DECISION OF THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Regarding the functions, tasks, powers, and organizational structure of the Office

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

 

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

At the proposal of the Director of the Cadre and Civil Servant Department and the Head of the Office,

DECISION:

 

Article 1The Office of the Ministry of Posts and Telecommunications (hereinafter referred to as the Office) is an agency assisting the Minister in performing advisory and coordination functions, organizing the cooperation among agencies and units under the Ministry in implementing the Minister's decisions; serving as the central point for relations with central ministries, sectors, and localities according to the Minister's directives; carrying out administrative management work for the Ministry's activities.

Article 2The Office has the following tasks and powers:

1. Compiling and submitting to the Minister the regular work program and plan of the Ministry, monitoring and urging the implementation thereof after approval; organizing the implementation of regular and urgent reports on the performance of the Ministry's tasks as prescribed by the Government and the Ministry; drafting and submitting to the Minister for issuance the Work Regulations of the Ministry and urging their implementation after issuance.

2. Managing and guiding agencies and units under the Ministry in matters of document management and archiving; organizing the implementation of administrative, document management, and archiving work of the Ministry in accordance with the law.

3. Checking the format and procedures for issuing documents of the Ministry.

4. Organizing and serving meetings, working sessions, and receptions for the Ministry's leadership; managing the minutes of conferences, meetings, working sessions, and receptions; coordinating with agencies and units under the Ministry to prepare articles, responses, interrogations, and interviews for the Ministry's leadership.

5. Serving as the central point of the Ministry for receiving information and compiling the situation of postal, telecommunications, and information technology activities in centrally governed cities and provinces.

6. Managing material resources, ensuring transportation means and working conditions for the Ministry's agencies; managing assets, researching and proposing investment plans, managing basic construction, renovation, and repair of office buildings; supporting administrative and public service units under the Ministry according to the Minister's assignment.

7. Organizing the implementation of competition, reward, and historical tradition work of the Ministry; serving as the permanent member of the Competition and Reward Council of the Ministry.

8. Managing accounting and financial work at the grassroots level; managing operational funds of the Ministry's agencies according to financial and accounting regulations and state regulations on foreign exchange management.

9. Organizing the implementation of security, order, safety, and fire prevention work at the Ministry's agencies; coordinating in managing reserve mobilization and self-defense work.

10. Organizing the implementation of protocol, ceremonial, and funeral tasks of the Ministry; serving as the central point for fulfilling the Ministry's obligations to localities.

11. Coordinating with related agencies and units under the Ministry to implement personnel policies and welfare for cadres, civil servants, and officials at the Ministry's agencies; coordinating in implementing retirement work of the Ministry's agencies.

12. Serving as the central point and coordinating with agencies and units under the Ministry to implement the Ministry's administrative reform program.

13. Coordinating with agencies and units under the Ministry to manage the computer network and implement the program of applying information technology and computerizing administrative management within the Ministry. Leading the management of the Ministry's computer network and serving as the central point for connecting the Ministry's computer network with the Government's computer network.

14. Managing organization, personnel, civil servants, officials, assets, files, and documents of the Office in accordance with the law and the Minister's delegation.

15. Performing other tasks assigned by the Minister.

Article 3The Office is headed by the Head of the Office, assisted by Deputy Heads of the Office and a support staff.

The Head of the Office is responsible to the Minister for the results of performing the functions, tasks, powers, and organizational structure stipulated in this Decision.

Deputy Heads of the Office assist the Head of the Office and are responsible to the Head of the Office for the tasks delegated to them.

Article 4The organizational structure of the Office includes:

1. General Affairs Division.

2. Administrative, Document Management, and Archiving Division.

3. Administration Division.

4. Competition, Reward, and Historical Tradition Division.

5. Accounting Division.

6. Southern Representative Office.

7. Central Highlands-Western Region Representative Office.

The Office, Southern Representative Office, and Central Highlands-Western Region Representative Office have separate seals and accounts for transactions.

The functions, tasks, powers, and organizational structure of the Southern Representative Office and the Central Highlands-Western Region Representative Office shall be established by the Head of the Office and submitted to the Minister for decision.

The functions, tasks, powers, and working relationships between divisions directly under the Office shall be defined by the Head of the Office.

Article 5This Decision takes effect fifteen days from the date of publication in the Official Gazette and replaces Decision No. 17/2003/QĐ-BBCVT dated February 18, 2003, of the Minister of Posts and Telecommunications.

Article 6The Head of the Office, the Director of the Cadre and Civil Servant Department, and the heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
