PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the Organization of People's Councils and People's Committees dated November 26, 2003; of the National Assembly; To implement Decision No. 169/2003/QĐ-TTg dated August 12, 2003 of the Prime Minister approving the Project for Reforming Management Methods and Modernizing Administrative Offices in the First Phase;

Considering the proposal of the Minister, Head of the Government Office,

This Decision promulgates the Model Regulation on Operation of the People's Committee of Districts, Counties, Municipalities under Provinces, and Provincial Cities attached hereto.

Article 1. The People's Committee of Districts, Counties, Municipalities under Provinces, and Provincial Cities shall issue its own Operation Regulation in accordance with this Model Regulation.

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Minister, Head of the Government Office, shall take the lead and coordinate with the Chairmen of the People's Committees of provinces and centrally governed cities to urge and inspect the implementation of this Decision.
