On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Organization of the National Assembly No. 30/2001/QH10, which has been amended and supplemented with some articles by Law No. 83/2007/QH11;2;

PART I
ACTIVITY OF RECEIVING CITIZENS OF THE NATIONAL ASSEMBLY'S AGENCIES,
NATIONAL ASSEMBLY DEPUTIES, PEOPLE'S COUNCILS AND DEPUTIES OF PEOPLE'S
COUNCILS AT ALL LEVELS
Section 1. ACTIVITY OF RECEIVING CITIZENS OF THE NATIONAL ASSEMBLY'S AGENCIES,
NATIONAL ASSEMBLY DEPUTIES
Article 1. Responsibility for receiving citizens and organizing the activity of receiving citizens
1. The agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, and National Assembly deputies have the responsibility to receive citizens who come to lodge complaints, file accusations, make proposals, or reflect situations.
2. The agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, and Delegation of National Assembly deputies within their scope of duties and powers shall be responsible for organizing the activity of receiving citizens who come to lodge complaints, file accusations, make proposals, or reflect situations.
Article 2. Places for receiving citizens
1. The agencies of the National Assembly shall receive citizens at the following places:
a) The place for receiving citizens of the National Assembly.
The place for receiving citizens of the National Assembly shall be arranged by the Standing Committee of the National Assembly at a location convenient for receiving citizens who come to lodge complaints, file accusations, make proposals, or reflect situations, ensuring the normal operation of the National Assembly, its agencies, and agencies under the Standing Committee of the National Assembly;
b) Other places for receiving citizens chosen by the agencies of the National Assembly when necessary.
2. National Assembly deputies shall carry out the activity of receiving citizens at the following places:
a) The provincial reception center of the province or centrally governed city (hereinafter referred to as the provincial reception center) where the National Assembly deputy was elected;
b) Other places for receiving citizens arranged by the Delegation of National Assembly deputies.
In case a National Assembly deputy transfers their activities to another provincial delegation of a centrally governed city, they shall carry out the activity of receiving citizens at the transferred location.
Article 3. Activity of receiving citizens of the National Assembly's agencies
1. The Standing Committee of the National Assembly shall direct, coordinate, cooperate, and organize the activity of receiving citizens of the National Assembly's agencies and National Assembly deputies.
2. The agencies of the National Assembly shall receive citizens regarding issues within their assigned areas according to the provisions of the Law on the Organization of the National Assembly and other relevant laws.
3. The agencies of the National Assembly shall send representatives to receive citizens in the following cases:
a) At the request of the Standing Committee of the National Assembly;
b) When it is deemed necessary based on the proposal of the Committee for Petitions or a direct request from a citizen.
4. The agency of the National Assembly shall have the responsibility to notify the proposed schedule for receiving citizens as stipulated in Clause 3 of this Article to the Committee for Petitions to build the schedule for receiving citizens of the National Assembly's agencies and publicly post it at the place for receiving citizens of the National Assembly, while also informing citizens who have requested to be received.
5. The agencies of the National Assembly and related agencies, organizations, and individuals shall have the responsibility to cooperate in receiving citizens who come to lodge complaints, file accusations, make proposals, or reflect situations with the agencies of the National Assembly.
Article 4. Responsibilities of the People's Petition Board in Receiving Citizens and Organizing Citizen Reception Activities
The People's Petition Board under the Standing Committee of the National Assembly shall assist the Standing Committee of the National Assembly in organizing citizen reception activities for the National Assembly's agencies and National Assembly deputies. The People's Petition Board shall perform the following tasks:
1. Representing the National Assembly's agencies to regularly receive citizens at the Central Citizen Reception Office and the National Assembly's citizen reception locations.
When citizens request to meet directly with the National Assembly's Ethnic Council or Committees to present complaints, reports, suggestions, or reflections, the People's Petition Board shall be responsible for transferring such requests to the relevant agency. The Ethnic Council and Committees shall examine such requests and respond to the citizens.
2. Coordinate and organize services for citizen reception activities upon request from the National Assembly's agencies or Delegations of National Assembly deputies.
3. Request or propose that related agencies, organizations, or units assign responsible persons to participate in citizen reception activities at the National Assembly's citizen reception locations or at the Central Citizen Reception Office when dealing with complex cases or other necessary situations, handle individuals who violate laws on citizen reception or citizen reception regulations.
4. Establish citizen reception regulations at the National Assembly's citizen reception locations.
5. Develop comprehensive reports on citizen reception activities of the National Assembly's agencies and National Assembly deputies.
Article 5. Citizen Reception by National Assembly Deputies
1. National Assembly deputies shall receive citizens in the following circumstances:
a) As assigned by the Head of the National Assembly Delegation;
b) When citizens directly or through the National Assembly Delegation request to meet with National Assembly deputies to present complaints, reports, suggestions, or reflections, or when National Assembly deputies deem it necessary.
2. The procedures for National Assembly deputies' citizen reception are as follows:
a) The Delegation Service Office shall be responsible for proposing a general schedule for National Assembly deputies' citizen reception within the delegation for the Head of the National Assembly Delegation to review and decide;
b) National Assembly deputies shall conduct citizen reception according to the published schedule.
In case they cannot participate in citizen reception according to the published schedule, National Assembly deputies shall report to the Head of the National Assembly Delegation to adjust the schedule; simultaneously, they shall propose specific time for conducting citizen reception.
3. When citizens request to meet with National Assembly deputies to present complaints, reports, suggestions, or reflections, National Assembly deputies shall arrange time for citizen reception; if unable to receive citizens immediately, National Assembly deputies shall request the Delegation Service Office to assign someone to receive petitions or schedule citizen reception at a suitable time.
Article 6. Responsibilities of the National Assembly Delegation in Organizing Citizen Reception
The National Assembly Delegation shall be responsible for organizing National Assembly deputies within the delegation to receive citizens. The National Assembly Delegation shall perform the following tasks:
1. Arrange schedules for National Assembly deputies' citizen reception within the delegation, including detailed schedules for citizen reception, places for citizen reception, and notify National Assembly deputies.
The citizen reception schedule must be publicly posted at the provincial Citizen Reception Office, other designated reception locations, and announced through local mass media.
2. Arrange places for National Assembly deputies to conduct citizen reception according to the schedule.
3. Propose representatives of the People's Councils, People's Committees, related agencies, organizations, or individuals to participate in citizen reception to receive and handle related issues when necessary.
4. Transfer complaints, reports, suggestions, or reflections to competent agencies or organizations for resolution based on the request of National Assembly deputies within the delegation.
Article 7. Receiving Citizens During the National Assembly Session
1. The Committee for Citizen Petitions shall build a plan, take the lead, and coordinate with relevant agencies to organize the reception of citizens who file complaints, denunciations, proposals, and reflections to the agencies of the National Assembly and National Assembly deputies during the National Assembly session.
2. During the National Assembly session, when necessary, with the consent of the National Assembly Chairman, the Committee for Citizen Petitions may invite representatives from the National Ethnic Council, the National Assembly Committees, the Delegation Work Committee, the National Assembly Delegation, and National Assembly deputies to receive citizens.
Section 2. ACTIVITIES OF THE PEOPLE'S COUNCIL IN RECEIVING CITIZENS
AND PEOPLE'S COUNCIL DELEGATES AT ALL LEVELS
Article 8. Responsibilities in Receiving Citizens and Organizing the Reception of Citizens
1. People's Councils at all levels and their members have the responsibility to receive citizens who file complaints, denunciations, proposals, and reflections.
2. The Standing Body of the Provincial People's Council, the Standing Body of the District People's Council, and the Chairperson of the Commune People's Council are responsible for organizing their members to receive citizens.
Article 9. Places for Receiving Citizens
1. Members of the Provincial People's Council and members of the District People's Council shall carry out the reception of citizens at the following places:
a) The citizen reception office at the same level;
b) At the citizen reception place in the locality where the member was elected according to the arrangement of the Standing Body of the People's Council at the same level.
In case a member of the People's Council moves to another locality within the same administrative unit where they were elected, they shall carry out the reception of citizens at the new location.
2. Members of the Commune People's Council shall carry out the reception of citizens at the Office of the Commune People's Council.
Article 10. Reception of Citizens by Members of the People's Councils at All Levels
1. Members of the Provincial People's Council and members of the District People's Council shall carry out the reception of citizens according to the arrangement of the Standing Body of the People's Council at the same level; members of the Commune People's Council shall receive citizens according to the arrangement of the Chairperson of the Commune People's Council.
2. The reception of citizens by members of the People's Councils at all levels shall be regulated as follows:
a) The Standing Body of the Provincial People's Council, the Standing Body of the District People's Council, and the Chairperson of the Commune People's Council shall arrange the schedule for the reception of citizens by members of the People's Council at the same level;
b) Members of the People's Councils at all levels shall carry out the reception of citizens according to the published schedule.
In case it is not possible to carry out the reception of citizens according to the published schedule due to valid reasons, the member of the People's Council shall notify the Standing Body of the Provincial People's Council, the Standing Body of the District People's Council, or the Chairperson of the Commune People's Council to adjust the schedule; at the same time, propose a specific time to carry out the reception of citizens.
Article 11. Reception of Citizens by People's Councils at All Levels
The Standing Body of the People's Councils at all levels shall represent the People's Council to receive citizens who file complaints, denunciations, proposals, and reflections in accordance with the Law on the Organization of the People's Councils and People's Committees, the Law on Receiving Citizens, and other relevant laws.
The reception of citizens shall be regulated as follows:
1. The schedule for receiving citizens must be publicly posted at the Office of the People's Council and the citizen reception place, and simultaneously announced through local mass media.
2. The Standing Body of the People's Councils at all levels shall appoint representatives to receive citizens according to the published schedule for receiving citizens.
Article 12. Responsibilities for organizing citizen reception by People's Councils
1. In organizing their own level People's Council representatives to receive citizens, the Standing Committee of the Provincial People's Council, the Standing Committee of the District People's Council, and the Chairperson of the Commune People's Council shall have the following responsibilities:
a) Arrange schedules for citizen reception for representatives at the same level and inform the representatives.
The schedule for citizen reception must be publicly posted at the reception location and simultaneously announced on local mass media.
b) Arrange a place for representatives to receive citizens.
c) Propose that representatives from relevant agencies, organizations, and individuals in the locality participate in citizen reception when necessary to receive and handle related issues.
2. In addition to the tasks stipulated in Clause 1 of this Article, the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Council shall also be responsible for appointing representatives to regularly receive citizens at the Citizen Reception Office at the same level.
Article 13. Coordination relations in citizen reception by the Provincial People's Council
The Standing Committee of the Provincial People's Council shall be responsible for chairing and coordinating with the Delegation of National Assembly members in the locality in receiving citizens; hearing reports from the People's Committee, agencies, and organizations with authority in the locality every six months on the handling of complaints, denunciations, suggestions, and reflections transferred by the Provincial People's Council, provincial-level People's Council representatives, the Delegation of National Assembly members, and National Assembly members in the locality.
Section 3. RECEIVING AND HANDLING COMPLAINTS, DENUNCIATIONS, SUGGESTIONS, AND REFLECTIONS
Article 14. Receiving and Handling Complaints, Denunciations, Suggestions, and Reflections
1. Within their respective duties and powers, the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, the Delegation of National Assembly members, National Assembly members, the Standing Committee of the People's Council, and People's Council representatives at all levels shall be responsible for receiving complaints, denunciations, suggestions, and reflections; organizing research; transferring the complaints, denunciations, suggestions, and reflections to competent agencies, organizations, units, and individuals for resolution; supervising and urging the resolution according to the provisions of the law.
2. The initial reception, preliminary handling, classification, and transfer of the content of complaints, denunciations, suggestions, and reflections to competent agencies, organizations, units, and individuals for processing by the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, the Delegation of National Assembly members, National Assembly members, People's Councils, and People's Council representatives at all levels shall be carried out in accordance with Articles 25 and 26 of the Law on Citizen Reception.
Article 15. Responsibility for Notifying the Resolution of Transferred Complaints, Denunciations, Suggestions, and Reflections
1. Agencies, organizations, units, and individuals with authority who receive complaints, denunciations, suggestions, and reflections transferred by the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, the Delegation of National Assembly members, National Assembly members, the Standing Committee of the People's Council, and People's Council representatives at all levels shall be responsible for:
a) Notifying the receipt of complaints, denunciations, suggestions, and reflections transferred by the agencies and representatives specified in this clause within seven working days from the date of receipt.
b) Examining and resolving complaints, denunciations, suggestions, and reflections according to the provisions of the Law on Complaints, the Law on Denunciations, and related laws, and notifying the results of the resolution to the transferring agencies and representatives within seven working days from the date of resolution.
If the matter has already been resolved previously, it shall be immediately notified to the transferring agencies and representatives.
2. The agencies of the National Assembly, the Delegation of National Assembly members, National Assembly members, the Standing Committee of the People's Council, and People's Council representatives at all levels shall be responsible for notifying the results of the handling of complaints, denunciations, suggestions, and reflections to the persons who made the complaints, denunciations, suggestions, and reflections in accordance with Article 28 of the Law on Citizen Reception.
2. The agencies of the National Assembly, the Delegations of National Assembly members, National Assembly deputies, the Standing Committee of the People's Councils at all levels, and People's Council deputies at all levels shall be responsible for informing the results of handling complaints, reports, proposals, and reflections to the persons who have made such complaints, reports, proposals, and reflections in accordance with Article 28 of the Law on Receiving Citizens.
Article 16. Responsibility for monitoring and urging the handling of complaints and denunciations
1. In cases where it is believed that the handling of complaints and denunciations does not comply with the provisions of the law, the agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly deputies, National Assembly deputies, the Standing Body of the People's Council, and People's Council deputies within their respective duties and powers may request the heads of agencies, organizations, and units with jurisdiction to reconsider; if still disagreeing with the result of the reconsideration, they have the right to request higher-level agencies, organizations, or individuals of those heads to review.
2. If disagreeing with the results of the handling by the higher-level agency of the head of the agency, organization, or unit with jurisdiction, the agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly deputies, and National Assembly deputies shall report to the Standing Committee of the National Assembly; the Standing Body of the People's Council and People's Council deputies shall report to the same-level People's Council to implement supervision according to the provisions of the law.
Chapter II
RESPONSIBILITY OF AGENCIES, ORGANIZATIONS, AND INDIVIDUALS INVOLVED IN CITIZEN RECEPTION ACTIVITIES
IMPORTANT ASPECTS OF THE ACTIVITY OF RECEIVING CITIZENS
Article 17. Responsibilities of the National Assembly Office
Within its duties and powers, the National Assembly Office has the following responsibilities:
1. Ensuring material infrastructure and necessary means to carry out citizen reception activities at the National Assembly's reception location.
2. Providing funding and applying information technology to serve citizen reception work, receiving and processing complaints and denunciation letters from National Assembly agencies, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly deputies, and National Assembly deputies.
3. Providing relevant information and materials to National Assembly agencies, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly deputies, and National Assembly deputies upon request.
4. Coordinating with related agencies to ensure security and order at the National Assembly's reception location.
Article 18. Responsibilities of the Office Serving the Delegation of National Assembly Deputies and Serving the Provincial People's Council
The Office Serving the Delegation of National Assembly Deputies and Serving the Provincial People's Council has the following responsibilities:
1. Advising and serving National Assembly deputies and same-level People's Council deputies in citizen reception activities; providing relevant information and materials upon request.
2. Appointing representatives to coordinate with the provincial citizen reception board to regularly conduct citizen reception activities at the same-level reception office; receiving complaints, denunciations, suggestions, and reflections on matters related to the performance of duties and powers of the same-level People's Council.
3. Appointing representatives to receive complaints, denunciations, suggestions, and reflections as requested by National Assembly deputies.
4. Assisting the Delegation of National Assembly deputies in summarizing the situation of citizen reception by National Assembly deputies and the Delegation of National Assembly deputies; assisting the same-level People's Council Standing Body in summarizing the situation of citizen reception by the same-level People's Council and People's Council deputies.
5. Coordinating with related agencies to ensure security and order at the citizen reception location.
Article 19. Responsibilities of the People's Council Office and the People's Committee Office at the district level
The People's Council Office and the People's Committee Office at the district level have the following responsibilities:
1. Advising and serving the same-level People's Council Standing Body and People's Council deputies in citizen reception activities; providing relevant information and materials upon request.
2. Appointing representatives to coordinate with the district citizen reception board to regularly conduct citizen reception activities at the same-level reception office.
3. Assisting the same-level People's Council Standing Body in summarizing the situation of citizen reception by the same-level People's Council and People's Council deputies.
4. Coordinating with related agencies to ensure security and order at the citizen reception location.
Article 20. Responsibilities of the Chairman of the People's Council at the Commune Level
The Chairman of the People's Council at the commune level shall have the following responsibilities:
1. Directing advisory work and providing services to the People's Council and representatives of the same-level People's Council when receiving citizens; supplying information and materials related thereto upon request.
2. Directing the compilation of situations and the preparation of reports on the work of receiving citizens by the People's Council and representatives of the same-level People's Council.
3. Coordinating with the same-level People's Committee and relevant agencies to ensure security and order at the People's Committee office during the process of receiving citizens.
Chapter III
IMPLEMENTING PROVISIONS
Article 21. Effective Date
This Resolution takes effect from July 1, 2014.
Article 22. Responsibility for enforcement
Relevant agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, Delegations of the National Assembly, National Assembly deputies, People's Councils, Standing Bodies of the People's Councils, representatives of the People's Councils at all levels, and organizations, units, and individuals within their respective duties and authorities shall be responsible for implementing this Resolution./.
