANCE GUIDING IMPLEMENTATION OF DECISION NO. 100 QD/TW DATED JUNE 3, 1995 OF THE SECRETARIAT OF THE PARTY CENTRAL COMMITTEE ON OPERATING EXPENSES FOR COUNTY POLITICAL EDUCATION CENTERS
After a period of implementing Circular No. 56 TC/NSNN dated August 21, 1997 of the Ministry of Finance guiding implementation of Decision No. 100 QD/TW dated June 3, 1995 of the Secretariat of the Party Central Committee on operating expenses for county political education centers; in response to proposals from various party committees and the Central Office for Spiritual Culture; to meet the requirements of the Party regarding the organization of political training for grassroots cadres, the Ministry of Finance guides amendments to certain provisions as follows:
1. The honorarium payment rate for part-time lecturers and speakers is increased from VND 30,000 per session and VND 60,000 per day to VND 50,000 per session and VND 100,000 per day.
2. The food allowance for trainees is set at between VND 5,000 and VND 10,000 per day, regardless of distance. Specific allowances are determined by localities in accordance with their conditions.
3. The additional funding for lecturers' honorariums and trainees' food allowances in 1998 shall be arranged within the budget allocated at the beginning of the year. From 1999 onwards, political education centers will incorporate these expenses into their budgets to submit for approval by competent authorities according to general regulations.
4. Other provisions remain in effect as per Circular No. 56 TC/NSNN dated August 21, 1997 of the Ministry of Finance.
5. This circular takes effect fifteen days from the date of issuance.
