Pursuant to Resolution No. 06/NQ-CP dated March 7, 2012 of the Government issuing the Action Program of the Government for the 2011-2016 term;

DECISION:

Article 1. Attached herewith is the Action Program of the Ministry of Agriculture and Rural Development to implement Resolution No. 06/NQ-CP dated March 7, 2012 of the Government on the Action Program of the Government for the 2011-2016 term.

Article 2. This Decision shall take effect from the date of signing.

Article 3. Heads of agencies and units under the Ministry of Agriculture and Rural Development, Directors of Departments of Agriculture and Rural Development of provinces and centrally governed cities shall be responsible for implementing this Decision.

Implementing Resolution No. 06/NQ-CP dated March 7, 2012 of the Government issuing the Action Program of the Government for the 2011-2016 term, the Ministry of Agriculture and Rural Development has developed an Action Program to concretize into specific contents and tasks to organize and effectively implement the Government's Resolution with the following main contents:

I. OBJECTIVES AND TASKS

The objective of the Action Program is to achieve success in the development goals for agriculture and rural areas set out in the Resolution of the 11th National Party Congress, the Resolution of the 7th Plenum (10th tenure) on agriculture, farmers, and rural areas, and the strategy for socio-economic development over ten years from 2011-2020 and the five-year plan from 2011-2015. In the early years of the 2011-2015 five-year plan, the focus will be on developing agriculture and building rural infrastructure; the emphasis will be on implementing the National Target Program on New Rural Areas Construction, laying the foundation for industrialization and modernization of agriculture and rural areas, with the goal that by 2020, Vietnam will have a modern agricultural sector based on high-tech platforms, producing quality agricultural products with high economic value and strong market competitiveness, and rural areas that are prosperous, civilized, and modern.

Forecasting the global economic situation during the Government tenure from 2011-2016, it will continue to experience complex and unpredictable developments, with the economy in general and Vietnam's agriculture in particular increasingly integrating deeply with regional and international countries. Domestically, macroeconomic issues (inflation, bank interest rates...) combined with abnormal weather, climate changes, and plant and animal diseases remain significant challenges, requiring the entire industry to make concerted efforts and effective solutions to ensure sustainable development.

The overall objective for the 2011-2016 tenure and the five-year plan from 2011-2015 for agriculture and rural areas is to strive for sustainable, qualitative growth, improving living conditions for rural residents, especially the poor, protecting and using natural resources and the environment reasonably. In the early years of the tenure, efforts will be focused on promoting agricultural production towards intensive farming to increase productivity, quality, efficiency, food safety, and linking production value with restructuring the industry; ensuring adequate supply of foodstuffs to meet domestic needs and exports, contributing to achieving the target of curbing inflation, stabilizing macroeconomic conditions, and ensuring social welfare. If favorable conditions arise in the later years of the tenure, higher targets will be pursued.

II. MAIN CONTENTS

1. Restructuring production sectors and transforming the growth model towards enhancing productivity, quality, and efficiency

Implementing reviews of sectoral planning from central to commune levels in conjunction with the National Target Program on New Rural Areas Construction; selecting and focusing on developing crop and livestock species that are advantageous in regions and areas; emphasizing aquaculture, livestock breeding, reducing post-harvest losses, and promoting the development of processing and preservation industries linked to market activities to increase added value, production and business efficiency, and sustainable development. Specific tasks for each sector and field are as follows:

1.1. Forestry

During the 2011-2015 tenure, the crop sector will continue to aim at ensuring national food security while exploiting the potential strengths of competitive commodity items to satisfy domestic consumption and export demands. Efforts will be concentrated on applying scientific and technological advancements including advanced technologies and modern production processes (GAP) to enhance production efficiency and ensure food safety.

- Food Crop Production:

Nationwide, maintain 3.8 million hectares of rice land; plant approximately 7.3 million hectares of rice, aiming for a rice yield of about 41-43 million tons by 2015 to ensure sufficient food for domestic consumption and export around 6-7 million tons of rice. Maintain corn area at about 1.2 million hectares to achieve a yield of 6 million tons. Maintain cassava area at around 500 thousand hectares, increasing cassava yield from 175 centners/hectare to 206 centners/hectare to meet industrial processing and export raw material requirements.

- Developing Industrial Crops:

Replant coffee, tea, and cashew trees with new varieties to stabilize 550 thousand hectares of coffee, 140 thousand hectares of tea, and 380 thousand hectares of cashew. For rubber trees, maintain the area at 834 thousand hectares. After 2015, based on evaluating the effectiveness of planted rubber areas and land reserves in regions, adjustments will be made to ensure efficient and sustainable development.

Stabilize 300 thousand hectares of sugarcane, intensively cultivate with suitable high-yielding varieties and staggered planting to achieve a sugar yield of 21.6 million tons; increase peanut area from 235 thousand hectares to 260 thousand hectares, achieving a yield of about 603 thousand tons; expand soybean area from 200 thousand hectares to 300 thousand hectares, achieving a yield of about 510 thousand tons by 2015.

- Development of vegetables, flowers, and fruits:

Focus on developing fruit varieties with favorable market demand; emphasize the production of safe vegetables and high-tech vegetable and flower cultivation.

1.2. Livestock breeding

Increase productivity, quality, and efficiency in livestock breeding; the value of livestock production should grow by an average of 7-8% per year, with livestock accounting for 36-38% of the total agricultural output value; meat production of various types at 5.5 million tons, eggs at 9.5-10 billion pieces, fresh milk at 660 thousand tons.

To achieve these goals, the livestock sector must focus on maintaining and developing original breeding stock, applying technical solutions to enhance breeding efficiency. Continue to encourage the development of household and farm-scale breeding, industrial production processes, advanced technology breeding, slaughtering and processing industries, while improving disease control capacity, food safety, and environmental protection.

1.3. Aquaculture

The target by the end of the term is to reach a total aquaculture output of 6.5 million tons, including marine capture at 2.2 million tons and aquaculture at 4.3 million tons; export turnover reaching 8 billion USD.

Review aquaculture areas to ensure intensive farming conditions, disease safety; focus on developing catfish, black tiger shrimp, whiteleg shrimp, green mussel, and other special aquatic products. Create conditions to improve the capacity of high-quality and disease-free seed production facilities to meet production needs.

Conduct surveys of marine resources, implement policies to support fishermen in expanding distant-water fishing effectively and safely; organize fishing teams at sea; apply advanced preservation technologies to reduce post-harvest losses and increase the value of harvested products. Promote detailed planning and investment in construction and operation of some marine conservation areas, inland water conservation areas; implement community management of conservation areas with regulations for resource protection and development to sustainably develop the aquaculture industry; organize chain integration in production, processing, preservation, circulation, and consumption of aquatic products.

1.4. Forestry

The forestry goal in the 2011-2015 plan is to increase the contribution of the forestry sector to economic development, environmental protection, and social security through sustainable management, protection, and utilization of existing forest areas, planting 1.25 million hectares of new forests from 2011 to 2015, including 150,000 hectares of protective forests; 500,000 hectares of productive forests; 600,000 hectares of post-harvest reforestation; 550,000 hectares of regeneration enclosure, including 350,000 hectares of transitional forest regeneration enclosure; 200,000 hectares of new regeneration enclosure; rehabilitation of 150,000 hectares of degraded natural forests; scattered tree planting: 250 million trees/year; improve the quality of natural forests, increase the productivity of productive forest planting by 10% in 2015 compared to 2011, ensuring forest coverage increases to 42-43% in 2015.

To achieve these goals, the country will implement the forest development and protection program for the 2011-2015 period according to Decision No. 57/QD-TTg dated January 9, 2012 of the Prime Minister. Strengthen and reinforce the forest rangers' force to ensure their core role in forest management and fire prevention; carry out tasks related to land allocation, forest encouragement, and forest statistics.

Develop intensive forest planting, focusing on large timber forest planting for processing, export, and domestic consumption, limiting premature harvesting and raw material exports; adjust the structure of protective forest planting towards diversity; develop processing; implement policies to increase income and living standards for forest workers.

Implement comprehensive and effective measures to protect and sustainably develop forest resources, strengthen the protection of protective and special-use forests; encourage rapid development of productive forests. Review and establish appropriate mechanisms and policies to ensure people's rights and encourage their participation in reasonable and efficient forest planting, protection, and harvesting. Coordinate guidance and strictly handle violations of laws on forest protection and development.

1.5. Salt Industry

Maintain the current salt production area, focus on deep investment, renovate and upgrade infrastructure at salt fields, develop industrial salt production to achieve an output of over 1.5 million tons/year to meet domestic food consumption and industrial raw material needs.

1.6. Development of Processing Industry, Increasing Added Value

Vigorously develop refined and deep processing industries; diversify products; invest in technological innovation and equipment combined with organizational measures for production and sales to increase product added value.

Accelerate agricultural mechanization, implement policies to reduce post-harvest losses according to Decisions No. 63/2010/QD-TTg dated October 15, 2010 and No. 65/2011/QD-TTg dated December 2, 2011 of the Prime Minister.

Review and statistically analyze agricultural, forestry, and aquaculture processing and storage facilities to strengthen state management over production, business, food safety, and environmental protection.

1.7. Management of Agricultural Inputs Quality, Forestry Products, and Food Safety of Agricultural and Aquatic Products

During the 2011-2015 period, managing the quality of agricultural inputs and food safety of agricultural, forestry, and aquatic products remains a key task that needs to be organized and implemented. The Ministry will implement many measures to improve the effectiveness of agricultural input quality management and food safety of agricultural and aquatic products such as completing the system of regulations/technical standards for specialized management of agricultural input quality and food safety of agricultural and aquatic products; intensifying management, evaluation, classification, inspection of conditions ensuring quality and food safety of production and business establishments as well as agricultural input production and agricultural and aquatic product production establishments.

Quality management and food safety for agricultural, forestry, and aquatic products shall be conducted based on the principle of chain management and risk analysis; continue to research and build technical barriers to protect domestically produced goods, proactively forecast to timely respond to technical and trade barriers of export markets.

1.8. Rural industry development

Plan and invest in building craft villages in rural areas with reasonable scale, product structure, and technological level sufficient to compete, suitable for the ecological conditions of each region; link the economic activities of craft villages with tourism, cultural preservation, and development.

Vigorously promote technology transfer and the application of scientific and technological progress in production at craft villages; prioritize investment in waste treatment technology to minimize and control environmental pollution in craft villages.

2. Develop rural areas, build new countryside, contribute to eliminating poverty sustainably, improve the material living standards of rural residents

Continue to implement Resolution 26 of the Central Committee of the Communist Party (10th tenure) on agriculture, farmers, and rural areas; implement the National Target Program for Building New Countryside, aiming to "build a modern new countryside with infrastructure for economic and social development; rational economic structure and forms of production organization, linking agriculture with rapid industrial and service development, urbanization according to planning; a stable rural society rich in ethnic characteristics; improved education levels, protected environment; strengthened political system under the leadership of the Party." Specific tasks and goals for the 2011-2015 period are:

- Direct localities to accelerate the construction of rural planning and community planning linked to the process of economic restructuring and sustainable environmental and social development, serving as a basis for people and local authorities to organize the implementation of the Program, striving to achieve 20% of communes meeting the criteria for new countryside as stipulated in Decision No. 491/QD-TTg dated April 16, 2009 of the Government Prime Minister.

- Gradually modernize the economic and social infrastructure system in rural areas; basic infrastructure for transportation, irrigation, and residential clusters meet the requirements of production, life, and disaster prevention;

- Prevent and handle environmental pollution, achieving significant improvements in the quality of the rural environment;

- Invest to strengthen the capacity of the people and communities; effectively address employment issues, increase the income of rural residents by twice the current level;

- Promote production in poor regions and communes, increase income for the people, contributing to the national poverty reduction goal under Programs 134, 135, and the Rapid Poverty Reduction Program for 61 Poor Districts under Resolution 30a/2008/NQ-CP of the Government, creating clear changes in eliminating hunger and reducing poverty in mountainous, remote, coastal, and island areas.

- Continue to study and adjust migration mechanisms and policies; prioritize resettlement of populations in areas affected by natural disasters (landslides along riverbanks, seashores, flash floods, etc.), islands, weak, very weak, and strictly protected forest areas;

- Guide and organize the effective monitoring and evaluation of impacts and losses caused by natural disasters and epidemics to proactively use the disaster and epidemic prevention fund and enhance mobilization of social resources to mitigate consequences, ensuring quick recovery of production and stability of people's lives.

3. Develop water conservancy and agricultural and rural infrastructure to serve production. Strengthen flood prevention, environmental protection, and adaptation to climate change and rising sea levels.

3.1. Develop water conservancy

- Water conservancy work:

Continue to develop regulatory documents to enhance effectiveness in water conservancy management, clean water supply, and rural environmental sanitation; continue implementing the water conservancy strategy, planning, and investment in constructing multi-purpose water conservancy projects under changing climatic conditions and rising sea levels in various regions and river basins; plan flood prevention for major cities as a basis for investment and construction.

Closely coordinate with relevant agencies to develop plans for water supply for production; regulate reservoirs to ensure safety for facilities but first and foremost ensure safety of human lives and property in downstream areas; direct pre-flood and post-flood inspection of facilities, implement repair and upgrade plans, inspect management, operation, and maintenance of water conservancy facilities.

Continue to direct and implement enhanced efficiency in the management and utilization of water conservancy facilities, improve the capacity of water management organizations to effectively utilize constructed water conservancy facilities.

- Flood control and disaster prevention work:

Vigorously promote forecasting and response to climate change and rising sea level scenarios. Timely grasp the situation of rainfall, floods, and typhoons to advise and direct disaster prevention, rescue, and aftermath mitigation; inspect and urge flood control and typhoon prevention work in accordance with the Law on Dikes and the Decree on Flood and Typhoon Prevention in localities and reservoir owners coordinating flood regulation to ensure safety of facilities and downstream areas; continue implementing the Program to reinforce, protect, and upgrade existing sea dikes from Quang Ninh to Quang Nam and the Program to reinforce and upgrade the sea dike system from Quang Ngai to Kien Giang, and the Program to upgrade river dikes until 2020.

Effectively implement solutions to prevent flooding in major cities; proactively direct effective responses to typhoons and floods; simultaneously implement timely and effective drought prevention measures for production and daily life; continue to effectively implement the program for population resettlement and relocation from high-risk disaster areas.

- Implement the National Target Program for Clean Water Supply and Environmental Sanitation in Rural Areas:

Implement the National Target Program on Clean Water Supply and Environmental Sanitation for Rural Areas for the period 2012-2015; focus investment on clean water supply and environmental sanitation facilities, prioritizing rural new economic zones, remote and far-flung areas; coastal areas; regions frequently affected by droughts and floods; areas with polluted water sources; emphasize the implementation of plans for rural environmental sanitation; promote socialization and diversification of funding sources for the clean water supply and rural environmental sanitation program to increase resources and ensure users' responsibility for constructed facilities, ensuring sustainability.

3.2. Develop infrastructure for aquaculture and forestry

During the period 2011-2015, accelerate the construction or upgrading of new Aquatic Seed Centers, concentrated aquatic seed production areas, environmental monitoring and disease prevention centers; implement projects for high-quality, disease-free catfish, brackish shrimp, and mollusk seed production for concentrated breeding areas; complete regional anchorage projects serving storm avoidance and implement infrastructure development projects for concentrated aquaculture areas.

Continue implementing projects to enhance technical infrastructure for agriculture and forestry, especially infrastructure for scientific research, seed selection and propagation; quality control and food safety infrastructure; animal and plant disease prevention; improve forest fire prevention and firefighting capacity.

4. Reform forms of linkage, cooperation, organization of production, product consumption, and service and industry development in rural areas

The goal for the period 2011-2015 is to establish new production and service relationships in rural areas with flexible forms suitable for economic development laws and farmers' needs, including: Reorganize and reform state-owned enterprises in agriculture; fundamentally reform the organization and management of state-owned forestry and agricultural farms. Effectively implement land and garden tree allocation to workers, allowing state-owned farms to provide services to leaseholders and local farmers.

Encourage the development of cooperative economies, industry associations; develop models of production linkage and cooperation between businesses, scientists, and farmers (in large model fields).

Create a favorable environment and conditions for large-scale, concentrated commodity production in family farms with industrial and modern production factors.

Continue supporting household economy development towards specialization, expanding large-scale production; encourage and support households applying advanced science and technology, advanced production processes (GAP), and high technologies to increase productivity, quality, efficiency, and food safety of agricultural and aquatic products.

5. Enhance human resource training quality

- Strengthen training and capacity building for cadres and civil servants in the sector to build a cadre of administrative civil servants, public service professionals, and experts who are proficient in their fields and have professional ethics, meeting the requirements of modern agriculture and international integration;

- Coordinate to strongly implement vocational training programs for rural laborers according to Decision No. 1956/QD-TTg of the Prime Minister, training 1.6 million agricultural workers and 22,000 key cadres of agricultural cooperatives.

6. Continue to perfect the legal system, promote administrative reform, enhance the effectiveness and efficiency of state management, practice thrift and combat waste, strengthen anti-corruption efforts.

Accelerate administrative reform linked to improving the legal framework for agriculture and rural development; restructure state management organizations from central to grassroots levels, ensuring quick, smooth, proactive, and effective operations; build a professional cadre of civil servants and officials with sufficient qualifications and capabilities to meet the demands of the new phase of development.

III. IMPLEMENTATION

1. Based on this Action Program and the assigned functions, tasks, and authorities, the heads of agencies and units under the Ministry of Agriculture and Rural Development; the Directors of Provincial Departments of Agriculture and Rural Development; the Chairmen of Management Councils, General Directors of State Corporations, and Directors of enterprises under the Ministry shall promptly develop action plans for their units.

2. Every six months and annually, units shall review and report to the Ministry on the results achieved, clearly stating completed tasks, uncompleted tasks, reasons, responsibilities, and proposed solutions for continued implementation in the next period.

3. The Office of the Ministry shall take the lead in coordinating with the Planning Department to monitor, inspect, supervise, and urge the implementation of the Action Program, regularly compiling and advising the Ministry to report to the Government and the Prime Minister.

4. In the process of organizing implementation, if necessary modifications or supplements to the Action Program are required, the heads of agencies and units shall proactively report to the Minister for consideration and decision.
