Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned corporations;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Quảng Nam Province (memorandum number 40/TT-UB dated January 9, 2003); the opinions of the following Ministries: Planning and Investment (document number 1365/BKH-DN dated March 13, 2003), Finance (document number 1986/TC-TCDN dated March 5, 2003), Labor, Invalids and Social Affairs (document number 591/LĐTBXH-CSLĐVL dated March 3, 2003), Home Affairs (document number 350/BNV-TCBC dated February 26, 2003) and the Central Economic Commission (document number 67-CV/KTTW dated February 27, 2003),
DECISION:
Article 1. Approves the overall plan for the reorganization and modernization of state-owned enterprises directly under the People's Committee of Quảng Nam Province until 2005 as attached in the appendix.
Article 2. The Chairman of the People's Committee of Quảng Nam Province shall be responsible for directing the implementation of the reorganization and modernization of state-owned enterprises directly under the province according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related ministries and localities shall be responsible for coordinating with the People's Committee of Quảng Nam Province in implementing the aforementioned plan.
The Steering Committee for Enterprise Renewal and Development is responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending toPrime Minister to address difficulties encountered during the implementation process.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Quảng Nam Province and the heads of relevant agencies shall be responsible for enforcing this Decision./.
