Guidelines for organizing competitive movements and awarding commendations annually
in the Agriculture and Rural Development sector

Based on Decree No. 121/2005/NĐ-CP dated September 30, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Encouragement and Commendation and the Law amending and supplementing certain articles of the Law on Encouragement and Commendation;
Based on Circular No. 01/2007/TT-VPCP dated July 31, 2007 of the Government Office guiding the implementation of Decree No. 121/2005/NĐ-CP;
The Ministry of Agriculture and Rural Development guides the uniform implementation of the promotion of competitive movements and annual commendations throughout the sector as follows:
Part 1
COMPETITION WORK
I. FORMS OF COMPETITIVE MOVEMENTS
1. Regular Competition
These are competitive movements organized by the Ministry and its subordinate agencies and units, state-owned enterprises, and economic groups (referred to collectively as units), based on their assigned functions and tasks, to launch competitive movements aimed at effectively implementing quarterly and annual work plans of each agency and unit. The objects of competition include individuals within a collective, collectives within the same unit, or between units with similar functions, tasks, and nature of work. Regular competitions must be divided into blocks, clusters, and fields with similar natures of work to establish competition agreements. Only collectives and individuals who have registered for competition will be considered for recognition of competitive titles and commendations.
2. Periodic Competitions, Special Topic Competitions
These are forms of competition launched to address key and urgent tasks within a specific period, or to tackle difficult and pressing issues. Periodic competitions are initiated once clear requirements, goals, competition indicators, and completion times are established. Such competitions can be organized at the level of a single unit, construction project, field of work, but may also be conducted on a broader scale within a locality, a field of activity within the sector, or across the entire Agriculture and Rural Development sector.
II. PRINCIPLES AND OBJECTIVES OF COMPETITIVE MOVEMENTS
1. Principles
Must be voluntary, self-aware, transparent, cooperative, and mutually supportive.
Clause 2. Objectives
To create motivation to encourage, attract, and incentivize every individual and collective laborer in the sector and farmers nationwide to innovate, overcome difficulties, and excel in completing assigned tasks, contributing to the industrialization and modernization of agriculture and rural areas.
III. ORGANIZATION OF LAUNCHING COMPETITIVE MOVEMENTS
1. Authority to Launch Competitive Movements
a. Ministry Level:
Annually, based on the political tasks of the entire sector and the requirements of urgent tasks, the Minister issues Directives or instructs units to launch regular and periodic competitive movements. Assign tasks to levels and units to organize and implement them, and specify completion times.
b. Local Level:
Based on the Minister's Directive and assigned functions and tasks, the head of the unit organizes competitive movements within their own unit, sets targets, solutions for implementation, and completion times for each movement, focusing on addressing key and urgent tasks, difficult and pressing issues at the local level. Coordinate with Trade Unions and the Communist Youth Union under the leadership of the Party Committee to continuously motivate, urge, inspect, and maintain the movements. Clearly define individual responsibilities in directing and organizing implementation. At the end of each competition period, conduct interim and final reviews, draw lessons, select outstanding collectives and individuals for commendation, report to higher authorities for commendation, and publicize exemplary cases within the unit.
2. Procedures for Launching Competitive Movements
- Base on task requirements to launch competitive movements;
- Propose targets and solutions for organization and implementation;
- Specify timeframes for each competition period;
- Conduct interim and final reviews to assess competitive movements;
- Select outstanding collectives and individuals leading the way for commendation;
- Organize publicity to promote exemplary cases.
3. Organization of Signing Competition Agreements
- The head of the unit organizes the launch of competitive movements and leads the signing of competition agreements;
- For collectives, the agreement aims to complete the set targets and tasks. The scope of the competition agreement for collectives is organized internally among units that have been divided into blocks, clusters, and fields of work with similar natures of work.
- For individuals, the agreement aims to strive to exceed assigned tasks, achieve the title of Outstanding Worker at the grassroots level, Outstanding Worker at the Ministry level, and Outstanding Worker nationwide. The scope of the competition agreement for individuals is organized internally within grassroots units (from team, department, division, faculty, workshop... levels).
IV. DIVISION OF REGIONS, FIELDS, AND BLOCKS FOR COMPETITION AGREEMENTS
The Ministry divides regions, fields, and work blocks to organize the signing of competition agreements and provide a basis for selecting units ranked first, second, and third to receive the Flag of Excellence from the Government and the Ministry. Specifically:
1. For units directly under the Ministry, they are divided into Blocks
a. State Management Block: Departments, Bureaus, Inspectorate, Office, Department of Enterprise Reform and Management.
b. Public Service Block: Centers, Newspapers, Journals, Hospitals.
c. Business Block:
- Economic Group and State-Owned Enterprises 91: belong to the national competition block reviewed by the National Council for Encouragement and Commendation.
- State-Owned Enterprises 90 and Enterprises directly under the Ministry, divided into two:
+ State-Owned Enterprises 90;
+ Enterprises directly under the Ministry.
d. Educational Block, divided into two:
- Universities, Management Colleges, and Colleges;
- Secondary Technical Schools and Vocational Training Schools.
e. Institutes directly under the Ministry Block
2. For units that are members of Economic Groups and State-Owned Enterprises 91; members of the Vietnam Academy of Agricultural Sciences, the Vietnam Academy of Water Resources, and District-level Units (second-level units) under Departments
The Board of Directors and General Managers; Institute Directors, and Department Heads of specialized Departments organize the signing of competition agreements within their units and select three units ranked first, second, and third to submit to the Ministry for flag presentation.
3. For Provincial Departments of Agriculture and Rural Development
Divide competition blocks into seven economic regions:
a. The Northern Midland and Mountainous Region: includes 15 provinces, namely Ha Giang, Cao Bang, Lao Cai, Phu Tho, Lang Son, Tuyen Quang, Bac Can, Yen Bai, Thai Nguyen, Bac Giang, Quang Ninh, Lai Chau, Dien Bien, Son La, Hoa Binh;
b. The Red River Delta Region: includes 9 provinces and 2 cities: Bac Ninh, Vinh Phuc, Hai Duong, Hung Yen, Ha Tay, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh, Hanoi, Hai Phong;
c. The North Central Coastal Region: includes 6 provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue;
d. The South Central Coastal Region: includes 1 city and 7 provinces: Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan;
đ. The Central Highlands Region: includes 5 provinces: Gia Lai, Kon Tum, Dak Lak, Dak Nong, Lam Dong;
e. The Southeastern Region: includes 5 provinces and 1 city: Ho Chi Minh City, Tay Ninh, Binh Duong, Binh Phuoc, Dong Nai, Ba Ria - Vung Tau;
g. The Mekong Delta Region: includes 12 provinces and 1 city: Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh, Dong Thap, Hau Giang, Soc Trang, An Giang, Kien Giang, Bac Lieu, Ca Mau, Can Tho City.
Part 2
REWARD WORK
I. REVIEW AND RECOGNITION OF MERIT
1. Principles for Recognition of Merit
- Accuracy, transparency, fairness, timeliness;
- Regular implementation, a form of recognition may be awarded multiple times to the same recipient;
- Combining spiritual encouragement with material incentives closely;
- Based on the results of civil servant performance evaluations according to annual organizational cadre work guidelines and the competition agreements registered by collectives and individuals to serve as the basis for reviewing and recognizing merit.
2. Criteria for Recognition of Merit
Annually, when awarding commendation titles and forms of recognition must be based on criteria stipulated in:
- Law on Competition and Commendation, Law Amending and Supplementing Certain Provisions of the Law on Competition and Commendation;
- Decree No. 121/2005/ND-CP dated September 30, 2005 of the Government detailing and guiding the implementation of the Law on Competition and Commendation, Law Amending and Supplementing Certain Provisions of the Law on Competition and Commendation;
- Circular No. 01/2007/TT-VPCP dated July 31, 2007 of the Government Office guiding the implementation of Decree No. 121/2005/ND-CP dated September 30, 2005 of the Government.
3. Authority to Review, Propose and Decide on Recognition of Merit
a. Authority of the Minister:
- Review and submit to the Prime Minister for awarding the Flag of Excellence of the Government, Certificate of Merit of the Prime Minister, Medals of various types, Labor Hero, National Model Worker for units under the Ministry; Decide to award the Flag of Excellence of the Ministry to units that win first, second, and third places in each group, region, and field; consult with People's Committees of provinces and centrally-administered cities, Economic Groups, and General Corporation 91 based on the proposal of the Central Board for Competition and Commendation; specifically, for the Flag of Excellence of the Government for Departments of Agriculture and Rural Development, the People's Committee of the province or city will propose, and the Ministry will only consult for those Departments ranked first in each region;
- Decide to award the title of Outstanding Labor Collective to units annually.
b. Directors of Departments of Agriculture and Rural Development:
According to the list divided into 7 economic regions, in 2008, the Ministry assigned the Department at the top of the list to be the head of the group, and subsequently, the next Department in the list becomes the head. Each year, the head organizes the competition agreement in January, evaluates and ranks the Departments first, second, and third, and submits to the Ministry for awarding the Flag before November 30.
c. Heads of specialized agencies: Responsible for evaluating the competition achievements of Departments in each region based on the detailed standards in the evaluation table (model number 12), review and submit to the Ministry for awarding the Flag of Excellence to the three leading Inspection Centers annually.
d. Heads of Planning, Science and Technology, and Environment Departments, Cadre Organization Departments: Guide the leading competition groups in enterprises, schools, and institutes to organize the evaluation of competition achievements and submit to the Ministry for awarding the Flag to the first, second, and third place units in each group.
đ. For other forms of recognition: Commemorative Medal, Banner, and Vietnam Golden Rice Awards, Golden Agricultural Cup, High-Quality and Trustworthy Agricultural and Forestry Products, the Ministry has separate guidance..
II. APPLICATION FOR RECOGNITION OF MERIT
Implement the process of reviewing and recognizing merit according to ISO 9001-2000 standards, annually send the application procedures to the Ministry according to the procedure and "Sample Documents" attached to this circular, specifically as follows:
1. Regular Recognition of Merit
a. Awarding the Flag and Certificate of Merit of the Ministry:
Report, Minutes of the Meeting of the Competition and Commendation Council of the unit; Summary report of achievements, Detailed report, and Self-evaluation Table.
b. Awarding Medals, Certificate of Merit of the Prime Minister, Labor Hero, National Model Worker, Outstanding Civil Servant, Outstanding Labor Collective:
- Report of the Head of the Unit and accompanying list;
- Minutes of the Meeting of the Competition and Commendation Council of the unit, result of trust vote;
- Achievement report; Summary achievement report;
- Confirmation from the Provincial Tax Bureau regarding tax payment obligations for enterprises, Enterprise Director, Chief Accountant, specifically: Flag of Excellence of the Ministry, Flag of Excellence of the Government confirms tax payment for one year; Certificate of Merit of the Prime Minister for collective confirms tax payment for three years, for Director and Chief Accountant confirms tax payment for five years; Medals confirm tax payment for five, seven, and ten years corresponding to the number of years reported in the achievement report. The data in the achievement report must match the tax payment confirmation data from the Provincial Tax Bureau.
c. Recognition of Merit for long-serving leaders in agencies, organizations, and associations:
- Report of the Head of the Unit and accompanying list;
- Minutes of the Meeting of the Competition and Commendation Council of the unit;
- Copy of confirmation of pre-revolutionary cadres (if any);
- Report on the career path of the individual.
d. Recognition of Merit for outstanding achievements:
- Report of the Head of the Unit;
- Summary report of the achievements of the directly managed units for the proposed recipients of immediate recognition.
2. Recognition of Merit for Achievements in Campaigns and Special Topics
a. Awarding Medals, Certificate of Merit of the Government:
- Report of the Head of the Unit and accompanying list;
- Minutes of the Meeting of the Competition and Commendation Council of the unit;
- Achievement report and summary achievement report of collectives and individuals who have achieved in campaigns and special topics.
b. Awarding the Flag and Certificate of Merit of the Ministry:
- Report of the Head of the Unit and accompanying list;
- Minutes of the Meeting of the Competition and Commendation Council of the unit;

||| - Medals, Certificates of Merit from the Government, Title of Heroic Laborer before March 30;
||| - Certificate of Merit from the Minister, Model Worker of the Ministry, Excellent Labor Collective: Only one round per year, submission time before February 28;
||| - Commendation for competition campaigns and special topics: Submission time corresponding to the end of the competition movement;
||| - Immediate commendation: No specified time;
||| - Commendation for educational institutions before July 15;
||| - Commemorative medals each year in two rounds: Round 1 on May 1 and Round 2 on November 14 (the establishment day of the Ministry of Agriculture and Rural Development).

IMPLEMENTATION
||| Establish a commendation fund at the unit, the level of collection and expenditure shall be implemented according to Circular No. 73/2006/TT-BTC dated August 15, 2006 of the Ministry of Finance guiding and Decision No. 1709/QĐ-BNN-TC dated June 9, 2008 of the Minister of Agriculture and Rural Development, promulgating the Regulation on the establishment, management, and use of the competition and commendation fund of the Ministry of Agriculture and Rural Development.
||| 1. Responsibilities of Unit Heads.
||| - Organize the launch of continuous competition movements, competition campaigns, and special topic competitions within the unit.
||| - Implement the examination and commendation in the form of a Certificate of Merit (criteria are stipulated in Article 75 of the Law on Competition and Commendation and Article 50 of Decree No. 121/2005/NĐ-CP dated September 30, 2005 of the Government). Select outstanding collectives and individuals to present to the Minister and higher authorities for commendation;
||| - Submit commendation proposal files to the Ministry according to the prescribed "Model Documents" and deadlines;
||| - Assign leadership responsibility and allocate specialized or part-time staff to handle competition and commendation work to assist the unit head in promoting competition and commendation activities in their field of expertise.
||| - Implement according to the authority stipulated in Section 3, Point I, Part II of this Circular.
||| 2. Heads of specialized agencies also have the responsibility to compile proposals and score competitions for Departments, confirm commendation achievements for objects under their management, examine and propose immediate commendation through simplified procedures for collectives and individuals with outstanding achievements in disaster prevention and control, disease management, forest protection and fire prevention, and those who contribute effectively in spirit and material to the development of the industry;
||| 3. The Head of the Department of Organization and Cadres has the responsibility to advise the Minister to implement state management tasks regarding competition and commendation throughout the sector as prescribed; provide professional guidance, organize training for cadres handling competition and commendation in subordinate units of the Ministry, economic groups, and General Companies 91; consolidate, monitor, inspect, and evaluate the implementation of competition and commendation activities in units.
||| 4. This Circular takes effect 15 days after its publication in the Official Gazette; previous regulations of the Ministry that conflict with this Circular are abolished.
