Regarding the development of the Socio-Economic Development Plan for the 2011-2015 period

Implementing the Resolution of the 10th National Party Congress and the Resolution of the National Assembly on the Socio-Economic Development Plan for the 2006-2010 period, all sectors, levels, business communities, and the entire population have made great efforts to overcome difficulties and challenges, achieving significant accomplishments in economic development and improving people's living standards.
However, since late 2008, the world economic situation has undergone many complex and unpredictable changes. The global financial crisis and economic recession have directly affected Vietnam's economic development, particularly in 2009 and 2010. Therefore, the tasks during the 2011-2015 period are very arduous. To mitigate and minimize the impacts of the global crisis and successfully implement the Socio-Economic Development Strategy for the 2011-2020 period, creating a foundation for further socio-economic development, the Prime Minister requests that all Ministries, ministerial-level agencies, government agencies, provinces, centrally governed cities, economic groups, and state-owned corporations develop the Socio-Economic Development Plan for the 2011-2015 period with the following contents:
A. MAIN CONTENTS OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2011-2015 PERIOD
The Socio-Economic Development Plan for the 2011-2015 period must be developed based on the situation and results of implementing the Socio-Economic Development Plan for the 2006-2010 period, resolutions of the Party, the National Assembly, the Government, and forecasts of the international and domestic situations during the 2011-2015 period; from which to determine the development goals of the five-year plan consistent with the ten-year Socio-Economic Development Strategy for the 2011-2020 period and the actual conditions of the country. The main contents of the Socio-Economic Development Plan for the 2011-2015 period include:
I. REGARDING THE ASSESSMENT OF THE IMPLEMENTATION OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2006-2010 PERIOD:
Based on the mid-term report assessing the situation and results of implementing the Resolution of the 10th National Party Congress on socio-economic development for the 2006-2010 period, the mid-term report assessing the implementation of the Resolution of the Party Congresses at various levels on the Socio-Economic Development Plan for the 2006-2010 period by sector and field, and the monitoring and evaluation framework based on the results of implementing the Socio-Economic Development Plan for the 2006-2010 period that has been approved; … all Ministries, ministerial-level agencies, government agencies, provinces, centrally governed cities, economic groups, and state-owned corporations estimate their implementation of the 2009 plan, forecast the 2010 plan, comprehensively assess the implementation of the socio-economic development plan across all aspects; especially focusing on the goals, tasks, and indicators approved in the Resolution of the 10th National Party Congress, Resolutions of the National Assembly, the Government, and People's Councils at all levels on socio-economic development for the 2006-2010 period. The contents that need to be concentrated on evaluating include:
1. The situation of implementing the Resolution of the 10th National Party Congress, the Resolution of the National Assembly on the Socio-Economic Development Plan for the 2006-2010 period, with particular emphasis on evaluating the implementation of measures and policies to control inflation, stabilize macroeconomic conditions, prevent economic decline, sustainable growth alongside the realization of social security goals, and improving people's living standards.
2. Issues arising in the implementation of major policies and achievements in growth combined with sustainable development, structural transformation of the economy (industry structure and internal industry structure, economic component structure, labor structure, regional economic structure). There should be evaluations of economic structural transformation and development investment due to direct impacts from international economic integration, including the impact of joining the World Trade Organization (WTO), bilateral and multilateral free trade agreements.
3. In-depth analysis of the quality of growth in each sector and locality; the competitiveness of key products; the exploitation and utilization of resources, especially land, mineral resources, oil and gas; human resource quality; the exploitation and utilization of material and technical infrastructure, application of scientific achievements, and technological innovation.
4. Contents in the social and environmental protection fields, with particular attention to improving material and spiritual living standards, science, education and training, employment, increasing income for the people, poverty reduction, resource and environmental protection, etc.
5. Mobilization and utilization of capital sources, including: state budget, state investment credit, commercial bank credit, capital from the private sector, official development assistance (ODA), non-governmental aid, foreign direct investment (FDI), corporate finance. The situation and progress in implementing key projects and programs, national target programs, targeted support programs, and other large programs and projects.
6. Technological level and additional production capacity in the 2006-2010 period.
7. Management mechanisms and organizational implementation of the plan; administrative reform work, discipline enforcement, quality of cadres and staff; anti-corruption work, thrift, and waste prevention, etc.
When evaluating the implementation of the Five-Year Plan for 2006-2010, it must clearly reflect the results of implementing the Resolution of the Fourth Plenary Session of the Central Committee of the Party on major policies to promote rapid and sustainable economic development when Vietnam is a member of the World Trade Organization (WTO), and the Vietnam Sea Strategy until 2020; the Resolution of the Sixth Plenary Session of the Central Committee of the Party on continuing to build the working class in the period of accelerating industrialization and modernization; further improving the socialist-oriented market economy system; the Resolution of the Seventh Plenary Session of the Central Committee of the Party on agriculture, farmers, and rural areas; building a cadre of intellectuals during the period of accelerating industrialization and modernization; strengthening the leadership of the Party over youth work in the period of accelerating industrialization and modernization; the Resolution of the Ninth Plenary Session of the Central Committee of the Party and other Resolutions of the Politburo and the Central Committee of the Party; the results of implementing the Government's resolutions and the Prime Minister's decisions in the annual plan implementation to achieve the five-year socio-economic development goals from 2006 to 2010.
At the same time, it must clearly identify existing weaknesses and shortcomings compared to set targets; clarify the reasons for success and failure, both objective and subjective; the responsibility of each sector and level, to draw lessons and experiences for the upcoming development phase of the country.
II. ON THE CONTENT OF THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR 2011-2015.
The national economy is increasingly integrating into the global economy. Fluctuations in the world economy will directly impact domestic socio-economic activities. The five-year socio-economic development plan for 2011-2015 is formulated against a backdrop of significant domestic and international challenges, particularly the aftermath of the global financial crisis and economic recession. Alongside unfavorable factors, during the 2011-2015 period, Vietnam also benefits from opportunities created by the recovery and development of the world economy post-crisis, which will facilitate trade promotion and foreign investment attraction; additionally, internal economic restructuring will create new conditions for development, contributing to enhancing efficiency and sustainability. The scale and potential of the national economy have increased significantly. Political and social stability provides a solid foundation for development.
1. Objectives of the Five-Year Socio-Economic Development Plan for 2011-2015
The general objective of the Five-Year Socio-Economic Development Plan for 2011-2015 is to develop the economy with a fast and sustainable growth rate; strengthen the country's development capacity. Enhance quality, efficiency, competitiveness, and proactiveness in international integration, making significant progress in economic structure transformation; accelerate industrialization and modernization. Vigorously innovate science and technology; significantly improve the quality of education, training, human resource development, healthcare, culture, and sports. Improve people's living standards while addressing poverty, creating jobs, and ensuring social welfare. Maintain political stability, ensure national defense and security, and public order and safety.
2. Development Orientation and Main Tasks:
a) Strive to achieve an average annual GDP growth rate of 7-8% for the 2011-2015 period. Reduce the poverty rate according to the new standard by an average of 2-3% annually.
b) Complete the market economy system, establish a fair, transparent, stable, and open business environment, remove obstacles to promote investment and production development.
c) Exploit and enhance the advantages and strengths of various industries, sectors, and regions, with particular emphasis on developing high-value-added products. Develop agriculture based on comparative advantages of each region and locality; apply advanced technologies to reduce costs and improve product quality and competitiveness. Develop industry through technological innovation; make significant progress in the quality, efficiency, and competitiveness of certain industries and products. Vigorously develop high-value service sectors, transportation, trade, and tourism; expand and enhance the purchasing power of the domestic market.
d) Accelerate the transformation of the economic structure and labor force towards industrialization and modernization, increase technological content, reduce energy and raw material consumption in products.
đ) Encourage the development of all types of economic entities while continuously reforming and enhancing the efficiency of state-owned enterprises to play a leading role in the socialist-oriented market economy. Simultaneously, create favorable conditions for the strong development of private enterprises and foreign-invested enterprises. Implement support policies for cooperative and cooperative enterprise development, small and medium-sized enterprises to promote production, create more jobs, and improve workers' living standards.
e) Maximize and effectively utilize domestic and foreign resources (capital, technology, and management experience); build a comprehensive economic and social infrastructure system. Strongly encourage investment in key economic zones; provide more support for investment in difficult regions, remote areas, and ethnic minority areas.

Utilize the resources of overseas Vietnamese communities in building the country.
i) Vigorously develop science and technology. Enhance research, dissemination, and application of scientific and technological transfer to directly serve the process of industrialization and modernization of the country. Focus on developing high-tech industries.
k) Improve the quality of human resource training to meet the requirements of industrialization, modernization of the country and the development of a knowledge-based economy. In particular, pay special attention to training highly qualified personnel, capable managers, and skilled technical workers; train human resources for rural areas to implement agricultural development and new rural construction.
l) Vigorously address employment issues, encourage motivation to become wealthy, implement poverty reduction programs, develop the social security system; improve the quality of life and health of the people, ensure social equity; prioritize support for the development of difficult regions and ethnic minority areas; prevent and curb social evils.
m) Preserve and promote all positive cultural nuances and values of the ethnic communities, maintain unity within the diversity and richness of Vietnamese culture, while expanding international exchanges, absorbing the finest elements of world culture, enriching the national culture and creating new values.
n) Develop physical education and sports for all to enhance the physical and mental health of the people. Develop high-performance and professional sports to raise Vietnam's position on the international and regional sports stage.
o) Implement gender equality, enhance the status of women and protect the rights of children. Implement policies respecting and ensuring freedom of belief; policies for the development of Vietnamese youth.
p) Vigorously promote socialization in education, training, healthcare, public health services, and physical education and sports. Create significant changes in public service activities and improve the quality of public service provision.
q) Strengthen work on protecting natural resources and the environment. Use natural resources reasonably and effectively. Address and prevent environmental pollution.
r) Enhance the effectiveness and efficiency of the socialist rule-of-law state, create a new breakthrough in administrative reform, including improving the quality and activities of judicial bodies; curb bureaucratic practices, corruption, and waste.
s) Strengthen defense and security capabilities, ensure political stability, maintain peace, stability, and social order and safety.
B. REQUIREMENTS IN THE DEVELOPMENT OF THE ECONOMIC AND SOCIAL PLAN FOR THE 2011-2015 PERIOD
I. ON THE ORGANIZATION OF EVALUATING THE IMPLEMENTATION OF THE ECONOMIC AND SOCIAL PLAN FOR THE 2006-2010 PERIOD
The organization of evaluating the Economic and Social Plan for the 2006-2010 period must mobilize and utilize the coordination of the organizational machinery of ministries, sectors, and localities to ensure the quality of the summary evaluation report.
Regarding the method of evaluating the implementation of the 2006-2010 Plan: To ensure the quality of the summary evaluation work, it is necessary to closely follow the goals, indicators guiding development and the provisions on the content and methods of evaluating the implementation of the economic and social development plan issued in Decision No. 555/2007/QD-BKH dated May 30, 2007, by the Ministry of Planning and Investment.
II. ON THE BUILDING OF THE OBJECTIVES AND TASKS OF THE ECONOMIC AND SOCIAL PLAN FOR THE 2011-2015 PERIOD
The Economic and Social Development Plan for the 2011-2015 period must be built in close alignment with the resolutions of the Party, National Assembly, and Government on economic and social development, ensuring the conditions to achieve the goals of the Socio-Economic Development Strategy for the 2011-2020 period. The Economic and Social Development Plans for the 2011-2015 period of various sectors, fields, and local levels must be consistent with the strategies, plans for development of sectors and fields; land use plans; plans for socio-economic development of regions and territories.
The plan must be linked to the ability to balance resources to ensure feasibility and improve the efficiency of resource utilization. At the same time, the plan must be suitable for the implementation capacity of sectors and levels and sustainable development in the upcoming period.
During the process of building the Economic and Social Development Plan for the 2011-2015 period, ministries, sectors, and localities need to widely seek opinions from research institutions, universities, non-governmental organizations, community residents, investors and businesses, sponsors, and domestic and foreign experts.
C. ASSIGNMENT AND PROGRESS IN BUILDING THE ECONOMIC AND SOCIAL PLAN FOR THE 2011-2015 PERIOD
I. ASSIGNMENT OF RESPONSIBILITIES IN BUILDING THE ECONOMIC AND SOCIAL PLAN FOR THE 2011-2015 PERIOD
Based on the draft of the Economic and Social Development Plan for five years approved by the Politburo and the above-mentioned tasks, ministries, sectors, and localities have the responsibility:
1. The Ministry of Planning and Investment shall take the lead and coordinate with ministries, sectors, and localities:
a) Build calculations and determine options for major balances as guidelines for ministries, sectors, and localities to build the Economic and Social Development Plan for the 2011-2015 period.
b) Build a system of indicators and guide the collection of indicators to ensure consistency nationwide, serving the monitoring and evaluation of the plan well.
c) Guide ministries, sectors, and localities in building a framework for monitoring and evaluating the implementation of the Economic and Social Development Plan for the 2011-2015 period.
d) Urge and inspect the construction of the Economic and Social Development Plan for the 2011-2015 period by ministries, sectors, and centrally-administered cities and provinces.
d) Guide ministries, sectors, and localities in developing plans to assist in training human resources for small and medium-sized enterprises within the five-year socio-economic development plan of ministries, sectors, and localities.
e) Take the lead and coordinate with ministries, sectors, and localities to organize meetings with central agencies, provincial people's committees, economic groups, state-owned corporations regarding the five-year socio-economic development plan from 2011 to 2015. Summarize the situation of developing socio-economic development plans at all levels, sectors, and localities, and report to the Government in accordance with regulations.
g) Compile and prepare the report on the five-year socio-economic development plan from 2011 to 2015 for submission to the Central Committee, National Assembly, and Government in accordance with the schedule.
h) Summarize and evaluate the implementation of national target programs, targeted support programs, and major projects carried out during the period from 2006 to 2010. Propose targeted support programs, national target programs, and major projects to be implemented during the period from 2011 to 2015 for submission to the Government and Prime Minister.
i) Reform statistical work on collecting socio-economic development data gradually aligning with international statistical standards.
2. Ministry of Finance:
a) Take the lead and coordinate with the Ministry of Planning and Investment to guide ministries, sectors, and localities in developing financial and state budget plans for the period from 2011 to 2015, including evaluating the implementation of financial and state budget plans from 2006 to 2010; forecasting the ability to balance the national finances and state budget; preparing plans to mobilize resources into the state budget; government debt and national debt plans for the period from 2011 to 2015.
b) Coordinate with the Ministry of Planning and Investment to build major financial and state budget balances.
c) Take the lead and coordinate with the Ministry of Planning and Investment to allocate annual state budget estimates for ministries, sectors, and localities in developing the five-year socio-economic development plan from 2011 to 2015. At the same time, provide specific guidance to ministries, sectors, and localities on allocating annual state budget estimates to develop the five-year socio-economic development plan from 2011 to 2015 with quality, particularly focusing on the evaluation of the five-year plan from 2006 to 2010 and setting appropriate targets for the period from 2011 to 2015.
3. The Ministry of Labor, Invalids, and Social Affairs:
a) Take the lead and coordinate with ministries, sectors, and localities to study and develop indicators in the social sector under its responsibility to serve the preparation, monitoring, and evaluation of the five-year socio-economic development plan from 2011 to 2015. At the same time, provide specific guidance to ministries, sectors, and localities on methods and approaches to collect and evaluate these indicators.
b) Take the lead and coordinate with the Ministry of Planning and Investment and other ministries, sectors, and localities to study and develop new poverty reduction standards suitable for the country's socio-economic development situation.
4. The Ministry of Natural Resources and Environment:
a) Take the lead and coordinate with ministries, sectors, and localities to study and develop indicators in the land, natural resources, and environmental sectors to serve the preparation, monitoring, and evaluation of the five-year socio-economic development plan from 2011 to 2015.
b) Take the lead and coordinate with the Ministry of Planning and Investment to provide specific guidance to ministries, sectors, and localities on methods and approaches to collect and evaluate indicators related to land, natural resources, and the environment.
5. Ministries, agencies equivalent to ministries, government agencies at the central level, localities, and state-owned economic groups and corporations:
a) Guide industries and levels in developing the five-year socio-economic development plan from 2011 to 2015 within their respective fields of responsibility, including evaluating the implementation of the five-year socio-economic development plan from 2006 to 2010 and the five-year plan from 2011 to 2015.
b) Develop the five-year socio-economic development plan from 2011 to 2015 within their respective fields and localities in line with the national development orientation and their own industry and level according to the contents and requirements mentioned above for submission to the competent authority; at the same time, report to higher-level agencies and central agencies as stipulated.
c) Coordinate with the Ministry of Planning and Investment and relevant ministries and sectors to develop economic and social development tasks within their respective fields of responsibility and for their agencies and units.
d) Ministries managing national target programs, Program 135, rapid and sustainable poverty reduction support program for 61 poor districts, the 5 million hectare forest project, and other large programs and projects... take the lead and coordinate with the Ministry of Planning and Investment, Ministry of Finance, and related units to assess the implementation of programs and large projects within their areas of responsibility; at the same time, research and propose to the Government the implementation of national target programs, large programs and projects... for the five-year plan from 2011 to 2015.
d) Develop a list of major projects to be implemented during the period from 2011 to 2015, specifically divided by sources of funding: state budget, government bonds, state credit, ODA, FDI...
e) Simultaneously with the process of developing the five-year socio-economic development plan from 2011 to 2015, study and develop a framework for monitoring and evaluating based on the results of implementing this plan.
g) Organize broad consultations with relevant agencies, including research institutions, universities, non-governmental organizations, community residents, especially investors and businesses, sponsors, domestic and foreign experts, etc., on the draft five-year socio-economic development plan from 2011 to 2015, the monitoring and evaluation framework based on results, the list of construction projects and investment projects during the period from 2011 to 2015,... to create high consensus, serving as a basis for submission to the competent authority for decision-making.
h) Allocate sufficient funds to implement the development of the five-year socio-economic development plan from 2011 to 2015 to meet the requirements set forth.
II. SCHEDULE FOR DEVELOPING THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FROM 2011 TO 2015
1. The Ministry of Planning and Investment will develop the "Outline of the Five-Year Socio-Economic Development Plan from 2011 to 2015" and report to the Prime Minister to submit for the Politburo's comments in June 2009.
2. On the basis of the Outline of the Socio-Economic Development Plan for the 2011-2015 period approved by the Politburo, ministries, sectors, and localities shall organize research and develop their own five-year socio-economic development plans; submit draft reports on their five-year plans to the Ministry of Planning and Investment before July 30, 2009 for consolidation, and present them to the Prime Minister in September 2009 and seek opinions from the Politburo in November 2009. Based on this, the Ministry of Planning and Investment shall finalize the draft Socio-Economic Development Plan for the 2011-2015 period, report it to the Prime Minister for submission to the Central Committee and for approval by the National Assembly at its first session of the XIIIth term.
The Prime Minister requests that ministers, heads of ministerial-level agencies, heads of government agencies, other central agencies, chairpersons of provincial and municipal people's committees under the central government, chairpersons of boards of directors, general directors of state-owned economic groups, and state-owned corporations have the responsibility to effectively implement this Directive./.
