Considering the proposal of the People's Committee of Dong Nai Province at Report No. 8926/TTr-UBND dated December 21, 2006 and Circular No. 8576/UBND-TH dated October 23, 2007, opinions of the Ministry of Planning and Investment at Circular No. 9398/BKH-TĐ&GSĐT dated December 21, 2007 and Circular No. 2577/BKH-TĐ&GSĐT dated April 10, 2008 on the Master Plan for Socio-Economic Development of Dong Nai Province until 2020.
DECISION:
Article 1. Approve the Master Plan for Socio-Economic Development of Dong Nai Province until 2020 with the main contents as follows:
I. DEVELOPMENT VIEWS
- Dong Nai is an economic growth pole of the Southern Key Economic Region, it needs to leverage existing development conditions, combine internal strength with external resources, proactively grasp opportunities for integration to develop socio-economy, enhance its role as a driving force and contribution to the socio-economic development of the Southern Key Economic Region and the process of industrialization and modernization of the country.
- Develop rapidly, efficiently, and sustainably, improve labor productivity, land use efficiency, and investment capital efficiency to increase GDP. Vigorously transform the economic structure while building socio-economic infrastructure, developing urban and rural areas towards industrialization and modernization.
- Quickly shift product structure towards increasing technological content and skilled labor, anticipate advanced technologies to enhance the competitiveness of industry, services, and agriculture. Rapidly develop some key industries and services that can become major economic sectors to promote and continue maintaining high economic growth rates after 2010, while leveraging the role of spreading industry and services of the province as one of the leading engines for economic development in the Southern Key Economic Region.
- Closely integrate economic development with social progress and equity, environmental protection, and ensure national defense and security, social order and safety. Economic growth must go hand in hand with improving the material and spiritual life of the people, ensuring social equity and democracy, and rational use of natural resources and the environment.
- Socio-economic development should be coordinated with the overall development of the Southern Key Economic Region and the whole country, closely cooperate with other provinces and cities in the region to develop infrastructure, attract investment, protect the environment, develop human resources, and enhance scientific and technological potential.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Rapidly, comprehensively, and sustainably develop all fields of economy, culture, society, and ensure solid national defense and security; build Dong Nai into a large and modern industrial and service center in the southern region; strive to become an industrial province oriented towards modernization by 2010, basically industrialized and modernized by 2015, and fully industrialized and modernized by 2020.
2. Specific objectives
a) Economic objectives
- The rate of economic growth in each five-year period should be more than 1.3 to 1.4 times the average level of the Southern Key Economic Region. The average annual growth rate during each phase:
+ From now to 2010, reach 14% - 14.5%;
+ 2011 - 2015, reach 14.5% - 15%;
+ 2016 - 2020, reach 13.5% - 14%.
- Per capita GDP (at current prices) will reach $1,590 in 2010, $3,270 in 2015, and $6,480 by 2020;
- Economic structure of industry - services - agriculture, specifically:
+ In 2010: industry 57% - services 34% - agriculture 9%;
+ In 2015: industry 55% - services 40% - agriculture 5%;
+ In 2020: industry 51% - services 46% - agriculture 3%.
- Export turnover increases on average 20% - 22% up to 2010 and 18% - 20% from 2011 to 2020;
- State budget revenue as a percentage of GDP from now to 2010 will be 24% - 25%, and from 2011 to 2020 will be 25% - 27%; - Total investment capital for development from now to 2010 will reach approximately 101 trillion VND, from 2011 to 2015 will reach approximately 210 trillion VND, and from 2016 to 2020 will reach approximately 386 trillion VND.

b) Objectives in culture and society
- Population size: about 2.5 million people in 2010, about 2.7 million people in 2015, and about 2.8 - 2.9 million people in 2020;
- Reduce the natural population growth rate: down to 1.15% in 2010, down to 1.1% in 2015, and down to 1% in 2020;
- Complete universal secondary education by 2010;
- Reduce the malnutrition rate among children under 5 years old: below 15% in 2010, below 10% in 2015, and below 5% in 2020;
- Reduce the poverty rate according to the criteria for the period 2006 - 2010 from 9.8% in 2005 to less than 4% in 2010 and eliminate poverty in the period 2011 - 2015;
- Increase the proportion of trained labor to 53% - 55% in 2010, over 60% in 2015, and over 70% by 2020;
- Reduce the unemployment rate in the urban area to below 2.8% in 2010 and below 2% from 2015 to 2020;
- The proportion of families reaching cultural family standards exceeds 96% in 2010 and from 2011 to 2020 exceeds 98%;
- Increase the average life expectancy of the population to 76 years in 2010, 77 years in 2015, and 78 years in 2020;
- The proportion of households using electricity reaches over 98% in 2010 and 100% by 2020.
c) Environmental objectives
- By 2010, increase the coverage rate of green trees to 50%, including forest coverage of 30%. By 2015, the tree coverage rate will reach 51%, and by 2020, it will reach 52%;
- By 2010, collect and treat urban waste, non-hazardous industrial waste according to hygiene standards at 70 - 80% and 100% by 2015. Medical waste will reach 100% and hazardous solid waste over 60% in 2010, 80% in 2015, and 100% in 2020;
- The proportion of households using clean water will exceed 95% in 2010, over 99% in 2015, and 100% by 2020.
III. DIRECTION FOR DEVELOPMENT OF SECTORS AND INDUSTRIES
1. Industry
a) Develop industry towards expanding scale along with quickly shifting product structure, enhancing sustainable competitiveness for industry during the process of integration;
b) Prioritize attracting investment in key industries with competitive potential:
- Building materials product group (sand, gravel, bricks, tiles...);
- Ceramic, porcelain, glazed tile product group (artistic ceramics, household and industrial porcelain, glazed tiles);
- Cashew nuts and other types of nuts;
- Feed for livestock;
- Monosodium glutamate;
- Various types of textile fibers;
- Ready-made clothing and accessories products;
- Footwear and accessories products;
- Pharmaceutical and agricultural chemicals (for humans and animals, plants);
- Plastic and plastic products;
- Agricultural machinery and equipment;
- Motor vehicles, motorcycles and production of spare parts and components;
- Various types of electrical wires and cables;
- Industrial electrical machinery and equipment;
- Production of electronic components and machinery and equipment for electronics, computing, telecommunications;
- Wood processing products.
c) Develop industrial zones in tandem with the development of services, urban areas, agriculture, rural areas, ensuring living conditions for workers, especially housing for workers, and environmental protection. Improve land use efficiency in industrial zones and form specialized industrial clusters.
- By 2010, build and develop 34 industrial zones with a total area of approximately 12,779 hectares, including the Long Thanh High-Tech Urban Area with an area of 2,000 hectares. Build and develop 47 industrial clusters with a total area of approximately 2,136 hectares;
- By 2015, build and develop 40 to 42 industrial zones (total area of 13,000 to 14,000 hectares); consolidate and expand existing industrial clusters (expand the area up to 2,500 to 3,000 hectares), only construct new industrial clusters when investment efficiency is guaranteed and there is investment demand, while gradually developing industrial clusters into industrial zones;
- By 2020, build and develop 45 to 47 industrial zones (total area of 15,000 to 16,000 hectares); gradually convert industrial clusters that meet the conditions into industrial zones.
The average annual growth rate of industrial production value is 18.4%, 17.5%, and 16.5% during the periods 2006-2010, 2011-2015, and 2016-2020 respectively. High-tech and advanced industrial products account for over 75% and over 85% of the production value by 2015 and 2020.
2. Agriculture, forestry, fisheries
- Leverage land and ecological conditions, combine with upgrading irrigation systems, integrate agriculture with industrial processing, and innovate production models to promote the development of commercial agriculture. Focus on developing key commercial agricultural products such as high-quality vegetables and fruits, specialty fruit trees, industrial crops, and livestock products.
- Establish and develop agricultural production business models, high-tech industrial zones, and farmstead economic models, cooperative farms for animal husbandry and crop cultivation with high levels of specialization and intensive farming.
The average annual growth rate of agricultural, forestry, and fishery production value is 5.2%, 4.6%, and 4% during the periods 2006-2010, 2011-2015, and 2016-2020 respectively.
3. Trade - Services
Develop the service sector at a higher growth rate than the overall economic growth rate to promote comprehensive and balanced development of all economic and social sectors. Increase the average per capita GDP from services to 500 USD/person in 2010, 1,200 USD/person in 2015, and 2,800 USD/person in 2020.
- Transportation and warehousing services: Encourage various economic sectors to invest in cargo and passenger transportation businesses, increasing the annual volume of goods transported to 75-80 million tons by 2015 and 130-140 million tons by 2020. Construct a central warehouse for the Eastern region serving the entire Southern Key Economic Zone.
- Telecommunications and information technology services: Develop telephone networks to have 80-90 phones per 100 people by 2015 and 110-120 phones per 100 people by 2020. Develop Internet networks to have 25-30 Internet subscribers per 100 people by 2015 and 35-40 Internet subscribers per 100 people by 2020.
- Financial and credit services: Vigorously develop financial and credit services with an average annual growth rate of 22%-23% until 2015 and 19%-20% from 2016 to 2020. Focus on developing the banking system, encourage banks to diversify capital-raising methods, expand business services and banking facilities to meet customer needs.
- Tourism: Develop tourism combining cultural tourism with eco-tourism and sports and entertainment tourism, building key tourist areas: Bửu Long Cultural Tourist Area; Hiệp Hòa Island Resort; Thác Mai Tourist Area; Cát Tiên National Park Tourist Area; War Relic Tourist Area.
- Trade: Develop retail systems in provincial cities, establish regional-scale trade centers in Biên Hòa City and trade centers in Long Khánh, Nhơn Trạch, and Long Thành cities. Construct wholesale market networks for trading goods and agricultural products, village markets to serve consumption and product sales in rural areas. Strengthen cooperation and trade promotion to seek and expand export markets. Build and promote local product brands.
4. Science and Technology
- Accelerate the pace of technological management innovation in economic sectors.
- Vigorously develop networks of advisory and technology transfer institutions. Enhance the capacity of staff and infrastructure in various sectors at all levels.
- Construct a high-tech urban area in Long Thanh as a basis for forming and developing high-tech industries.
5. Education and Training
Prioritize mobilizing existing resources and attracting investment for education and training development; vigorously promote socialization of education and training combined with strengthening school construction, completing teaching equipment, especially information technology equipment in schools, and training and improving the quality of public school teachers to meet the increasingly high demand for education and training; gradually raise the level of education and training in the Province to approach international standards and reach regional parity by 2010-2015.
- Early childhood education: Encourage various economic sectors to invest in building and reinforcing kindergartens, aiming for 25% of kindergartens to meet national standards by 2010. Mobilize children of preschool age to attend classes at rates exceeding 20%, 35%, and 50% in 2010, 2015, and 2020 respectively; ensure that all children of kindergarten age attend classes at a rate of 100% during the period from 2016 to 2020.
- General education: Maintain the results of universal primary education and universal lower secondary education, while striving to achieve national standards for universal lower secondary education and universal upper secondary education by 2010. Mobilize all children of compulsory education age to attend school at a rate of 100% by 2015. By 2010, reinforce 100% of educational facilities, aiming for 50% of primary schools, 40% of lower secondary schools, and 80% of upper secondary schools to meet national standards.
- Vocational education: Promote the development of vocational education, increasing the proportion of workers with college and university degrees to exceed 15% by 2015 and 18% by 2020. Upgrade teacher training colleges to community universities, health technical schools, industrial technical schools, cultural arts schools, economic schools, privately-run postal and telecommunications schools to higher vocational colleges; accelerate the construction of practical teacher training schools in Biên Hòa city and specialized vocational schools in Nhơn Trạch; establish additional schools for technical and information technology training to serve the needs of industrialization and modernization.
6. Health and people's healthcare
Gradually modernize the healthcare network, expand and improve the quality of healthcare services and public health protection. Invest in building hospitals and medical facilities. Implement socialization of healthcare services, combining public and private healthcare to meet the growing demand for health protection, care, and improvement. Strive to increase the number of hospital beds per 10,000 people to 22 beds per 10,000 people by 2010, 28 beds per 10,000 people by 2015, and 32 beds per 10,000 people by 2020; increase the number of doctors per 10,000 people to 7 doctors per 10,000 people by 2010, 7.5 doctors per 10,000 people by 2015, and 8 doctors per 10,000 people by 2020. - Develop the healthcare service network: Upgrade five existing general hospitals to meet Class II standards by 2010-2015. Construct new provincial central general hospitals meeting Class I standards with 700 beds. Build two district hospitals in newly established districts, while upgrading district central hospitals to ensure each district has a Class III hospital by 2010; continue upgrading district hospitals to meet Class II standards after 2010. Ensure all communes meet national health standards by 2010. Develop regional multi-purpose clinics in clusters of communes during 2011-2015.
- Preventive healthcare: Strengthen preventive healthcare activities, promptly control to prevent outbreaks of diseases in the locality. Ensure 98% of infants under one year old receive full vaccination with six types of vaccines, and over 80% of women of reproductive age receive tetanus toxoid immunization when pregnant.
- Reduce birth rates; gradually improve population quality.
7. Culture, information, physical education, family
- Develop cultural, information, physical education, and family fields to enhance spiritual life, cultivate health, and build civilized lifestyles for the people.
- Strive to have over 96% of households meet the criteria for civilized families by 2010; over 95% of hamlets and wards receive the title of civilized hamlet and ward.
- By 2015, aim for over 98% of households to meet the criteria for civilized families; over 97% of hamlets and wards to receive the title of civilized hamlet and ward.
8. Implementation of labor and social policies
- Effectively implement social policies to ensure sustainable and harmonious development between rapid economic growth and fundamental changes in addressing social issues. Actively implement labor policies, employment solutions, and social welfare, quickly improving and raising the living standards of working people. Increase the proportion of trained workforce to reach 53% - 55% by 2010, over 60% by 2015, and over 70% by 2020. Reduce the poverty rate according to the province's criteria for the period 2006-2010 from 9.8% in 2005 to below 4% by 2010 and eliminate poverty during the period 2011-2015.
- Strengthen the implementation of gender equality rights, protect the rights of children, enhance care for children in difficult circumstances, and strengthen the implementation of programs to prevent and combat social evils.
9. Management of natural resources and environment
- Enhance the efficiency of natural resource management and utilization to ensure harmony between economic and social development, both in the short term and long term.
- Strengthen environmental pollution control and prevention, expand the environmental monitoring network, especially in industrial zones and urban areas to forecast and timely address environmental pollution. Focus on investing in constructing drainage and wastewater treatment systems in industrial zones, cities, and concentrated residential areas within the province, and build waste disposal sites for household and industrial waste.
10. Security - defense
- Continue to firmly consolidate the people's defense posture, develop the economy and society in tandem with building the province into a solid defensive area. Build a strong provincial armed force, ready to respond victoriously to any situation.
- Vigorously promote mass participation in maintaining social order and safety,
consolidate the people's security posture, strengthen the construction of the people's police force especially at the commune level. Coordinate forces to effectively implement people, especially rural communes. Coordinate forces to effectively implement the National Program on Crime Prevention, Combating Criminal Activities, and Eradicating Social Evils.
11. Infrastructure Construction
a) Transportation
- Roadways:
+ National Highway 1: within the scope of Bien Hoa City, it will be planned as an urban road; a new bypass route for Long Khanh Town with 4 to 6 lanes will be constructed. The section of National Highway 1 avoiding Bien Hoa City will meet Class III standards from now until 2010 and reach Class I-II standards after 2015;
+ National Highway 20: upgrade the section from Dau Giay Intersection to Lam Dong Province;
+ National Highway 51: from Bien Hoa City to the border of Ba Ria - Vung Tau Province, it will be upgraded to meet Class II standards from now until 2010;
+ National Highway 56: from Tan Phong Junction to the border of Ba Ria - Vung Tau Province, the entire route will be upgraded to meet Class III standards from now until 2010 and reach Class I-II standards after 2010;
+ Prioritize the construction of Dong Nai Bridge before 2010 to ensure traffic safety;
+ National Highway 1K: from Km0 to the border of Binh Duong Province, it will be upgraded to meet urban road standards, and a new Hoa An Bridge will be built from now until 2010;
+ Ring Road of Bien Hoa City: after 2010, construct a ring road connecting Bien Hoa City - Thu Dau Mot Town - Ho Chi Minh City - Ben Luc with a scale of 4 to 6 lanes;
+ Expressway Bien Hoa - Vung Tau: construct from now until 2010 with an initial scale of 4 to 6 lanes, followed by 12 lanes in subsequent phases;
+ Expressway Ho Chi Minh City - Long Thanh - Dau Giay: construct before 2010;
+ Expressway Dau Giay - Da Lat: construct after 2010, connecting with the Long Thanh - Dau Giay Expressway;
+ Focus on constructing bridges and roads from District 9 (Ho Chi Minh City) to Nhon Trach before 2010;
+ Continue to build new and upgrade all provincial roads to meet Class III standards from now until 2015. From now until 2010, prioritize upgrading important provincial roads 762, 765, 767, 768 to meet Class III-IV standards;
+ Accelerate the speed of asphalt paving and concrete paving for the entire network of district and commune roads according to the model of joint efforts between the State and the people. From now until 2020, construct district roads meeting at least Class IV standards, and commune roads meeting at least Class V or minimum rural type A standards. By 2010, solidify 40% to 60% of commune roads.
- Railways:
+ National railway on the territory: plan to reroute the national railway so that it no longer passes through the center of Bien Hoa City during the 2010-2015 period, moving the Trang Bom station down to the new Bien Hoa station area (in Binh Tan Ward). From the new Bien Hoa station, construct a railway line to Ba Ria - Vung Tau;
+ Urban railways: Bien Hoa City will construct three urban railway lines (from Chua Sat Junction - Vung Tau Bus Station connecting with the Binh Thanh - Thu Duc - District 9 Metro Line; an elevated urban railway line from Bien Hoa - Hang Bridge - Dian; an urban railway loop around the Cai River). Nhon Trach City will construct a high-speed elevated railway line from Thu Thiem to follow the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, District 9 - Nhon Trach Road, and Route 25B to Long Thanh Airport (to be constructed after Long Thanh Airport is completed).
- Ports:
+ Thivai River port area: Go Dau A General Cargo Port with a capacity of 1-1.3 million tons/year, capable of receiving ships up to 5,000-10,000 DWT; Go Dau B General Cargo Port with a capacity of 1.5-4.2 million tons/year, capable of receiving ships up to 15,000-20,000 DWT; Phuoc An General Cargo and Container Port with a capacity of 6-10 million tons/year; Phuoc Thai Specialized Port with a capacity of 1.13 million tons/year dry cargo and 1.42 million tons/year liquid cargo, capable of receiving ships up to 10,000-20,000 DWT;
+ Nha Be - Long Tau River port area: Phu Huu 1 General Cargo Port with a capacity of 2-3 million tons/year, capable of receiving ships up to 20,000 DWT; Shipyard 76 Factory Port serving shipbuilding and repair up to 50,000 DWT; Phuc Khanh Oil Port capable of receiving ships up to 25,000 DWT; Tran An Lubricant Port capable of receiving ships up to 2,000-5,000 DWT; Comeco Oil Port capable of receiving ships up to 25,000 DWT; Phu Dong Wood Chip Port; Viko Wochimex Wood Chip Port; Nhon Trach Building Materials Port with a capacity of 1.16 million tons/year, capable of receiving ships up to 20,000 DWT and Sunsteel Cement and Slag Port;
+ Dong Nai River port area: expand Dong Nai Port's capacity to 1 million tons/year, capable of receiving ships up to 5,000 DWT; Phu Huu 2 General Cargo Port capable of receiving ships up to 30,000 DWT after 2010; reinforce the Petrochemical Company's Oil Port capable of receiving ships up to 1,000-2,500 DWT and SCTGAS-VN Gas Port capable of receiving ships up to 1,000 DWT;
- Aviation: construct Long Thanh International Airport with a design capacity of 100 million passengers/year and 5 million tons of cargo, reaching Category 4F airport standards, occupying approximately 5,000 hectares (Phase 1 to 2015 with a design capacity of 20 million passengers/year; Phase 2 with a design capacity of 80 million passengers/year); area occupying land is about 5,000 hectares (Phase 1 until 2015 with a design capacity of 20 million passengers/year; Phase 2 with a design capacity of 80 million passengers/year);
b) Clean Water Supply:
- From now until 2010: increase the capacity of Nhon Trach I Water Plant to 25,000 m³/day; complete and put into operation the Nhon Trach Water Plant with a capacity of 100,000 m³/day to ensure the main water supply for industrial zones and large urban areas in the province; construct and upgrade water plants and stations in towns and districts to provide local water supply;3/day; complete and put into operation the Nhơn Trạch water plant with a capacity of 100,000 m3/day to ensure the main supply of water for major Industrial Zones and cities in the Province; construct and upgrade water plants and stations in towns and urban areas to provide local water supply;
- From 2011 to 2020: construct two to three additional water plants with capacities of 100,000 to 200,000 m³/day, placing one to two plants in the eastern part of the province to utilize Lang Na River water sources; increase the capacity of Thien Tan and Nhon Trach Water Plants to 200,000 to 300,000 m³/day; construct and upgrade some water plants and stations in towns, districts, and new urban areas to supplement water supply for urban and lowland rural areas in the province.3/day, arrange 1-2 plants in the eastern part of the province to utilize the water source of the La Ngà River; increase the capacity of the Thiện Tân and Nhơn Trạch water plants to 200,000-300,000 m3/day; build and upgrade some water plants and stations in towns, new urban areas to supplement water supply for urban and plain rural areas in the Province.
c) Irrigation:
- To meet agricultural development requirements, from now until 2020: plan to construct an additional 55 reservoirs, build 49 new dams, 26 pumping stations, and supplement some canal and dike works to ensure a total irrigated area of about 49,140 hectares, drainage and flood control for 24,430 hectares, and water supply reaching 176,800 m³/day;3/day;
- Stage up to 2010: prioritize investment in constructing reservoir projects: Cau Dau, Cau Moi (Stage II), Gia Mang, Gia Duc, Loc An, Thoai Huong, Suoi Tre, Suoi Sao, and Phu An; pumping stations: Cao Cang, Dak Lua, Ta La, Phu Tan, Ly/lich, Hamlet 8 - Nam Cat Tien; dredging flood discharge works: San Mao, Suoi Sao, Suoi Trau, Phu Thai, Long Khanh drainage canal, Lo Ren culvert area, and 27 water storage points for forest fire prevention.
12. Urban development
- Bien Hoa City: serves as the provincial political, economic, cultural, scientific and technological center, and a key node for exchanges within the province; simultaneously, it is an industrial center and a significant exchange hub for Ho Chi Minh City, Dong Nai Province, and the Southern Key Economic Region. The population scale will be approximately 645,000 people by 2010 and 830,000 people by 2020. The urban construction land scale will be about 8,132 hectares by 2010 and 9,966 hectares by 2020;
- Nhon Trach City: gradually build Nhon Trach City into an industrial, service-oriented city, and a Class II urban center. The population scale will be around 265,000 people by 2010 and 600,000 people by 2020. The urban construction land scale will be about 10,000 hectares by 2010 and 22,700 hectares by 2020.
- Long Thanh Urban Area: develop Long Thanh Urban Area to meet the requirements for urban development serving the economic development of the province after 2010. Its functions include being a service and industrial urban area, a transportation service center, and a science and technology urban area of the Southern Key Economic Region. By 2020, it will be a Class III urban area with an urban population of 180,000 to 200,000 people.
- Long Khanh Town: serves as a trade and commerce exchange center for agricultural products and food processing industries in the eastern region; by 2020, Long Khanh Town will develop into a Class III urban area with a population of approximately 80,000 to 100,000 people.
IV. SOME KEY SOLUTIONS TO IMPLEMENT THE MASTER PLAN
1. Mobilizing Investment Capital to Implement the Master Plan
Focus on mobilizing various sources of investment capital for development to implement the master plan; establish policies to attract investment; call for investment through various forms such as direct, indirect, joint ventures, and infrastructure construction projects under methods like BOT, BTO, BT, and soliciting ODA loans. At the same time, enhance measures to improve the efficiency of investment.
2. Continue to Consolidate and Build the Administrative Machinery at All Levels and Enhance the Effectiveness of State Management over Economic and Social Development.
Strengthen the building of cadres and civil servants, especially at the grassroots level, who must understand the law and update knowledge related to integration. Simultaneously, continuously reform management mechanisms and policies to promote initiative and creativity in developing sectors and fields in the province.
3. Vigorously Promote Investment Promotion and Trade Promotion Activities
Actively implement programs and activities for investment promotion and trade promotion both domestically and internationally to attract investment and expand product sales markets.
4. Developing human resources
Strengthen vocational training and traditional education for young generations and labor forces. Develop policies for training, nurturing, and attracting talents in all fields and professions. Encourage and support young people in starting businesses and participating in social activities.
5. Vigorously Promote Various Types of Markets
Enhance the mechanism of market operation combined with state management policies to effectively mobilize and utilize resources, and develop the labor market.
6. Develop Implementation Programs for the Master Plan
- Develop specific development programs for each field in every stage.
- Assign tasks to levels and sectors within the province, closely coordinate with central ministries and sectors to organize implementation and monitor the execution of the master plan. Develop investment programs and projects to implement the master plan according to each stage.
7. Information and Propaganda on the Master Plan
After the master plan is approved by the competent authority, widely announce it to all sectors, localities, and the people in the province to coordinate in organizing its implementation.
8. Regularly review provincial regulatory legal documents to ensure their consistency, transparency, and compliance with general legal provisions.
Article 2. This master plan serves as a guiding framework and basis for establishing, approving, and implementing specialized plans and investment projects on the provincial territory according to regulations.
Article 3. The People's Committee of Dong Nai Province, based on the objectives, tasks, and directions for economic and social development of the province in this master plan, shall take the lead and coordinate with relevant ministries and sectors to guide the establishment, approval, and implementation according to regulations:
- Planning for the socio-economic development of districts and towns, planning for the development of the urban system and residential areas, construction planning, land use planning, and planning for the development of various sectors and fields to ensure comprehensive and synchronized development.
- Study and promulgate, or submit to competent state agencies for promulgation, certain mechanisms and policies suitable for the development needs of the province and national laws in each stage to attract and mobilize resources for the implementation of the master plan.
- Establish long-term, medium-term, and short-term plans; key development programs; and specific projects for focused or phased prioritized investment.
- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to the master plan in accordance with the economic and social development situation of the province and the country in each stage of the master plan.
Article 4. The relevant ministries and agencies within their respective functions, duties, and authorities shall be responsible for supporting the People's Committee of Dong Nai Province in researching and establishing the aforementioned master plans; studying and drafting mechanisms and policies suitable to the socio-economic development requirements of the Province at each stage to effectively mobilize and utilize resources, encourage and attract investment to achieve the development goals, tasks, and directions set forth in the Master Plan report. Accelerate the investment and implementation of projects and works with regional scale and importance for the development of the Province that have been decided upon for investment. Study and consider adjusting and supplementing the sectoral development plans and investment plans for related projects and works expected to be invested as stated in the Master Plan report.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and the Chairman of the People's Committee of Dong Nai Province are responsible for implementing this Decision./.
