THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development.
Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of regulations on management and utilization of official development assistance (ODA).
Pursuant to Decision No. 64/2001/QĐ-TTg dated April 26, 2001 of the Government on the issuance of regulations on management and utilization of non-governmental foreign aid.
Considering the proposal of the Forest Protection Department - Circular No. 343/KL-BTTN regarding the approval of the cooperation project with IUCN.
At the proposal of the Director of the International Cooperation Department.
DECISION:
Article 1. Approve the contents of the project "Conservation of Black Gibbons in Northwest Vietnam" co-funded by the Margot Marsh Fund from the United States and the International Union for Conservation of Nature (IUCN) - Indochina Programme, with the main information about the project as follows:
1. Project name: Conservation of Black Gibbons in Northwest Vietnam.
2. Funding sources: The Margot Marsh Fund - United States and the International Union for Conservation of Nature (IUCN) - Indochina Programme.
3. Project Management Authority: The Ministry of Agriculture and Rural Development.
4. Project management agency: The Forest Protection Department.
5. Specific objectives of the project: To strengthen the survival of the Black Gibbon species in Northwest Vietnam with the aim of establishing a foundation for sustainable conservation of critically endangered wildlife in Vietnam and globally.
6. Implementation period of the project: One year (from July 2001 to June 2002).
7. Total project budget: 18,700 US dollars, including:
The Margot Marsh Fund - United States: 16,900 US dollars.
IUCN - Indochina Programme: 1,800 US dollars.
Article 2. Entrust the Forest Protection Department to take the lead in coordinating with IUCN - Indochina Programme and relevant agencies/localities to effectively implement the project according to the provisions of Article 1 of this Decision, in compliance with current regulations on management and utilization of ODA/non-governmental foreign aid of the Ministry and the State.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Head of the Ministry's Office, the Director of the Personnel and Organization Department, the Director of the International Cooperation Department, the Director of the Planning and Planning Department, the Director of the Finance and Accounting Department, the Chief of the Forest Protection Department, and the Leaders of relevant Departments, Bureaus, and Institutes shall be responsible for implementing this Decision.
