Based on the Government Organization Law dated September 30, 1992,
Considering the proposal of the Chairman of the People's Committee of Ba Ria - Vung Tau Province at the report No. 407/CV-UB dated July 26, 1996 and the proposal of the Minister of Planning and Investment at the Circular No. 4305/BKH-VPTĐ dated August 29, 1996,
DECISION:
Article 1. Approve the overall planning for economic and social development of Ba Ria - Vung Tau province for the period 1996-2010 with the main orientation as follows:
1. On the development objectives.
Exploit advantages and potential of the province to develop Ba Ria - Vung Tau comprehensively and sustainably in economy, culture, society, national defense, and security, achieving the development targets set out in the planning, becoming a major component of the Southern key economic zone, and a driving force for the entire region's development.
2. On the main orientations and tasks for economic and social development.
- Main orientations for development:
+ Mobilize local resources, closely cooperate with other sectors and localities, promote effective foreign investment and joint ventures to develop a multi-component economic structure under state management, operating according to market mechanisms and socialist orientation. The economic and social development of Ba Ria - Vung Tau must be integrated with the development of the key economic zone, the regional and national markets, and other countries in the region.
+ Shift the economic structure towards industrialization and modernization in accordance with the natural, economic, and social conditions of the province. Increase the share of industry and services in GDP. Rapidly develop industry, focusing on oil and gas, energy, chemical, and mechanical industries. Vigorously develop services, emphasizing oil and gas exploitation services and tourism. Develop commodity production agriculture based on structural reform and application of advanced technology. Develop infrastructure as a foundation for economic and social development throughout the province.
+ Link economic growth with social progress. Accelerate the development of cultural and social fields, especially human resource training. Improve the quality of people's lives, build a civilized society, quickly narrow the gap between urban and rural areas, and address income disparity. Ensure harmony between economic and social development and environmental protection.
+ Closely integrate economic and social development with the consolidation of national defense and security on land, sea, and islands.
- Main tasks for development:
+ On industrial development: Accelerate the development of industry, aiming for industry to become the main component of GDP, making Ba Ria - Vung Tau a major oil and gas industrial area of the country and an important energy center in the South. Coordinate with relevant ministries and sectors to develop key industries such as crude oil extraction, gas processing, electricity, chemicals, and machinery. Establish concentrated industrial zones with reasonable distribution and scale, prioritizing those listed in Decision No. 519/TTg dated August 6, 1996 of the Prime Minister, such as My Xuan, Phu My, Long Huong.
At the same time, expand the network of agricultural and marine product processing industries and consumer goods manufacturing with new technologies to produce high-quality products for domestic and export markets. Revive and develop traditional trades among the people to contribute to the restructuring of the economy, particularly in rural areas.
+ On agricultural development: Accelerate the restructuring process in agriculture towards industrialization, effectively exploiting the potential of agricultural lands. Focus on developing industrial crops, clean vegetables and fruits, and livestock and poultry breeding. Establish some specialized farming areas with complete infrastructure and advanced technology.
Develop fisheries comprehensively, first improving offshore fishing capacity and developing fishery processing facilities and maritime service bases.
Pay attention to forest protection and afforestation to increase coverage and improve landscapes. Integrate logging with replanting and timber processing.
+ On service development: Expand the service network, rapidly increasing the share of services in GDP. Emphasize key service sectors, including oil and gas services covering both living and technical services. Enhance the quality of tourism activities within the territory, building some complex tourist areas where conditions permit. Ensure essential services for production and daily life in rural areas.
Develop financial, banking, insurance, and other activities according to state policies to serve production, business, daily life, and international transactions. Ensure that the proportion of budget revenue and the investment-to-GDP ratio continue to increase.
+ On infrastructure development and environmental protection: Coordinate with related sectors and localities to develop key road, waterway, river port, and sea port projects mentioned in the aforementioned Prime Minister's Decision, while mobilizing the people to develop rural transportation. Take measures to promptly address water needs for production and daily life. Utilize land funds effectively and in accordance with state policy to develop infrastructure.
Practical measures must be taken to protect the ecological environment, prevent pollution in cities, industrial zones, coastal areas, and water sources...
+ On cultural and social development: Develop cultural and social fields in line with economic development. Prioritize urgent tasks such as training human resources to meet development requirements; building civilized lifestyles and ensuring a healthy social environment, especially in cities; addressing income disparity; maintaining social order and political security.
+ On territorial development: Develop territories in accordance with the directions and goals outlined in the planning, leveraging the potential of each area to support each other.
Strictly manage the process of urbanization, promptly complete the planning of cities with reasonable development directions and scales, especially important cities such as Vung Tau, Ba Ria, Phu My. Ensure that the construction of cities follows the planning and meets the standards for the structure of functional zones, infrastructure, and the environment...
Along with the process of restructuring the economy, the population in rural areas must be rearranged towards urbanization. Measures to improve the quality of life in rural areas, particularly remote regions, must be implemented to meet essential services for these areas.
Develop coastal and island regions according to the national marine economic policy, focusing on fishing, seafood processing, and tourism. In particular, Con Dao must become a cultural and historical tourist area of the country, with a developed economy and strong national defense and security.
Measures must be taken to adjust the redistribution of population among different territories in accordance with the tasks of socio-economic development, preventing mass migration to cities.
3. On main solutions.
- A comprehensive system of measures regarding organization and policy must be established to mobilize resources for implementation of planning, primarily by leveraging internal resources within the region.
- Develop detailed plans, programs, and projects that are feasible, medium-term and short-term plans reflecting the direction, goals, and tasks of the overall planning, while closely monitoring developments to make necessary adjustments.
- Proactively study, implement, and propose to the Government to issue (issues beyond authority) effective mechanisms and policies on capital mobilization, market development, human resource development, scientific and technological advancement. In the immediate term, organize the implementation of the Prime Minister's opinion in Notification No. 66/TB dated August 24, 1996, issued by the Government Office.
Article 2. The People's Committee of Ba Ria - Vung Tau Province must have a strict plan to implement the planning. Central ministries and sectors must coordinate and assist the province in implementing the planning (including detailed planning), ensuring consistency between the overall socio-economic development planning of Ba Ria - Vung Tau Province and the planning for the Southern Key Economic Zone, sectoral development planning, and aligning with the national socio-economic development strategy and plan.
Article 3. This Decision takes effect from the date of issuance. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairmen of the People's Committees of Ba Ria - Vung Tau Province and related provinces and centrally-administered municipalities are responsible for enforcing this Decision.
