Regarding the announcement of the list of objects subject to plant quarantine
of the Socialist Republic of Vietnam
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Plant Protection and Quarantine Ordinance 2001;
At the proposal of the Director of the Plant Protection Department,
DECISION:
Article 1Announces the list of objects subject to plant quarantine of the Socialist Republic of Vietnam including:
1. Plants:
Living plants and parts thereof used for propagation or other purposes.
2. Plant products:
a) Roots, fruits, seeds, flour, fibers, dried flowers of various types;
b) Sheets, bran, mushrooms, dried oil, herbal medicines of various types;
c) Leaves, tobacco stems, spun tobacco, beer yeast, wine yeast, feed yeast, tea, cotton, coconut fiber, cassava slices, rattan, bamboo, straw mats, hay, grass, duckweed, and marine plants;
d) Wood and wood products (excluding wood and wood products that have been treated such as soaking, impregnation with chemicals, heat treatment, high-pressure treatment);
đ) Handicrafts of plant origin;
e) Various types of packaging made from plant materials;
g) Animal feed of plant origin.
3. Fish meal, fish waste, silkworm cocoons, hair, skin, bones, horns, nails, and ant wings.
4. Insects, spiders, plant diseases, nematodes, bacteria, viruses, weeds, and plant specimens used for identification, training, biological control, and scientific research.
5. Means of transport, production, and storage of objects subject to plant quarantine and other objects capable of carrying plant quarantine subjects.
Article 2. For objects subject to plant quarantine for export as provided for in Article 18 of Decree No. 58/2002/NĐ-CP dated June 3, 2002 of the Government promulgating the Plant Protection Regulations, the Plant Quarantine Regulations, and the Pesticide Management Regulations, quarantine shall only be carried out upon request of the customer or as required by international treaties to which Vietnam is a party.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette of the Government; it replaces Decision No. 56/2001/BNN-BVTV dated May 23, 2001 of the Minister of Agriculture and Rural Development on the announcement of the list of objects subject to plant quarantine for import, export, temporary import for re-export, temporary export for re-import, and transit through the Socialist Republic of Vietnam.
Article 4. The Director of the Office of the Ministry, the Director of the Plant Protection Department, and the Heads of relevant units and individuals are responsible for implementing this Decision./.
