REGARDING AMENDMENTS AND SUPPLEMENTS TO SECTION III OF JOINT CIRCULAR
69/2000/TTLT/BNN-TCTK

After three years of implementing Joint Circular No. 69/2000/TTLT/BNN-TCTK on "Guidelines for Criteria to Determine Farm Economy" issued on June 23, 2000 by the Ministry of Agriculture and Rural Development and the General Statistics Office, the statistics of farm economy have been unified among sectors and localities throughout the country, creating favorable conditions for evaluating and building policies for farm economy. However, during the practical process of determining criteria, some issues have arisen that are not in line with reality, failing to meet the requirements of sectors, localities, especially farm owners. After discussion and reaching agreement with the General Statistics Office:
A. Amend the beginning of Section III of Circular No. 69/2000/TTLT/BNN-TCTK as follows:
III. QUANTITATIVE CRITERIA FOR DETERMINING FARM ECONOMY.
A household engaged in agricultural, forestry, or aquaculture production shall be determined as a farm if it meets one of the two quantitative criteria regarding the average annual value of agricultural, forestry, or aquatic products and services, or the scale of production as specified in Joint Circular No. 69/2000/TTLT/BNN-TCTK.
For households engaged in diversified production and business with multiple types of agricultural, forestry, or aquatic products, the criterion for determining a farm is the average annual value of agricultural, forestry, or aquatic products and services.
