On Providing State Budget Data to International Financial and Monetary Organizations and Partner Countries

Pursuant to Decision No. 192/2004/QD-TTg dated November 16, 2004 of the Prime Minister on Issuing Regulations on Publicizing Financial Information for Various Levels of the State Budget, Budgetary Units, Organizations Supported by the State Budget, Basic Construction Investment Projects Using State Budget Funds, State-Owned Enterprises, Funds with Sources from the State Budget, and Funds with Contributions from Citizens;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 237/2003/QD-TTg dated November 13, 2003 of the Prime Minister on the List of State Secrets of Top Secret and Confidential Levels in the Finance Sector;
This Decision hereby promulgates the list of state budget indicators and data that may be provided to countries and economic, financial, and monetary international organizations with economic and financial cooperation relations with Vietnam. Article 2. Time of Provision
- For Tables 01 to 04, provision shall be made periodically every quarter and annually.
+ The deadline for providing quarterly data is no later than 30 days after the end of the quarter.
+ The deadline for providing annual estimated data is no later than 30 days after the Ministry of Finance officially reports to the Prime Minister.
+ The deadline for providing final settlement data is no later than 60 days after the National Assembly approves the final settlement.
- For Table 05, provision shall be made annually and no later than 90 days after the National Assembly approves the final settlement.
Article 3. Forms of Provision
1. Directly sending to economic, financial, and monetary international organizations with economic and financial cooperation relations with Vietnam;
2. Publishing in printed materials;
3. Publicizing on the electronic information website of the Ministry of Finance.
Article 4. This Decision takes effect from the 2005 fiscal year.
Decisions No. 1581/1998/QD-BTC dated November 11, 1998 on Providing Financial and State Budget Indicators to International Financial and Monetary Organizations and Countries, and Decision No. 103/2000/QD-BTC dated June 29, 2000 on Supplementing Certain Indicators Already Specified in Decision No. 1581/1998/QD-BTC are hereby repealed.
The State Budget Department is responsible for preparing data regularly and coordinating with the Tax Policy Department and the Foreign Relations Department to provide data to international organizations and partner governments.
Article 5. In cases where international organizations or countries request detailed state budget revenue and expenditure data or data categorized according to criteria other than those specified in this Decision, the State Budget Department is responsible for preparing such data and submitting it for approval by the Ministry.
