BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Pursuant to the Criminal Procedure Code No. 19/2003/QH11 and the Civil Procedure Code No. 24/2004/QH11;
Pursuant to Resolution No. 24/2003/QH11 dated November 26, 2003 of the National Assembly of the 11th term on the implementation of the Criminal Procedure Code and Resolution No. 32/2004/QH11 dated June 15, 2004 of the National Assembly of the 11th term on the implementation of the Civil Procedure Code;
Pursuant to Resolution No. 509/2004/NQ-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly guiding the implementation of the National Assembly's Resolution on the implementation of the Criminal Procedure Code;

The following People's Courts at district, urban district, town, and provincial city levels shall exercise the jurisdiction to hear criminal cases as stipulated in Clause 1 of Article 170 of the Criminal Procedure Code and the jurisdiction to resolve civil matters as stipulated in Article 33 of the Civil Procedure Code from January 1, 2009:
