THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science;

Considering the proposal of the Director of the Vietnam Academy of Agricultural Science at Report No. 479/Ttr-KHNN-TCCB dated May 15, 2008;

At the suggestion of the Head of the Department of Organization and Cadres.

DECISION:

Article 1. Position and Functions

1. The Institute of Food Crops and Vegetable Crops is established pursuant to Point d Clause 1 Article 2 of Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of

The Institute of Food Crops and Vegetable Crops (hereinafter referred to as the Institute) is a public scientific and technological institution under the Vietnam Academy of Agricultural Science, with the function of conducting scientific research, technology transfer, production, and business in the field of food crops and vegetable crops, mainly rice, legumes, and root crops; the Institute simultaneously performs the task of conducting agricultural scientific research and technology transfer in the Red River Delta region.

3. The Institute shall be allocated operating funds, and shall be allowed to use its seal and open a separate account at the State Treasury in accordance with the provisions of the law.

The international trade name in English is: Field Crop Research Institute, abbreviated as FCRI.

The main office of the Institute is located in Gia Loc District, Hai Duong Province.

Article 2. Tasks of the Institute

1. To develop long-term, five-year, and annual scientific research and technology transfer programs and plans in the assigned fields, submit them for approval by competent authorities, and organize their implementation after approval.

2. To conduct scientific research and technology transfer in the fields of food crops and vegetable crops (mainly rice, root crops, and legumes):

a) Biotechnology, physiology, biochemistry, and genetics;

b) Selection, creation, and propagation of food crops and vegetable crops;

c) Crop structure, cultivation procedures, pest and disease control;

d) Agricultural system in the Red River Delta region;

đ) Economics and markets for food crops and vegetable crops;

e) Seed quality testing.

3. To implement agricultural extension tasks in the Red River Delta region.

4. To carry out international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in agriculture and rural development with foreign organizations and individuals in accordance with state regulations.

5. To link and cooperate in scientific research and technology development, new technique trials, and human resource training in the assigned fields with domestic organizations in accordance with the law.

6. To produce, trade, export, and import agricultural products in compliance with the law.

7. To manage and use human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure

1. The leadership of the Institute includes the Director and Deputy Directors.

a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Science and is responsible to the Director of the Vietnam Academy of Agricultural Science and to the law for all activities of the Institute.

b) The Deputy Directors are appointed by the Director of the Vietnam Academy of Agricultural Science upon the recommendation of the Director and are responsible to the Director and to the law for the tasks assigned by the Director.

2. Functional departments as follows:

a) Department of Science and International Cooperation;

b) Department of Organization and Administration;

c) Department of Finance and Accounting.

3. Research divisions:

a) Division of Biotechnology;

b) Division of Cultivation;

c) Division of Physiology, Biochemistry, and Quality of Agricultural Products;

d) Division of Vegetable Crops.

4. Subordinate units that may use seals and open separate accounts:

a) Center for Hybrid Rice Research and Development, headquartered in Thanh Tri District, Hanoi City;

b) Center for Pure Rice Research and Development, headquartered in Gia Loc District, Hai Duong Province;

c) Center for Legume Research and Development, headquartered in Thanh Tri District, Hanoi City;

d) Center for Root Crop Research and Development, headquartered in Thanh Tri District, Hanoi City;

đ) Center for Agricultural System Research and Development, headquartered in Thanh Tri District, Hanoi City;

e) Experimental Center for Food Crops and Vegetable Crops, headquartered in Gia Loc District, Hai Duong Province (to be converted into a scientific enterprise when conditions permit).

5. Scientific and Technological Enterprises:

Technology Transfer and Agricultural Extension Center of the Institute of Food Crops and Vegetable Crops, established and operated in accordance with the law, headquartered in Thanh Tri District, Hanoi City.

Departments have Heads and Deputy Heads, divisions have Division Chiefs and Deputy Division Chiefs, centers have Directors and Deputy Directors.

Article 4. The Director of the Vietnam Academy of Agricultural Science is tasked with specifying duties and promulgating the Charter for the operation of the Institute; the Director of the Institute of Food Crops and Vegetable Crops is tasked with defining functions, duties, organizational structures, operational regulations, personnel arrangements for subordinate units of the Institute, and registering and conducting scientific and technological activities of the Institute with competent authorities in accordance with current state regulations.

Article 5. This Decision takes effect 15 days from the date of publication in the Official Gazette, replacing Decision No. 29/2006/QĐ-BNN dated April 21, 2006 of the Minister of Agriculture and Rural Development on the functions, duties, and organizational structure of the Institute of Food Crops and Vegetable Crops.

Article 6. The Chief of the Ministry's Office, the Head of the Department of Organization and Cadres, the Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Science, and the Director of the Institute of Food Crops and Vegetable Crops are responsible for implementing this Decision./.
