CHAIRMAN OF THE STATE BANK OF VIETNAM

Pursuant to Decision No. 118-CT dated May 30, 1989 of the Chairman of the Council of Ministers on adjusting interest rates for deposits and loans of the State Bank,

DECISION:

Clause 4 of Article 6Now hereby announce the interest rates for deposits and loans of the State Bank of Vietnam as follows:

I. Interest Rates for Deposits

1. Unfixed-term deposits of organizations and economic units:

2.7% per month

2. Fixed-term deposits of three months of organizations and economic units:

4% per month

II. Interest Rates for Loans

1. Preferential loans according to the list prescribed by the State:

a) Fixed capital loans: 4.5%.

b) Working capital loans:

b.1 - Organizations producing foodstuffs, salt, shipbuilding machinery, publishing books and newspapers, producing and distributing films, salt trading organizations, foodstuff trading organizations: 4.65%.

b.2 - Construction organizations, fertilizer trading organizations, pesticide trading organizations, economic organizations in mountainous and island regions (excluding those specified in point b.1): 4.80%

2. Loans for production organizations in industry and agriculture, transportation not falling within the preferential category:

a) Fixed capital loans: 4.98%.

b) Working capital loans:

b.1 - Agricultural production (excluding foodstuffs), forestry, fisheries, mining industry: 5.10%.

b.2 - Industrial production (excluding preferential categories), transportation, postal services: 5.25%.

3. Loans for service, tourism, and circulation organizations:

a) Fixed capital loans: 5.31%.

b) Working capital loans:

b.1 - Trading in materials and goods (including import and export): 5.40%.

b.2 - Tourism and services: 5.50%.

4. Overdue loans: 8% per month.

Article 2. The interest rates set forth herein shall be adjusted based on fluctuations in the market price index.

Article 3. The interest rates promulgated under this Decision shall uniformly apply throughout the country to specialized banks, joint-stock banks, credit funds, credit cooperatives, and shall take effect from June 1, 1989. The balance of deposits and loans at the end of May 31, 1989, shall also be subject to the interest rates stipulated in this Decision.

The interest rate schedule issued pursuant to Decision No. 42-NH/QĐ dated April 15, 1989, ceases to be effective.

Article 4. The Chief of the Office, Heads of Departments, Directors of Institutes, Heads of Departments under the Central State Bank, General Directors of Central Specialized Banks, Governors of Provincial, Municipal, and Special Administrative Region State Banks, Directors of Joint-Stock Banks, Chairpersons of Credit Cooperatives, People's Credit Funds are responsible for implementing this Decision.
