Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government stipulating the tasks, powers, and organizational structure of the State Treasury under the Ministry of Finance;
Pursuant to Decree No. 28/2003/ND-CP dated March 31, 2003 of the Government "Regulating the issuance of National Construction Bonds for 2003 - Educational Bonds";
At the proposal of the Director General of the State Treasury, the Head of the Financial Policy Department,
DECISION:
Article 1. The issuance of National Construction Bonds 2003 - Educational Bonds as prescribed in Decree No. 28/2003/ND-CP dated March 31, 2003 of the Government shall be suspended from 16:30 on May 18, 2003 in the 61 provinces and centrally governed cities.
For organizations and individuals who have registered their interest in purchasing Educational Bonds but have not yet had the opportunity to do so, the Director General of the State Treasury instructs the State Treasuries at the provincial and municipal levels to continue serving the needs of purchasers.
Article 2. The Director General of the State Treasury directs the units of the State Treasury to report the results of the issuance of Educational Bonds within their respective jurisdictions and to compile the national results, reporting to the Ministry of Finance for submission to the Government by June 10, 2003.
Article 3. This Decision takes effect from the date of signature. The Director General of the State Treasury, Heads of relevant units under and directly subordinate to the Ministry of Finance, Directors of Provincial Departments of Finance and Prices, and Directors of State Treasuries in the provinces and centrally governed cities are responsible for implementing this Decision./.
