Considering the proposal of the People's Committee of Nghe An province (Report No. 1482/TTr-UBND dated March 14, 2013) and the Ministry of Natural Resources and Environment (Report No. 33/TTr-BTNMT dated April 24, 2013),

Article 3. Based on this Resolution, the People's Committee of Nghe An province shall be responsible for:

1. Organizing the implementation of land use planning and plans, reviewing sectoral and field planning within the province that uses land to ensure compatibility with the approved land use planning and plans; the establishment and implementation of land use planning and plans must be closely coordinated from the provincial level down to the commune level; taking specific measures to mobilize capital and other resources to meet the investment capital required for the implementation of the provincial land use planning and plans;

2. Determining boundaries and publicly announcing the area of rice cultivation land, protective forest land, and special-use forest land that need strict protection; ensuring benefits between areas suitable for industrial, urban, and service development and areas retaining large areas of rice cultivation land; reclaiming and improving unused land to compensate for the reduction in agricultural production land, forestry land, and aquaculture land due to changes in land use purpose;

3. Proactively recovering land according to planning and plans, including recovering adjacent land around infrastructure projects and surrounding areas to generate funds for development and create a land fund for infrastructure and social projects. Prioritizing the provision of land or purchase of housing for those whose land has been recovered, in accordance with the law. Promoting the auction of land use rights and bidding for projects using land;

4. Managing land use in accordance with planning and plans, especially in areas intended for land use purpose conversion; strengthening inspection and supervision of land management and use according to planning to promptly prevent and strictly handle violations of land use planning and plans, cases where land has been allocated or leased but not used;

5. Strengthening propaganda on land laws to ensure that the public understands the regulations, uses land for its intended purpose, efficiently and economically, protects the environment, and promotes sustainable development;

6. Annually, the People's Committee of the province shall submit reports on the results of implementing land use planning and plans to the Government for consolidation and reporting to the National Assembly.

Article 4. The Chairman of the People's Committee of Nghe An province and the heads of relevant ministries and sectors shall be responsible for implementing this Resolution./.
