Directive No. 701-TTg on the mid-term review of thrift practices, waste prevention, corruption prevention, and smuggling control.

DIRECTIVE

ON THE INTERIM REVIEW OF WORK TO PRACTICE ECONOMY, COMBAT WASTEFULNESS, CORRUPTION, AND SMUGGLING

After two years of implementing Directive No. 15-CT/TW dated November 20, 1992 of the Politburo and Decision No. 114-TTg dated November 21, 1992 of the Prime Minister, and after one year of implementing the National Assembly Resolution of the 9th term on practicing economy, combating wastefulness, corruption, and smuggling, there have been some notable improvements in work to combat wastefulness, corruption, and smuggling. However, the practice of economy has not shown significant changes, and the situations of wastefulness, corruption, and smuggling still occur seriously.

In order to achieve a significant change in the implementation of the National Assembly Resolution on work to practice economy, combat wastefulness, corruption, and smuggling in 1995, the Prime Minister issues this directive:

1- Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally governed cities shall organize and direct the interim review of work to practice economy, combat wastefulness, corruption, and smuggling within their respective ministries, sectors, and localities.

2- The Minister of Finance shall be responsible for the interim review of work to practice economy and combat wastefulness nationwide.

The Minister of Home Affairs, the General Inspector of the State, the Minister of Commerce, and the Director-General of the General Customs Department, in addition to conducting the interim review of work to practice economy, combat wastefulness, corruption, and smuggling within their respective sectors, shall also be responsible for coordinating with the Supreme People's Procuracy and the Supreme People's Court to conduct the interim review of work to combat corruption and smuggling within the scope of their respective functions.

The Minister of Justice shall conduct the interim review of work to review legal documents serving the work to combat corruption and smuggling.

3- The Standing Office for Practicing Economy, Combating Wastefulness, Corruption, and Smuggling under the Government shall be responsible for:

a) Assisting the Prime Minister in monitoring, directing, urging, and inspecting the interim reviews conducted by various sectors and levels.

b) Assisting the Prime Minister in preparing the interim review report and proposing measures to further intensify the work in subsequent years.

4- The contents of the interim review reports must ensure accurate assessments of the current situation, with specific data and addresses.

The interim review must be practical, accurately assessing both achievements and shortcomings, positive aspects and weaknesses, identifying realistic causes of existing problems and weaknesses, and proposing concrete and resolute measures to achieve a significant change in this work in the coming years. Ministries, sectors, and localities should not hold separate interim review meetings but should integrate them with meetings to deploy economic and social tasks for 1995.

5- The data collection period for the interim review is from January 1, 1993 to October 31, 1994.

Upon receipt of this Directive, all Ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and centrally governed cities shall immediately commence the interim review and submit their reports to the Government Office before December 15, 1994.

6- The Government shall organize a meeting to review work on practicing economy, combating wastefulness, corruption, and smuggling at the end of December 1994 or the beginning of January 1995.
