CIRCULAR

Issuing the System of Statistical Indicators for the National Reserve Sector

Pursuant to the Statistics Law;

Pursuant to the National Reserve Law;

Pursuant to the Government Decree No. 94/2013/NĐ-CP dated August 21, 2013 detailing the implementation of the Law on National Reserves;

Pursuant to Decree No. 128/2015/NĐ-CP dated December 15, 2015 of the Government amending and supplementing the detailed list of national reserve goods and assigning agencies to manage national reserve goods issued together with Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director General of the State Treasury Administration;

The Minister of Finance issues this Circular stipulating the System of Statistical Indicators for the National Reserve Sector,

Article 1. System of Statistical Indicators for the National Reserve Sector

1. The System of Statistical Indicators for the National Reserve Sector is a collection of statistical indicators reflecting the activities of national reserves related to the process of forming, managing, and utilizing reserve resources (national), which serves as the basis for establishing the Statistical Reporting System for the National Reserve Sector.

2. The list of statistical indicators for the National Reserve Sector is specified in ANNEX I attached hereto.

3. The content of the statistical indicators for the National Reserve Sector is specified in ANNEX II attached hereto.

Article 2. Implementation

1. The Ministry of Finance (State General Reserve Corporation) shall take the lead in checking, compiling statistical data within the System of Statistical Indicators for the National Reserve Sector and shall be responsible for:

a) Receiving, compiling reports, using, and providing information on statistical indicators as prescribed in the list of statistical indicators for the National Reserve Sector;

b) Reviewing, amending, supplementing, and standardizing concepts, contents, and calculation methods of indicators in the List of Statistical Indicators for the National Reserve Sector.

c) Establishing the Statistical Reporting System for the National Reserve Sector based on the System of Statistical Indicators for the National Reserve Sector submitted to the Minister of Finance for issuance.

2. Ministries, sectors managing national reserve goods, units, organizations, and individuals involved in national reserve activities shall be responsible for coordinating, collecting, preparing reports, and providing information according to the statistical indicators prescribed in the System of Statistical Indicators for the National Reserve Sector within their respective areas of management; coordinating in providing information and supervising statistical work regularly and urgently.

3. Heads of ministries and sectors assigned to manage national reserve goods, Directors of the State General Reserve Corporation; units, organizations, and individuals involved in national reserve activities shall be responsible for safeguarding statistical information in accordance with the provisions of the law.

Article 3. Effectiveness

1. This Circular takes effect from September 25, 2018.

2. During implementation, if there are difficulties or obstacles, relevant units, organizations, and individuals are requested to promptly reflect them to the Ministry of Finance for research and appropriate amendments and supplements./.
