Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Resolution No. 07/NQ-CP dated January 22, 2014 of the Government promulgating the program of action of the Government to implement Resolution No. 19-NQ/TW dated October 31, 2012 of the Central Committee of the Communist Party of Vietnam (11th tenure) on continuing to reform land policies and laws during the period of accelerating comprehensive renewal to lay the foundation for Vietnam to basically become an industrialized country with modern orientation by 2020; confirm registration results, ||| for |||

Pursuant to Directive No. 01/CT-TTg dated January 22, 2014 of the Prime Minister on implementing the Land Law;

Considering the proposal of the Director of the Legal Department,

DECISION:

Clause 4 of Article 6This Decision hereby approves the Plan of the Ministry of Agriculture and Rural Development to organize the implementation and enforcement of the Land Law.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision shall take effect from the date of signing.

Article 3. The Director of the Ministry's Office, Heads of Departments, Directors of Bureaus, General Departments, and related units shall be responsible for enforcing this Decision.

PLAN

OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT TO ORGANIZE IMPLEMENTATION AND ENFORCEMENT OF THE LAND LAW
(Issued together with Decision No.734/QĐ-BNN-PC dated April 14, 2014 2014 issued by the Minister of Agriculture and Rural Development)

Implementing the assigned tasks under the Program of Action of the Government to organize the implementation and enforcement of the Land Law attached to Resolution No. 07/NQ-CP dated January 22, 2014 of the Government and Directive No. 01/CT-TTg dated January 22, 2014 of the Prime Minister on implementing the Land Law, the Minister of the Ministry of Agriculture and Rural Development issues Plan the Plan of the Ministry of Agriculture and Rural Development to organize the implementation and enforcement of the Land Law with the following contents:

I. OBJECTIVES AND REQUIREMENTS

1. Widely disseminate the spirit and content of the Land Law to cadres, civil servants, and employees of the Ministry of Agriculture and Rural Development; review and promptly propose amendments, supplements, abolition or issuance of new normative legal documents within the management authority of the Ministry to be consistent with the Land Law.

2. Specifically define the content of work, deadlines, and progress of implementing the tasks of organizing the implementation and enforcement of the Land Law that the Ministry of Agriculture and Rural Development is responsible for according to the Program of Action of the Government.

3. Clearly define the responsibilities of units under the Ministry in assisting the Minister in implementing the assigned tasks during the process of organizing the implementation and enforcement of the Land Law, ensuring timely completion and effectiveness.

II. CONTENTS OF IMPLEMENTATION AND ENFORCEMENT OF THE LAND LAW

1. Organizing the introduction and dissemination of the content of the Land Law

a) Content of activities

Organizing a conference to introduce and disseminate the main contents of the Land Law to cadres, civil servants, and employees of the Ministry of Agriculture and Rural Development.

b) Assignment of responsibility

3. Amend Clause 3 Article 2 as follows:oMain organizer: The Legal Department will draft the plan and organize the conference.

c) Form of organization:Conference at the Ministry of Agriculture and Rural Development.

d) Time of Implementation:In April 2014.

2. Cooperate theớwith relevant ministries and sectors to draft guiding decrees of the Government on implementing the Land Law.

Assignment of responsibility:

a) Main organizer: The Legal Department

b) Unit coordinateForestry General Department, Crop Production Bureau, Economic Bureau, and related units. Cooperation and PTNT and related units. và Forestry and related units.

3. Review and compile a list of normative legal documents to be abolished, amended, supplemented, or newly issued in accordance with the provisions of the Land Law;y Review the following documents: laws, ordinances, and normative legal documents of the Government, the Prime Minister, and the Minister of Agriculture and Rural Development concerning:

a) Content of activities

- + Planning and development of forests; allocation, leasing, change of purpose, and recovery of forests linked to land allocation, leasing, change of purpose, and recovery of land;

+ Management and use of rice fields;

Compile and establish a list of normative legal documents under the management of the Ministry of Agriculture and Rural Development to be abolished, amended, supplemented, or newly issued in accordance with the provisions of the Land Law;

- Assignment of responsibility and time frame for implementation

b) Legal Department:

- + Guide and urge units under the Ministry to conduct reviews according to their assigned tasks;

+ Summarize the results of the reviews conducted by the units, compile a list of normative legal documents under the management of the Ministry of Agriculture and Rural Development to be abolished, amended, supplemented, or newly issued in accordance with the provisions of the Land Law.

Forestry General Department:

- Organize reviews and compile a list of normative legal documents to be abolished, amended, or supplemented related to planning and development of forests; allocation, leasing, change of purpose, and recovery of forests linked to land allocation, leasing, change of purpose, and recovery of land and other related provisions of the 2013 Land Law;

Crop Production Bureau:

- Organize reviews and compile a list of normative legal documents to be abolished, amended, or supplemented related to management and use of rice fields;

Departments, Bureaus, and General Departments under the Ministryđượwithin the scope of their functions, tasks, and powers have

- the responsibility to review normative legal documents drafted by their own units related to the provisions of the 2013 Land Law. trBefore trMay 25, 2014, units must submit the results of their reviews and lists of proposed normative legal documents to be abolished, amended, or supplemented to the Legal Department for consolidation and reporting to the leadership of the Ministry.

c) Time of Implementation:

Heads of units under the Ministry are responsible for directing and organizing the implementation of the assigned tasks of implementing the Land Law under this Plan; During the implementation, units must regularly send documents and provide information to the Legal Department for timely monitoring, consolidation, and reporting to the leadership of the Ministry. The Legal Department is

III. IMPLEMENTATION

1. the focal point for consolidating, monitoring, and urging units under the Ministry to implement this Plan. It is responsible for coordinating with units to draft the Report of the Ministry of Agriculture and Rural Development on the situation of organizing the implementation and enforcement of the Land Law; promptly report to the leadership of the Ministry on the implementation of the Plan and propose solutions to address difficulties encountered during the implementation.

IV. EXPENSES FOR IMPLEMENTATION

1. The budget for implementing the Plan shall be allocated from the state budget and included in the operational budget of the Ministry in accordance with the provisions of the law and the guidance of the Ministry of Finance.

2. Units assigned to lead the implementation of specific tasks and activities under this Plan shall trhave the responsibility to prepare the budget estimate, submit it to the Department of Finance and the Ministry's Office for review, consolidation, and reporting to the Ministry's leadership for approval.

3. The Department of Finance and the Ministry's Office shall provide detailed guidance to units under the Ministry on preparing the budget estimate and implementing settlement and final accounts in accordance with regulations ./.
