Decision on the Approval of the Training and Capacity Building Plan for Cadres and Civil Servants for the Period 2001-2005 with the following main contents:

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 874/TTg dated November 20, 1996 of the Government Chairman on cadre training and capacity building and civil servant training;
At the proposal of the Minister, Head of the Organization and Cadre Department of the Government,
DECISION:
Article 1. Approve the Training and Capacity Building Plan for Cadres and Civil Servants for the period 2001-2005 with the following main contents:
1. Training and Capacity Building Objectives
a) Administrative civil servants currently working in central and local Party and State agencies and mass organizations.
b) Civil servants in public service positions.
c) Grassroots cadres at commune, ward, and town levels (referred to as grassroots cadres at commune level).
Clause 2. Objectives
Enhance the knowledge, management capabilities, operational skills, and performance of the cadre and civil servant workforce to meet the requirements of national industrialization and modernization.
During the period 2001-2005, the following specific goals shall be pursued:
a) For administrative civil servants: ensure that 100% of administrative civil servants in the senior specialist, specialist, and specialist ranks meet the job standards regarding state administration knowledge and political theory; those under 50 years old as of 2000 in the specialist rank without a bachelor's degree must obtain a bachelor's degree through training; initially form and build a team of leading experts in various fields of administration.
b) For public service civil servants: strive to have 50% of public service civil servants trained and enhanced to improve their professional expertise and skills; 100% shall undergo short-term training to update their knowledge of laws and civil servant ethics.
c) For grassroots cadres at commune level: ensure that 20% of grassroots cadres at commune level annually receive training and enhancement to update their political theory knowledge, state administration knowledge, and professional skills according to the nature and requirements of their tasks; implement training and enhancement to achieve intermediate-level qualifications in administration, political theory, and professional skills based on job requirements.
3. Progress and Content of Training and Capacity Building for Each Category
a) In-Country Training and Capacity Building
+ Training and Capacity Building for the Administrative Civil Service Workforce
For administrative civil servants in the senior specialist, specialist, and specialist ranks and clerical staff, training and capacity building will focus on the following five basic tasks:
- Pre-service training: Those who pass the civil servant recruitment examination must receive training on the state administrative system, laws, public service activity skills, and civil servant ethics before being appointed to their positions.
- Ensure that by the end of 2005, 100% of administrative civil servants lacking the job standards regarding state administration knowledge and political theory receive training and capacity building to meet these standards.
- Administrative civil servants in the specialist and specialist ranks under 50 years old as of 2000 must obtain a bachelor's degree through different forms of training according to job standards.
- Training and capacity building for potential cadres to form a team of leading experts in various fields of state administration, with the ability to participate in policy development for economic and social growth.
- Providing training and capacity building on the knowledge specified in Decision No. 874/TTg dated November 20, 1996 of the Government Chairman on cadre and civil servant training and capacity building; foreign language and computer knowledge training and capacity building according to the needs of each position's public service activities.
For key leaders and managers at the county, department, bureau, agency, bureau, division, institute level and above, training and capacity building must meet the following requirements:
- Provide bachelor's degree training in specialized fields for all key leaders at the county level and above (under 45 years old) without a bachelor's degree; all those without advanced political theory qualifications (including key leaders at the bureau, division, and institute level) must obtain advanced political theory qualifications. By 2005, ensure that 100% of this group have bachelor's degrees in specialized fields and advanced qualifications in political theory.
- Provide state administration management knowledge training for key leaders at the county, department, bureau, agency, bureau, division, and institute level according to the program for leaders at all levels.
- Implement professional and management skill training and capacity building before promotion and appointment.
- Prioritize training and capacity building in foreign languages and computers for key leaders at the ministry and sector level, key leaders at the division level in central agencies, and key leaders at the department and bureau level in provincial and municipal agencies, especially for those working in international cooperation agencies and critical economic, scientific, and technical sectors directly serving administrative reform and national industrialization and modernization.
+ Training and Capacity Building for Public Service Civil Servants
- Provide training and capacity building on professional knowledge, skills, and methods of performing duties. Ensure that at least 10% of public service civil servants annually receive such training and capacity building.
- Strengthen training and capacity building according to job standards for public service civil servants. Annually organize training to enhance legal awareness and civil servant ethics for 20% of public service civil servants in health, education, and judicial fields.
- Focus on training and capacity building to build a team of high-level scientific and technical cadres and leading experts, particularly in key economic, scientific, and technical fields, laying the foundation for developing this cadre group in subsequent years.
+ Training and Capacity Building for Grassroots Cadres at Commune Level
- Organize training for all members of the commune people's committee (including those re-elected) on state administration knowledge during the period 2001-2002. Prioritize training for key position holders and new members of the commune, ward, and town people's committees.
- To organize training and enhancement to ensure that 50% of key cadres at the commune level (including Secretaries, Deputy Secretaries of the Party Committee, Chairpersons, Deputy Chairpersons of the People's Council and People's Committee, and heads of mass organizations) in urban, delta, and midland regions have a college-level qualification or higher in their specialized field and political theory by 2005. For communes in remote, mountainous, border, island areas, both primary-level training and selection for mid-level training programs should be conducted to ensure that 25% of these cadres reach a college-level qualification or higher.
- The training and enhancement of specialized positions at the grassroots level should primarily focus on those who have not yet received specialized knowledge and vocational training while in charge of their current responsibilities. Ensure that by 2005, 35% of this cadre group have a college-level qualification or higher in their specialized field.
- During the period from 2001 to 2005, organize enhancement training on state management knowledge for all village chiefs, headmen, etc., including those who have already undergone such training before 2000.
+ Enhance representatives of People's Councils at all levels.
Organize advanced training on political theory, state management knowledge, and roles, tasks, and operational skills for representatives of People's Councils for the term 2004-2009. The training program and content will be developed based on the level and specific activities of each representative level.
b) Training and enhancement abroad
Training and enhancement of cadres and civil servants abroad mainly target incumbent managerial staff and potential candidates. The training content focuses primarily on enhancing knowledge, management skills, and experience in the fields where cadres and civil servants are currently working. Sending cadres for such training must ensure that they are truly qualified and capable individuals with designated employment opportunities and high-quality training. The duration of training and enhancement is mainly short-term (from one week to three months). In the period from 2001 to 2005, aim to train and enhance approximately 2,000 managerial cadres through this method.
4. Implementation measures
a) Improve the quality and effectiveness of work related to planning and organizing training and enhancement for cadres and civil servants, including the following contents:
- Link training planning with utilization and long-term cadre sourcing. The construction of plans and programs must be carried out from bottom up, based on actual implementation conditions and real needs.
- Regularly monitor the progress and feasibility of plan implementation as well as the use of allocated funds.
To effectively implement the above contents, it is necessary to enhance the professional capacity of the cadre management training workforce, particularly in management skills, methods, and techniques for building and implementing plans.
b) Study, develop, and improve the management system, including the following contents:
- Conduct reviews, research, and abolish or amend regulations that are no longer appropriate; gradually build a complete system of regulations clearly defining cadre and civil servant training and enhancement work linked to scientific division of labor and responsibility, rational training and enhancement systems, and a smooth and suitable management agency system.
- In the period from 2001 to 2005, draft and promulgate legal documents on cadre and civil servant training and enhancement, including curricula, textbooks, certificates, lecturers, etc.
- Study and develop regulations on quota standards, management, and utilization of training and enhancement funds for cadres and civil servants that are suitable for current conditions; propose reasonable incentive policies to motivate cadres and civil servants to continuously improve their professional qualifications and capabilities.
c) Reorganize, consolidate, and strengthen the quality of operations of the cadre and civil servant training and enhancement system. In the period from 2001 to 2005, focus on improving the organizational structure and operations of the cadre and civil servant training and enhancement institutions under ministries, sectors, and provincial political schools with the following contents:
- Reorganize and reform the operating mechanisms of cadre and civil servant training and enhancement institutions under ministries, agencies equivalent to ministries, and government agencies.
- Study and develop a unified mechanism for the joint leadership and guidance between Provincial Party Committees and provincial people's committees regarding the organization and operation of provincial political schools.
- Continue to strengthen material infrastructure and equipment serving teaching and learning, in line with requirements and the learner profile of cadres and civil servants. Investment in state cadre and civil servant training and enhancement institutions must be considered a regular and long-term task.
- Study and develop a teaching staff team for cadre and civil servant training and enhancement institutions with an appropriate structure ensuring the autonomy of the institution in arranging teachers while also utilizing the expertise of part-time teachers effectively.
d) Promote the development and improvement of the curriculum and textbook system with the main contents as follows:
- Develop and standardize the curriculum, textbooks, and materials for enhancing state management knowledge (including specialized state management) according to rank and position of cadres and civil servants.
- Study and develop a scientific and reasonable mechanism for reviewing and approving curricula, textbooks, and materials for enhancing state management knowledge. Ensure that curricula, textbooks, and materials for enhancing state management knowledge according to rank and position are reviewed and standardized by 2003.
- Institutions responsible for compiling curricula and textbooks should review existing curricula and textbooks: if there are overlapping curricula for the same target audience, eliminate them; if there are overlapping contents, improve them to create specialized curricula. Reform the methods and approaches to developing curriculum content: curricula and textbooks must be learner-centered; emphasize practical knowledge and experience, and operational skills of different types of cadres and civil servants.
d) Strengthen international cooperation in training and capacity building. The implementation of international cooperation in the field of training and capacity building for civil servants in the coming period needs to be intensified in terms of scale, content, and form of cooperation.
In terms of scale: expand training projects funded by foreign countries; enhance independent training programs under the government's cooperation program or incorporate training and capacity building content for civil servants into other projects.
In terms of content: organize activities such as study tours, surveys, experience exchanges, as well as training and capacity building to develop a team of leading experts in state administration and management in key economic, scientific, and technological fields.
In terms of form: combine all three forms: overseas training; inviting foreign experts to teach and exchange experiences domestically or combining both forms.
e) Enhance and ensure funding for the training and capacity building of civil servants in the direction of increasing investment from the state budget (central and local levels), contributions from organizations and individuals.
Article 2. Implementation
1. Ministries, sectors, and localities shall have the responsibility:
a) Based on the content of this Decision, develop detailed plans for training and capacity building for the 2001-2005 period for each category of civil servants under their management (one copy sent to the Government Organizational Cadre Board for consolidation, monitoring, and inspection) and implement these plans, considering them as the core tasks of the human resource development plan for the 2001-2005 period of the unit.
b) Utilize effectively the funding from the state budget allocated for training and capacity building for civil servants and allocate an appropriate amount of funding from the state budget to invest in building infrastructure for training and capacity building institutions for civil servants under their management.
2. The Government Organizational Cadre Board shall have the responsibility:
a) To take the lead and coordinate with ministries, sectors, and localities to guide and implement the plan; inspect, consolidate, evaluate results and progress; report annually to the Prime Minister.
b) To take the lead and coordinate with relevant agencies to develop specific plans and implement training and capacity building content for civil servants abroad during the 2001-2005 period.
c) To take the lead and coordinate with relevant agencies to review, build, and propose the Government to amend and promulgate (or amend and promulgate within its authority) legal documents on the work of training and capacity building for civil servants.
d) To take the lead and coordinate with relevant agencies to study organizational arrangements and reform operational mechanisms of training and capacity building institutions for civil servants of ministries, ministerial-level agencies, and government agencies; coordinate with the Central Organization Department to study and build management mechanisms and strengthen the provincial political school system.
e) To take the lead and coordinate with the National Academy of Political Science Ho Chi Minh City, the National Academy of Public Administration, and relevant agencies to build plans for training and capacity building for the teaching staff of the training and capacity building system for civil servants.
f) To take the lead and coordinate with relevant agencies to continue investigating the current level and training needs of the civil servant workforce as a basis for developing training and capacity building plans for the 2006-2010 period.
g) To take the lead and coordinate with relevant agencies to organize mid-term reviews of the implementation of the plan at the beginning of 2004 and final evaluations in 2006.
3. The Ministry of Education and Training shall have the responsibility to cooperate with relevant agencies to organize the development of administrative language and computer training programs suitable for the nature of the duties and public service functions of civil servants; coordinate with the Ministry of Planning and Investment to guide the content of programs, textbooks, and methods of training and capacity building in economic management for training and capacity building institutions for civil servants of ministries, sectors, and localities.
4. The National Academy of Political Science Ho Chi Minh City, the National Academy of Public Administration shall have the responsibility:
a) To organize reviews or joint reviews, adjustments, supplements, and improvements in the quality of various types of programs and textbooks for civil servant training and capacity building.
b) To regularly organize training and improve the knowledge and pedagogical skills of the teaching staff of training and capacity building institutions of ministries, sectors, and provincial political schools according to the assigned contents.
5. The Ministry of Finance shall have the responsibility:
a) To take the lead and coordinate with the Ministry of Planning and Investment, the Government Organizational Cadre Board, and relevant agencies to allocate the annual budget and guide the mobilization and utilization of other sources of funding to ensure the implementation of the training and capacity building plan for civil servants for the 2001-2005 period.
b) To take the lead and coordinate with the Government Organizational Cadre Board to guide expenditure regulations and financial management for the training and capacity building of civil servants to suit current realities.
6. The Ministry of Planning and Investment shall have the responsibility: to take the lead and coordinate with the Government Organizational Cadre Board to build, submit to the Government for approval, and assign annual and five-year total targets for training and capacity building of civil servants for the 2001-2005 period.
7. Training and capacity building institutions for civil servants shall have the responsibility: to proactively develop class schedules and fully utilize all resources to implement the training and capacity building plan for civil servants for the 2001-2005 period of ministries, sectors, and localities in accordance with their assigned functions and responsibilities.
7. Training institutions for cadres and civil servants shall have the duty to proactively develop class schedules and fully utilize all resources to implement the cadre and civil servant training and development plan for the 2001-2005 period of ministries, sectors, and localities in accordance with their assigned functions and tasks.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
