Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. Approve the Rubber Development Plan to 2015 and Vision to 2020 with the following main contents:
I. DEVELOPMENT VIEWS
1. The rubber development plan must be based on market demand. Exploit and effectively utilize advantages of land and natural conditions in certain regions to achieve sustainable development. Rapidly apply scientific and technological progress to enhance productivity, quality, efficiency, and competitiveness of rubber products in the market.
2. Develop rubber towards intensive investment to increase productivity and quality. Plant new rubber trees on areas converted from low-efficiency agricultural production land and natural forests suitable for rubber cultivation.
3. Rubber development must integrate raw material regions with processing facilities and markets to form large-scale concentrated commodity production zones.
4. Utilize all economic resources and state support to ensure efficient, sustainable rubber production and protect the ecological environment.
II. DEVELOPMENT OBJECTIVES
1. By 2010: continue planting 70 thousand hectares to reach a total national rubber area of 650 thousand hectares, latex output of 800 thousand tons, export turnover of 1.6 billion USD; expand processing capacity to about 220 thousand tons.
2. By 2015: continue planting 150 thousand hectares to reach a total national rubber area of 800 thousand hectares, latex output of 1.1 million tons, export turnover of 1.8 billion USD; expand processing capacity by 360 thousand tons over five years.
3. By 2020: stabilize the national rubber area at 800 thousand hectares, latex output of 1.2 million tons, export turnover of 2 billion USD.
III. GUIDELINES FOR THE PLAN
1. Regarding land for rubber planting
To achieve the target of 800 thousand hectares of rubber, it is necessary to continue planting 150 thousand hectares on low-efficiency agricultural production land, unused land, and converting natural forests suitable for rubber growth.
2. Guidelines for rubber planning in different regions
a) Southeast Region: continue planting 25 thousand hectares on low-efficiency agricultural production land and converting natural forests suitable for rubber, to stabilize the rubber area at 390 thousand hectares;
b) Central Highlands: continue planting approximately 95-100 thousand hectares on low-efficiency agricultural production land, unused land, and converting natural forests suitable for rubber, to stabilize the rubber area at 280 thousand hectares;
c) South Central Coast: continue planting 10-15 thousand hectares on low-efficiency agricultural production land and converting natural forests suitable for rubber, to stabilize the rubber area at 40 thousand hectares;
d) North Central Region: continue planting approximately 20 thousand hectares mainly using agricultural land, to stabilize the rubber area at 80 thousand hectares;
đ) Northwest Provinces: do not develop in a rush, take appropriate steps. Based on available land and the results of evaluating existing rubber plantation effectiveness, localities should decide to expand areas where conditions permit, aiming for a total of about 50 thousand hectares by 2020.
2. Regarding science, technology, and technology transfer
a) Continue investing funds in research projects for selecting, breeding, and importing high-yield and high-quality rubber clones to supply sufficient high-quality seedlings for nurseries serving production needs. The Ministry of Agriculture and Rural Development will coordinate with provincial People's Committees, the Vietnam Rubber Corporation to direct the implementation of high-quality rubber clone projects under the Program for Crop, Livestock, Forestry Seedlings, and Aquatic Seedlings approved by the Prime Minister;
b) Strengthen agricultural extension work, promote the transfer of advanced technologies, provide information, training, and education to improve workers' skills in planting, caring for, tapping, and processing rubber.
3. Regarding product consumption
a) Enterprises must organize well the signing of contracts for the sale of rubber products with producers to ensure full sales at mutually beneficial prices;
b) Promote trade promotion activities, continue expanding rubber product sales markets, build brands and quality standards. Establish a Vietnamese rubber futures market to create a wholesale market consistent with international practices. Promote cooperative relationships in rubber planting, processing, and sales with countries worldwide.
4. Regarding investment and credit
a) Encourage mobilizing investment capital from investors, idle capital in the community, and land value for rubber development;
b) State budget prioritizes funding for infrastructure investment in economic and social areas of rubber planting projects;
c) Organizations, households, and individuals planting rubber in difficult areas are eligible for loans according to Decree No. 151/2006/NĐ-CP dated December 20, 2006, and Decree No. 106/2006/NĐ-CP dated September 19, 2006, of the Government amending and supplementing some articles of Decree No. 151/2006/NĐ-CP.
5. Regarding production organization
a) Invest in developing rubber processing facilities and wood products linked to raw material regions in diverse ownership and product forms, forming agro-industrial enterprises to link production with processing, consumption, and export;
b) The State encourages enterprises and individuals to participate in rubber planting, processing, and product sales according to the approved plan;
c) Encourage and support the formation of cooperatives or cooperatives in the field of rubber planting, processing, and sales to assist household and private rubber planters in technical services and product sales;
d) Enhance the operational capacity of the Vietnam Rubber Association to support, create conditions, and protect the interests of members and producers.
V. IMPLEMENTATION
1. The Ministry of Agriculture and Rural Development shall take the lead, coordinate with relevant ministries, agencies, and provincial People's Committees to guide, direct, and inspect the implementation of the planning; promptly update information on production, market information, scientific and technological progress to adjust the planning appropriately.
2. Central ministries and agencies: cooperate with the Ministry of Agriculture and Rural Development and localities in implementing their State management functions; guide localities in using land for conversion in accordance with the law and effectively; ensure factors, especially investment capital for development according to the planning.
3. Provincial People's Committees: review and develop local rubber development plans, identify areas for converting from agricultural production land and natural forest land within poor productive forests to rubber planting, publicly and transparently so that domestic and foreign enterprises, organizations, and individuals can choose investment areas. Select enterprises, organizations, and individuals with sufficient investment capacity and proceed with procedures to establish investment projects in accordance with regulations, enabling these organizations to quickly implement detailed project planning.
4. The Vietnam Rubber Industry Group and state-owned corporations in the rubber industry shall develop unit development plans for rubber in accordance with approved planning by competent authorities, effectively utilize natural resources, land, and other sources.
Article 2. This Decision takes effect from the date of issuance.
Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairmen of provincial People's Committees related to this Decision shall be responsible for its implementation./.
