Regarding the establishment of the National Committee for International Economic Cooperation

Pursuant to the Law on Organization of the Government dated December 25, 2001;
To implement Resolution No. 07/NQ-TW dated November 27, 2001 of the Politburo on international economic integration;
Considering the proposal of the Chairman of the National Committee for International Economic Cooperation and the Minister, Head of the Organization-Cadre Department of the Government.
DECISION:
Article 1. The National Committee for International Economic Cooperation shall consist of the following members:
- Chairman of the Committee: Deputy Prime Minister
- Vice Chairman of the Committee: Minister of Trade
- Secretary-General of the Committee concurrently serving as Head of the Government's International Economic and Trade Negotiation Team: Deputy Minister of Trade
- Standing Member: Deputy Director of the Government Office
Members:
- Deputy Minister of Foreign Affairs
- Deputy Minister of Planning and Investment
- Deputy Minister of Finance
- Deputy Minister of Justice
- Deputy Minister of Culture and Information
- Deputy Minister of Industry
- Deputy Minister of Public Security
- Deputy Minister of Defense
- Deputy Minister of Science, Technology and Environment
- Deputy Minister of Agriculture and Rural Development
- Deputy Minister of Transport
- Deputy Governor of the State Bank of Vietnam
- Director General of the General Customs Department
- Director General of the General Post Office Department
- Director General of the Tourism Administration.
Invite the following representatives to be members of the Committee:
- Deputy Head of the Central Economic Commission
- Deputy Director of the National Assembly Office.
The standing body of the Committee consists of the Chairman, Vice Chairman, Secretary-General concurrently serving as Head of the Government's International Economic and Trade Negotiation Team, and Standing Members of the Committee.
Article 2. The National Committee for International Economic Cooperation has the main tasks and powers as follows:
1. Advising the Prime Minister on policies, strategies, plans, programs of the Government regarding international economic integration within the Association of Southeast Asian Nations (ASEAN), the Asia-Europe Meeting (ASEM), the Asia-Pacific Economic Cooperation (APEC); negotiations for accession and activities within the World Trade Organization (WTO) and other international and regional economic organizations.
2. Providing advice to the Prime Minister on general negotiation principles and approaches to serve as a basis for developing negotiation plans of Ministries and sectors, and directing Government's negotiation teams on international economic and trade issues and accession negotiations to international and regional economic organizations.
3. Assisting the Prime Minister in coordinating the activities of Ministries, sectors, localities, and enterprises during the process of international economic integration; urging and inspecting the implementation of policies, strategies, plans, programs of the Government, decisions of the Prime Minister, and commitments made by Vietnam regarding international economic integration, as well as effectively protecting Vietnam's rights and legitimate interests in this process; adjusting, supplementing, and perfecting domestic laws and policies on economy and trade to adapt to the institutions of international and regional economic organizations that Vietnam participates in.
4. Monitoring and evaluating the situation of the international and regional economies, reporting to the Prime Minister new theoretical and practical issues in international economic relations, lessons and experiences of countries in joining regional and international economic organizations, proposing policies and mechanisms to expand foreign economic relations, strengthen economic and trade cooperation with countries and international organizations, and implement international commitments on international economic integration.
5. Cooperating with relevant Ministries, Departments, and Agencies to widely carry out ideological work, dissemination, and propaganda on international economic integration.
6. Performing other tasks assigned by the Prime Minister.
Article 3. The National Committee for International Economic Cooperation is an agency under the Prime Minister, having its own seal without the national emblem for administrative transactions. The operating budget of the National Committee for International Economic Cooperation is provided from the state budget as a separate account level 2 under the Government Office.
Article 4. The operational regulations of the National Committee for International Economic Cooperation shall be decided by the Chairman of the Committee.
Article 5. The support staff of the National Committee for International Economic Cooperation is the Committee Office.
The Committee Office has its own staffing and working place located at the Government Office. The functions and responsibilities of the Committee Office shall be decided by the Chairman of the Committee based on the proposals of the Minister, Director of the Government Office, Minister, Head of the Organization-Cadre Department of the Government, and Secretary-General of the Committee.
The management system for administrative and mass organization activities of the Committee Office shall be organized and implemented like those of a unit of the Government Office.
The Government's International Economic and Trade Negotiation Team shall be established according to a separate decision of the Prime Minister.
Article 6. Ministers, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for establishing and improving the organizational structure and operation of specialized agencies under their management related to international economic integration.
Article 7. This Decision takes effect from the date of signing. Decree No. 31/1998/QĐ-TTg dated February 10, 1998 of the Prime Minister on the establishment of the National Committee for International Economic Cooperation and previous provisions contrary to this Decision are abolished.
Article 8. The Chairman of the National Committee for International Economic Cooperation, Ministers, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
