CIRCULAR

Issuing the List of Plant Protection Chemicals Permitted for Use in Vietnam

and the List of Plant Protection Chemicals Prohibited from Use in Vietnam

Pursuant to the Law on Plant Protection and Quarantine of Plants No. 41/2013/QH13;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

this Circular

The Minister of Agriculture and Rural Development issues this Circular on the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam.

Article 1. Attached herewith are

1. The List of Plant Protection Chemicals Permitted for Use in Vietnam, Appendix I attached herewith, including:

a) Agricultural chemicals:

- Insecticides: 897 active ingredients with 2,196 trade names.

- Fungicides: 838 active ingredients with 1,957 trade names.

- Herbicides: 312 active ingredients with 996 trade names.

- Rodenticides: 09 active ingredients with 73 trade names.

- Growth regulators: 67 active ingredients with 207 trade names.

- Insect attractants: 08 active ingredients with 08 trade names.

- Snailcides: 31 active ingredients with 162 trade names.

- Adjuvants (spreaders): 05 active ingredients with 06 trade names.

b) Termite control chemicals: 17 active ingredients with 29 trade names.

c) Timber preservation chemicals: 07 active ingredients with 08 trade names.

d) Warehouse disinfectants: 03 active ingredients with 11 trade names.

đ) Golf course chemicals:

- Insecticides: 01 active ingredient with 01 trade name.

- Fungicides: 02 active ingredients with 02 trade names.

- Growth regulators: 01 active ingredient with 01 trade name.

e) Seed treatment chemicals:

- Insecticides: 10 active ingredients with 16 trade names.

- Fungicides: 12 active ingredients with 12 trade names.

g) Post-harvest crop storage chemicals

- 02 active ingredients with 02 trade names.

2. The List of Plant Protection Chemicals Prohibited from Use in Vietnam, Appendix II attached herewith, includes:

a) Insecticides, timber preservation chemicals: 23 active ingredients.

b) Fungicides: 06 active ingredients.

c) Rodenticides: 01 active ingredient.

d) Herbicides: 01 active ingredient.

3. The Harmonized System (HS) code table for plant protection chemicals specified in Clause 1 and Clause 2 of this Article shall be implemented according to Section 23 and Section 24 of Appendix I issued together with Circular No. 01/2024/TT-BNNPTNT dated February 2, 2024, issued by the Minister of Agriculture and Rural Development on the HS code table for goods under the management of the Ministry of Agriculture and Rural Development and the list of goods subject to specialized inspection in the field of agriculture and rural development.

4. The importation of plant protection chemicals containing the active ingredient carbosulfan (a chemical listed in Appendix III of the Rotterdam Convention) in the List of Plant Protection Chemicals Permitted for Use in Vietnam shall be carried out in accordance with the laws governing foreign trade management.

Article 2. Transitional provisions

1. For plant protection chemicals containing the active ingredient carbosulfan: production may continue for three months and sale and use may continue for two years from the date this Circular takes effect.

2. For plant protection chemicals containing the active ingredient benfuracarb: importation is not permitted; production may continue for three months; sale and use may continue for one year from the date this Circular takes effect.

Article 3. Effectiveness

1. This Circular shall take effect from February 10, 2026.

2. Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024, issued by the Minister of Agriculture and Rural Development on the issuance of the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam, and Circular No. 03/2025/TT-BNNMT dated May 16, 2025, issued by the Minister of Agriculture and Rural Development on amending and supplementing Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024, issued by the Minister of Agriculture and Rural Development on the issuance of the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam shall cease to be effective from the date this Circular takes effect.

Article 4. Responsibilities for Implementation

1. The Director of the Crop Production and Plant Protection Department, Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, and organizations and individuals concerned shall be responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Rural Development (through the Crop Production and Plant Protection Department) for consideration and prompt resolution./.
