Pursuant to the Education Law, Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to the Ordinance on Fees and Charges dated August 28, 2001 and Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;

The Ministry of Finance and the Ministry of Education and Training amend the Joint Circular No. 28/2003/TTLT/BTC-BGD&DT dated April 4, 2003 of the Ministry of Finance and the Ministry of Education and Training on the collection and utilization of examination fees and application fees (admission fees) for admission to educational institutions under the national education system as follows:

1. Amend the level of preliminary examination fee and talent test examination fee for universities, colleges, and vocational high schools at paragraph b.2, point 2.1, Section II of the Joint Circular No. 28/2003/TTLT/BTC-BGD&DT mentioned above as follows:

- Preliminary examination (for schools that organize a preliminary examination before the formal examination): 40,000 (forty thousand) VND per candidate per examination attempt (including all subjects).

- Talent test examination: 80,000 (eighty thousand) VND per candidate per examination attempt (including all subjects).

2. This Circular shall take effect fifteen days from the date of publication in the Official Gazette. Other contents not amended or supplemented in this Circular shall continue to be implemented according to the provisions of the Joint Circular No. 28/2003/TTLT/BTC-BGD&DT mentioned above.

In the course of implementation, if there are any difficulties, please report them to the Ministry of Finance and the Ministry of Education and Training for study and resolution.
