THE MINISTER OF TRANSPORTATION

Pursuant to the Civil Aviation Law of Vietnam dated December 26, 1991 and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated April 20, 1995;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 11/2000/NĐ-CP dated May 3, 2000 of the Government promulgating the Civil Aviation Security Assurance Regulations;

At the proposal of the Director of the Cadre and Personnel Department and the Director of the Civil Aviation Administration,

DECISION:

Article 1. This Decision hereby promulgates the "Civil Aviation Security Training Program" attached hereto.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Heads of the Office, Directors of Departments, the Inspector General of the Ministry, the Director of the Civil Aviation Administration, Heads of agencies, units, and individuals concerned shall be responsible for implementing this Decision.

PROGRAM
CIVIL AVIATION SECURITY TRAINING

PART I
GENERAL PROVISIONS

Article 1. General Objectives of the Program

1. To train personnel working in civil aviation security with knowledge and skills in civil aviation security.

2. To provide security training for civil aviation security staff and individuals working in positions related to ensuring security for civil aviation activities in Vietnam.

3. To unify the content and duration of teaching; to classify teaching for training institutions according to specific programs.

Article 2. System of Civil Aviation Security Training Programs

The system of civil aviation security training includes:

1. Basic vocational training program in civil aviation security (long-term vocational training program);

2. Basic vocational training program in civil aviation security (short-term vocational training program);

3. Supervision security vocational training program;

4. Management security vocational training program;

5. Crisis management security vocational training program;

6. Security instructor training program;

7. Security inspection training program;

8. Various security knowledge training programs;

9. Regular and advanced training courses.

PART II
PROGRAMS OF TRAINING COURSES
CIVIL AVIATION SECURITY

Article 3. Basic Vocational Training Program in Civil Aviation Security (Long-Term Training Program)

1. Objective: To equip students with a solid system of knowledge and proficiency in specialized professional skills for security control and security screening.

2. Eligibility:

a) Vietnamese citizens aged from 18 to 30;

b) Graduates of high school or higher;

c) Having good political and moral qualities, clear background;

d) Without criminal records or under the supervision of legal authorities;

đ) Meeting health requirements;

e) Male height of 1.65 meters or more, female height of 1.58 meters or more;

g) Balanced appearance, no facial deformities, stuttering, or lisping;

h) Visual acuity of 10/10 in each eye (without glasses).

3. Duration of Training: 18 months.

4. Content of the Program: The training course will be conducted with content and duration as specified in the following tables:

Article 4. Basic aviation security operations training program (short-term vocational training system)

The basic aviation security operations training program, short-term vocational training system: The security control training course includes the contents specified in Sections I, II, III, IV, and VI of Clause 5 of this Article, and the security screening training course includes the contents specified in Sections I, II, III, V, and VI of Clause 5 of this Article.

1. Objective: To equip trainees with a system of knowledge and professional skills related to aviation security control; security inspection and screening.

2. Eligibility:

a) Vietnamese citizens aged from 18 to 30;

b) Graduates of high school or higher;

c) Having good political and moral qualities, clear background;

d) Without criminal records or under the supervision of legal authorities;

d) Meeting health requirements as stipulated by law;

e) Male height of 1.65 meters or more, female height of 1.58 meters or more;

g) Balanced appearance, no facial deformities, stuttering, or lisping;

h) Visual acuity of each eye at 10/10 (without glasses);

i) English proficiency level A for the security control training course;

k) Proficiency level B for the security screening training course.

3. Clause 3 of this Article does not apply to individuals who are currently aviation security officers or staff.

4. Duration: 13.6 or 18.1 weeks

Article 5. Training program for security surveillance operations enhancement

1. Objective: To equip trainees with knowledge, skills, and security surveillance operations.

2. Eligibility:

a) Team and squad-level officers in the aviation security force of airports and airlines;

b) Officers, specialists, and security staff of the Port Authority Office.

3. Duration: 114 hours.

4. Program content:

Article 6. Aviation security management operations enhancement training program

1. Objective: To equip trainees with knowledge, skills, and aviation security management operations.

2. Target audience: Managers at all levels and specialists involved in management within the aviation security force.

3. Duration: 81 hours

Article 7. Course Program on Crisis Management Skills for Aviation Security

1. Objective: To equip participants with knowledge, skills, and expertise in managing aviation security crises.

2. Eligibility:

a) Staff at all levels in the aviation security force; emergency and rescue forces in aviation.

b) Leaders of airports, airlines, and units involved in implementing emergency plans.

3. Duration: 51 class hours.

4. Program content:

 

Article 8. Course Program for Part-time Aviation Security Instructor Training

1. Objective: To equip participants with knowledge, skills, and pedagogical expertise to teach aviation security.

2. Target Audience: Staff in the aviation security force.

3. Duration: 70 class hours.

4. Program content:

 

Article 9. Course Program for Aviation Security Inspector Training

1. Objective: To equip participants with knowledge, skills, and inspection expertise related to aviation security.

2. Target Audience: Staff in the aviation security force, aviation inspectors.

3. Duration: 59 class hours.

Article 10. Programs for Aviation Security Knowledge Enhancement Courses

Objective: To equip participants with necessary knowledge about aviation security and handling security situations.

1. Program 1

a) Target Audience: Aircraft pilots and flight attendants.

b) Duration: 44 class hours.

c) Program Content:

 

2. Program 2

a) Target Audience: Operations Assistants, Airline Operational Supervisors, Air Traffic Controllers.

b) Duration: 28 class hours.

c) Program Content:

 

3. Program 3

a) Target Audience: Heads and Deputy Heads of Airline Representatives.

b) Duration: 35 class hours.

c) Program Content:

 

4. Program 4

a) Target Audience: Passenger Service Staff, Baggage Handling Staff, Coordinators, Loading and Unloading Staff, Ticket Sales Staff.

b) Duration: 25 class hours.

c) Program Content:

 

5. Program 5

a) Target Audience: Staff from Food Production and Supply Companies.

b) Duration: 21 class hours.

c) Program Content:

 

6. Program 6

a) Target Audience: Aircraft Maintenance Technicians, Aircraft Service Staff (Drivers, Equipment Operators, Aircraft Cleaning Staff).

b) Duration: 20 class hours.

c) Program Content:

 

7. Program 7

a) Target Audience: Cargo Assistants, Freight Forwarders, Express Mail Handlers of Airlines, Freight Companies, and Agents.

b) Duration: 39 class hours.

c) Program Content:

 

8. Program 8

a) Target Audience: Staff from Airports, Air Traffic Control Authorities, and Businesses Operating in Restricted Areas of Airports (excluding those specified in Programs 1, 2, 3, 4, 5, 6, and 7).

b) Duration: 20 class hours.

c) Program Content:

 

9. Program 9

a) Target Audience: Part-time Security Staff at Local Airports.

b) Duration: 64 class hours.

Article 11. Periodic Refresher Course Program and Advanced Training Program

1. The periodic refresher course on aviation security shall be organized every two years to review and update knowledge and new regulations on aviation security for individuals who have completed the courses specified in Articles 3, 4, 5, 6, 7, 8, 9, and 10 of this Program.

2. The advanced training program on aviation security operational skills shall be organized based on actual conditions and needs, aiming to enhance knowledge and operational skills for aviation security forces.

CHAPTER III
IMPLEMENTATION OF THE PROGRAM

Article 12. Civil Aviation Administration of Vietnam

1. Manage, direct, guide, inspect, and supervise the implementation of this Program by relevant agencies, units, and individuals; evaluate the effectiveness of the Program and propose supplements and amendments to the Program when necessary.

2. Specify the content of the program, the duration of each lesson, and the organization of the periodic refresher and advanced training courses.

3. Develop and promulgate standards for part-time aviation security instructors and sample certificates issued to graduates of the knowledge and operational skills refresher courses.

4. Approve the list of part-time aviation security instructors from agencies and units within the Vietnamese civil aviation sector.

5. Guide agencies, units, and training institutions within the Vietnamese civil aviation sector in compiling textbooks and materials for aviation security training programs.

6. Coordinate and cooperate with domestic and international organizations and training institutions in civil aviation security training work.

Article 13. Vietnam Aviation College

1. Draft textbooks, materials, and develop detailed programs for basic training courses; provide refresher courses on aviation security knowledge and operational skills as stipulated in Articles 3, 4, 5, 6, 7, 8, 9; and Clauses 8 and 9 of Article 10 of this Program.

2. Organize aviation security training courses as stipulated in Articles 3, 4, 5, 6, 7, 8, 9; and Clauses 8 and 9 of Article 10 of this Program.

3. Develop and submit to the Civil Aviation Administration of Vietnam for approval the list of part-time aviation security instructors.

4. Invest in necessary equipment to ensure training operations.

Article 14. Regional Airports Clusters

1. Collaborate with the Vietnam Aviation College to draft textbooks, materials, and develop detailed programs for courses as stipulated in Clause 8 and 9 of Article 10 of this Program.

2. Train and provide refresher courses for part-time aviation security instructors.

Article 15. Flight Training Center of Vietnam National Aviation Corporation

1. Draft materials, detailed programs, and organize courses to provide refresher courses on aviation security knowledge for individuals specified in Clause 1, 2, 3, 4, 5, 6, 7 of Article 10 of this Program and the air escort training program.

2. Develop and submit to the Civil Aviation Administration of Vietnam for approval the list of flight training center aviation security instructors.

3. Invest in necessary equipment to ensure training operations.

Article 16. Aviation Security Textbooks and Materials

Aviation security textbooks and materials must be compiled in accordance with the content and duration of each subject and updated and revised appropriately in line with current practical situations, existing laws of Vietnam, and International Civil Aviation Organization (ICAO) standards and recommended practices, as well as International Air Transport Association (IATA) recommendations.

Article 17. Issuance of Certificates and Certifications

1. Graduates from basic aviation security training courses as stipulated in Articles 3 and 4 of this Program shall be issued vocational certificates and certificates in accordance with the provisions of the law.

2. Graduates from knowledge enhancement courses, business operation courses; regular, advanced aviation security courses as stipulated in Articles 5, 6, 7, 8, 9, 10, and 11 of this Program shall be issued certificates in accordance with the model prescribed by the Civil Aviation Administration of Vietnam.

Article 18. Recognition of Certificates and Certifications Issued by Foreign Entities

Certificates and certifications for aviation security courses issued by the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA), and other foreign organizations shall be recognized by the Civil Aviation Administration of Vietnam if they align with the objectives and contents of the courses specified in this Program.

Article 19. Foreign Organizations and Individuals Organizing Aviation Security Training in Vietnam

Aviation security courses organized by foreign organizations and individuals for civil aviation agencies and units in Vietnam must be approved by the Civil Aviation Administration of Vietnam.

Article 20. Planning Reports and Archiving Training Records

1. Training institutions and agencies, units requiring training; knowledge enhancement; aviation security operations must submit training plans to the Civil Aviation Administration of Vietnam before November each year.

2. The Civil Aviation Administration of Vietnam is responsible for reporting to the Ministry of Transport on civil aviation security training.

3. Agencies, units sending personnel to participate in training; knowledge enhancement; aviation security operations and training institutions must archive relevant records and documents in accordance with the provisions of the law./.
