Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 39/2000/QH10 dated December 9, 2000 of the National Assembly, tenth session, eighth meeting on tasks for 2001 and Resolution No. 243/NQ/UBTVQH10 dated December 15, 2000 of the Standing Committee of the National Assembly on the allocation of the central budget for 2001;

Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing national programs;

Pursuant to Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister on managing national target programs;

Pursuant to Decision No. 38/2000/QĐ-TTg dated March 24, 2000 of the Prime Minister amending and supplementing certain provisions of Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing national target programs;

Pursuant to Decision No. 146/2000/QĐ-TTg dated December 22, 2000 of the Prime Minister on assigning targets and plans and state budget estimates for 2001;

At the proposal of the Minister of Planning and Investment,

DECISION:

Article 1. Approves the list of national target programs for the 2001-2005 period and assigns agencies responsible for managing and implementing the programs as follows:

1. National Target Program on Poverty Reduction and Employment.

a) Objectives:

- Reduce the poverty rate (according to the new poverty criteria) to below 10% by 2005, with an average annual reduction of 1.5 to 2% (approximately 280,000 to 300,000 households per year); prevent chronic hunger, and ensure that poor communes have basic essential infrastructure;

- Strive each year to create employment for approximately 1.4 to 1.5 million workers; reduce the unemployment rate in urban areas to about 5 to 6%; increase the labor utilization rate in rural areas to 80% by 2005.

b) Content: Includes three groups of projects:

- Group of general poverty reduction projects:

+ Project on credit for poor households to borrow capital for production and business development;

+ Project on guiding the poor on how to earn a living, promoting agriculture, forestry, and fisheries;

+ Project on building poverty reduction models in special regions (ethnic minority areas, coastal areas, highlands, border areas, islands, revolutionary bases, deep inland areas of the Mekong Delta);

- Group of poverty reduction projects for poor communes outside the Program 135:

+ Project on building infrastructure in poor communes;

+ Project on supporting production and developing industries in poor communes;

+ Project on training and enhancing cadres working on poverty reduction and cadres in poor communes;

+ Project on stabilizing migrants and establishing new economic zones in poor communes (including: stabilizing spontaneous migrants, migrants for establishing new economic zones, redistributing population according to planning; projects from the old Program 773 under the Ministry of Agriculture and Rural Development, as stipulated by the Prime Minister's Circular No. 1123/CP-NN dated December 6, 2000 on transferring projects from Program 773);

+ Project on resettlement in poor communes.

(Communes with extremely difficult conditions will continue to implement projects under Program 135 "Economic and Social Development of Communes with Extremely Difficult Conditions in Ethnic Minority Areas, Border Areas, and Remote Areas" - a special poverty reduction program of the Government - headed by the Committee for Ethnic Minorities and Mountainous Areas, pursuant to Decisions No. 135/1998/QĐ-TTg dated July 31, 1998 and No. 138/2000/QĐ-TTg dated November 29, 2000 of the Prime Minister, which are not covered by this Decision).

- Group of employment projects:

+ Project on organizing loans through small projects to create employment through the National Fund for Employment Support;

+ Project on enhancing capacity and modernizing employment service centers;

+ Project on surveying and statistics of the labor market and building a labor market information system;

+ Project on training and enhancing cadres working on employment.

c) Assignment of management and implementation of the program.

- Ministry of Labor, Invalids, and Social Affairs: Overall management, operation, and synthesis of the entire situation regarding the implementation of the program; take the lead and coordinate with the Ministry of Agriculture and Rural Development, the Committee for Ethnic Minorities and Mountainous Areas, the Ministry of Health, the State Bank of Vietnam, relevant ministries and sectors, and provincial people's committees directly under the Central Government (hereinafter referred to as localities) in managing and organizing the implementation of the following projects:

+ Project on training and enhancing cadres working on poverty reduction and cadres in poor communes;

+ Project on building poverty reduction models in special regions (ethnic minority areas, coastal areas, highlands, border areas, islands, revolutionary bases, deep inland areas of the Mekong Delta);

+ Project on organizing loans through small projects to create employment through the National Fund for Employment Support;

+ Project on enhancing capacity and modernizing employment service centers;

+ Project on surveying and statistics of the labor market and building a labor market information system;

+ Project on training and enhancing cadres working on employment;

- Ministry of Agriculture and Rural Development: Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, the National Committee for Population and Family Planning, relevant ministries and sectors, and localities in managing and organizing the implementation of the following projects:

+ Project on building infrastructure in poor communes;

+ Project on supporting production and developing industries in poor communes;

+ Project on guiding the poor on how to earn a living, promoting agriculture, forestry, and fisheries;

+ Project on stabilizing migrants and establishing new economic zones in poor communes (including: stabilizing spontaneous migrants, migrants for establishing new economic zones, redistributing population according to planning; projects from the old Program 773 under the Ministry of Agriculture and Rural Development, as stipulated by the Prime Minister's Circular No. 1123/CP-NN dated December 6, 2000 on transferring projects from Program 773);

+ Project on resettlement in poor communes.

- State Bank of Vietnam: Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, relevant ministries and sectors, and localities in directing the Poor People's Service Bank to manage and organize the implementation of the project on credit for poor households to borrow capital for production and business development.

- Ministry of Health: Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, relevant ministries and sectors, and localities in researching and formulating policies for medical examination and treatment for the poor, to be submitted to the Government for decision.

- Committee for Ethnic Minorities and Mountainous Areas: Coordinate with relevant ministries and sectors in managing and organizing the implementation of poverty reduction and employment projects.

- National Committee for Population and Family Planning: Coordinate with the Ministry of Agriculture and Rural Development in managing and organizing the implementation of the project on stabilizing migrants and establishing new economic zones in poor communes.

2. National Target Program on Clean Water Supply and Sanitation in Rural Areas.

Pursuant to the provisions set forth in Clause 2, Article 2 of Decision No. 104/2000/QĐ-TTg dated August 25, 2000 of the Prime Minister on approving the national strategy for clean water supply and rural sanitation until 2020.

3. National Target Program on Population and Family Planning.

a) Objectives:

- Concentrate all efforts to achieve the goal of firmly reducing births, particularly focusing on areas with high birth rates, remote and mountainous regions, and poor areas, aiming to reach the replacement level fertility rate nationwide no later than 2005. Reduce the average annual birth rate by 0.4%; achieve a population growth rate of approximately 1.16% by 2005.

- Begin implementing pilot models and solutions to improve population quality.

b) Content: Includes projects:

- Communication-Education Project for Behavior Change;

- Strengthening Reproductive Health/Family Planning Services Project for Poor Areas, Difficult Regions, Remote and Mountainous Areas;

- Improving Quality of Demographic Information and Data Project;

- Research Project on Issues Related to Population Quality;

- Integrating Population with Sustainable Family Development Project through Credit-Saving Activities and Family Economic Development;

- Capacity Building Project for Population Workforce;

- Reproductive Health/Family Planning Care Project including two sub-projects:

+ Sub-project Implementation of Medical Services for Reproductive Health/Family Planning Care;

+ Sub-project Implementation of Non-Clinical Services for Reproductive Health/Family Planning Care and Ensuring Family Planning Logistics.

c) Management and Implementation of the Program:

- The National Committee for Population and Family Planning: Manage, direct, and consolidate the overall situation of program implementation; take the lead and coordinate with the Ministry of Health, relevant ministries and sectors, and localities in managing and organizing the implementation of projects:

+ Communication-Education Project for Behavior Change;

+ Strengthening Reproductive Health/Family Planning Services Project for Poor Areas, Difficult Regions, Remote and Mountainous Areas;

+ Improving Quality of Demographic Information and Data Project;

+ Research Project on Issues Related to Population Quality;

+ Integrating Population with Sustainable Family Development Project through Credit-Saving Activities and Family Economic Development;

+ Capacity Building Project for Population Workforce;

+ Sub-project Implementation of Non-Clinical Services for Reproductive Health/Family Planning Care and Ensuring Family Planning Logistics.

- The Ministry of Health:

+ Take the lead and coordinate with the National Committee for Population and Family Planning, relevant ministries and sectors, and localities in managing and organizing the implementation of the Sub-project Implementation of Medical Services for Reproductive Health/Family Planning Care.

+ Coordinate with the National Committee for Population and Family Planning, relevant ministries and sectors, and localities in managing and organizing the implementation of the Strengthening Reproductive Health/Family Planning Services Project for Poor Areas, Difficult Regions, Remote and Mountainous Areas.

4. National Target Program on Preventing and Controlling Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS.

a) Objectives:

Reduce the incidence of disease and mortality rates, contribute to enhancing physical fitness, increasing life expectancy, and developing the population; strive for all citizens to have access to primary health care services; reduce the rate of HIV transmission in the community;

b) Content: Includes projects:

- Malaria Prevention and Control Project;

- Goiter Prevention and Control Project;

- Leprosy Prevention and Control Project;

- Tuberculosis Prevention and Control Project;

- Dengue Fever Prevention and Control Project;

- Expanded Immunization Project;

- Malnutrition Prevention and Control Project for Children;

- Mental Health Protection Project;

- Food Safety Assurance Project;

- HIV/AIDS Prevention and Control Project.

c) Management and Implementation of the Program:

The Ministry of Health: Manage and direct the program; take the lead and coordinate with relevant ministries and sectors, and localities in managing and organizing the implementation of the program's projects.

5. National Target Program on Culture.

a) Objectives:

- Preserve and promote outstanding cultural values of the nation;

- Build and develop grassroots cultural life;

- Modernize film production, storage, and dissemination technology.

b) Content: Includes three groups of projects:

- Group of Projects on Preserving and Promoting Outstanding Cultural Heritage of the Nation:

+ Project to Counteract Deterioration and Renovate Historical, Revolutionary, and Anti-War Sites;

+ Project to Study, Survey, and Protect Representative Villages, Communes, and Traditional Festivals of Ethnic Minorities;

+ Project to Collect and Protect Outstanding Intangible Cultural Values; Establish a Database on Intangible Cultural Heritage;

- Group of Projects on Building Grassroots Cultural Life:

+ Project to Establish Grassroots Cultural Information Institutions; Develop Models of Cultural Information Activities in Rural Areas (with particular attention to remote and mountainous areas, ethnic minority regions to narrow the cultural enjoyment gap between regions);

+ Project to Establish Model Villages, Communes, and Towns of Culture;

+ Project to Provide Cultural Information Products to Grassroots Levels;

+ Project to Enhance Border and Island Cultural Information Activities (in coordination with the Border Guard Command);

- Group of Projects on Modernizing Production, Storage, and Dissemination Technologies for Films:

+ Project to Equip Modern Technology for Film Production and Storage;

+ Project to Equip Modern Technology for Film Dissemination;

+ Project to Train and Improve Skills in Using Modern Technology for Film Production, Storage, and Dissemination.

c) Management and Implementation of the Program:

The Ministry of Culture and Information: Manage and direct the program; take the lead and coordinate with relevant ministries and sectors, and localities in managing and organizing the implementation of the program's projects.

6. National Target Program on Education and Training.

a) Objectives:

- Achieve universal secondary education across the country by 2010, with completion in 30 provinces and cities by 2005;

- Reform curricula and textbook content;

- Increase the proportion of trained labor to 40% of the total working-age population by 2010, reaching 30% by 2005; adjust the training structure regarding educational levels, professions, and geographical distribution to meet the needs of industrialization and modernization of the country; intensify computer training and integrate computers into schools.

b) Content: Includes projects:

- Project to consolidate and enhance the results of universal primary education and literacy, and implement universal lower secondary education;

- Project to reform curricula and textbook content;

- Project to train information technology personnel and introduce information technology into schools;

- Project to train and develop teachers, strengthen material infrastructure at teacher training institutions;

- Project to support education in mountainous areas, ethnic minority regions, and areas with many difficulties;

- Project to strengthen material infrastructure at schools and vocational training centers; build some key universities and specialized high schools;

- Project to enhance vocational training capacity.

c) Management and Implementation of the Program:

- Ministry of Education and Training: Manage, direct, and comprehensively synthesize the overall implementation situation of the program; take the lead and coordinate with the Ministry of Labor, Invalids and Social Affairs, relevant ministries and sectors, and localities to manage and organize the implementation of the projects:

+ Project to consolidate and enhance the results of universal primary education and literacy, and implement universal lower secondary education;

+ Project to reform curricula and textbook content;

+ Project to train information technology personnel and introduce information technology into schools;

+ Project to train and develop teachers, strengthen material infrastructure at teacher training institutions;

+ Project to support education in mountainous areas, ethnic minority regions, and areas with many difficulties;

+ Project to strengthen material infrastructure at schools and vocational training centers; build some key universities and specialized high schools;

- Ministry of Labor, Invalids and Social Affairs: Take the lead and coordinate with the Ministry of Education and Training, relevant ministries and sectors, and localities to organize the implementation of the project to enhance vocational training capacity.

Article 2. Develop and submit for approval national target programs.

1. Management agencies of national target programs shall develop programs for the period from 2001 to 2005 according to the objectives and projects specified in Article 1 of this Decision and submit them to the Prime Minister for approval in the second quarter of 2001.

2. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to review and submit national target programs specified in Article 1 of this Decision to the Prime Minister for approval.

Article 3. Mechanism for managing and directing national target programs.

1. Annually, the Prime Minister shall allocate total budget indices for national target programs to ministries, central agencies, and provincial people's committees under the central government, including construction investment funds and recurrent expenditure funds.

2. The Prime Minister shall delegate the Minister of Planning and Investment to allocate annual guidance indices on targets and tasks of each program to ministries, central agencies, and provincial people's committees under the central government.

3. On that basis, the Ministry of Finance shall allocate detailed budgets and directly provide funds already balanced in the annual state budget estimates for ministries and central agencies to implement national target programs managed by the central government.

The Ministry of Finance shall provide supplementary targeted funds to provinces and centrally-administered cities according to the plan for allocating program funds for implementation within their respective jurisdictions as arranged by provincial people's committees.

4. Annually, management agencies of national target programs shall prepare plans and funding requirements for implementing the programs, send them to the Ministry of Planning and Investment and the Ministry of Finance. Based on the total funding amount expected to be allocated to the programs by the competent authority, the program management agency shall propose allocation to ministries, central agencies, and provinces and centrally-administered cities, send them to the Ministry of Planning and Investment and the Ministry of Finance for consideration and consolidation to submit to the Prime Minister for decision; the program management agency shall not allocate plans or announce funding to sectoral agencies at provincial and city levels.

Program management agencies shall guide professional matters, coordinate with the Ministry of Finance to establish uniform expenditure standards for ministries, central agencies, and provinces and centrally-administered cities to proactively implement; direct, urge, inspect, and evaluate the implementation of the programs.

5. Chairpersons of provincial and centrally-administered city people's committees shall have the responsibility to implement national target programs within their jurisdictions; actively integrate programs, arrange funding levels and plans for each specific program; mobilize additional sources of capital as prescribed to supplement the implementation of the programs; report quarterly and annually on the implementation of the programs to the program management agencies, the Ministry of Planning and Investment, and the Ministry of Finance; and must be responsible before the Government for the effective use of these funds.

6. For previous national target programs that are no longer national target programs from 2001 onwards, transfer the budget estimates into regular tasks according to corresponding spending categories of ministries, central agencies, and localities. For ministries and central agencies, directly allocate funds to the ministries and agencies for implementation; for localities, include in the total supplementary funds from the central budget to the local budget. (For the two tasks of radio coverage and television coverage in 2001, implement the mechanism as recorded in Decision No. 146/2000/QĐ-TTg dated December 22, 2000 of the Prime Minister).

Article 4. This Decision shall take effect from the date of signing.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
