Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned corporations;

Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Prime Minister on continuing to promote the restructuring, renewal, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the People's Committee of Nghe An Province (report No. 4262/TT-UB-ĐMDN dated September 30, 2002 and Circular No. 1126/UB-ĐMDN dated April 1, 2003), opinions of the Ministries of Planning and Investment (Circular No. 109/BKH-DN dated January 6, 2003), Finance (Circular No. 295/TC-TCDN dated January 9, 2003), Labor, Invalids and Social Affairs (Circular No. 20/LĐTBXH-CSLĐVL dated January 6, 2003), Home Affairs (Circular No. 1150/BNV-TCBC dated December 31, 2002); Agriculture and Rural Development (Circular No. 166/BNV-TCBC dated January 27, 2003),

DECISION:

Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises directly under the People's Committee of Nghe An Province until 2005 as attached.

Article 2. The Chairman of the People's Committee of Nghe An Province shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises directly under the province according to the approved content and schedule; any adjustments or supplements must be approved by the Government Prime Minister. Actively restructure enterprises that have not been registered again according to Decree No. 388/HĐBT dated November 20, 1991.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Nghe An Province in implementing the above plan.

The Steering Committee for Enterprise Renewal and Development shall be responsible for urging, guiding, and monitoring the implementation of this plan, and at the same time proposing solutions to overcome difficulties during the implementation process to the Government Prime Minister.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Chairman of the People's Committee of Nghe An Province and heads of related agencies are responsible for enforcing this Decision./.
