DECISION OF THE MINISTER OF TRANSPORT
Regarding the promulgation of mandatory technical standards applicable to motorcycles and motorbikes
THE MINISTER OF TRANSPORTATION
WHEREAS, the Road Traffic Law dated June 29, 2001;
Pursuant to Decree 179/2004/NĐ-CP dated October 21, 2004 of the Government on state management of product quality;
Pursuant to the Government Decree No. 34/2003/NĐ-CP dated April 4, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of: The Director of the Science and Technology Department, The Director of the Vietnam Vehicle Inspection Agency,
DECISION:
Article 1. For all types of motorcycles and motorbikes produced, assembled, and imported, the optical characteristics of the front lighting fixtures installed on the vehicles as specified in Clause 3.7.7 of Technical Standard TCVN 5929 : 2003 must comply with the requirements set forth in one of the following standards:
- For motorcycles: TCVN 6902 : 2001, TCVN 6955 : 2001, TCVN 6974 : 2001, TCVN 7223 : 2002, TCVN 7224 : 2002.
- For motorbikes: apply the standards mentioned above for motorcycles or TCVN 7344 : 2003, TCVN 7345 : 2003, TCVN 7346 : 2003.
Article 2. The implementation period for the standard related to the optical characteristics of the front lighting fixtures installed on motorcycles and motorbikes produced and assembled as stipulated in Article 1 is as follows:
- Effective from July 1, 2006, for new models of vehicles that are first inspected and issued a Type Approval Certificate.
- Effective from July 1, 2007, for models of vehicles that have been issued a Type Approval Certificate before July 1, 2006.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Head of the Office, Directors of the Science and Technology Department, Legal Affairs Department, Vietnam Highway Administration, Vietnam Vehicle Inspection Agency, and Heads of relevant agencies and units are responsible for implementing this Decision./.
