Regulations on functions, tasks, and organizational structure

of Forest Protection Technical Centers No. I and No. II under the Forest Protection Department Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; 

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 39/CP dated May 18, 1994 of the Government on the organizational system, tasks, and powers of Forest Rangers;

Pursuant to Decision No. 1271/NN-TCCB-QĐ dated July 30, 1996 of the Minister of Agriculture and Rural Development on the tasks, powers, and organizational structure of the Forest Protection Department;

Pursuant to Decision No. 20/2002/QĐ-BNN-TCCB dated March 21, 2002 of the Minister of Agriculture and Rural Development on transferring Forest Protection Technical Centers No. I and No. II to be managed by the Forest Protection Department;

Considering the proposal of the Director of the Forest Protection Department,

In accordance with the proposal of the Head of the Organizational Reorganization Department, civil servant position,

DECISION:

Article 1. The Forest Protection Technical Centers No. I and No. II shall be reorganized as follows:

Forest Protection Technical Center No. I and Forest Protection Technical Center No. II are economic forest service units directly under the Forest Protection Department. Each center has its own seal and is allowed to open accounts at the State Treasury.

The scope of operation of Forest Protection Technical Center No. I includes provinces in the Northern region (from Ninh Binh northward). The headquarters of the center is located in Quang Ninh.

The scope of operation of Forest Protection Technical Center No. II includes provinces in the Central Highlands (Dac Lac, Gia Lai, Kon Tum, Lam Dong). The headquarters of the center is located in Thanh Hoa.

Article 2. The main functions and tasks of Forest Protection Technical Centers No. I and No. II are as follows:

Assist the Director of the Forest Protection Department in performing management functions, technical firefighting, and pest control in forests, developing plans and projects for firefighting and pest control in assigned areas.

Organize forces and coordinate with localities to rescue, extinguish forest fires, and control pests that pose a risk of spreading beyond the control of local authorities.

Research and apply, build models, organize training, and transfer firefighting and forest protection techniques to forest rangers' branches and forest owners in the region.

Coordinate with management units and forces in the area to promote and mobilize the public's participation in forest firefighting, pest control, and forest protection.

Assist the Director of the Forest Protection Department in guiding, directing, and inspecting the implementation of forest firefighting and pest control work by forest rangers' branches and national parks.

Perform other tasks assigned by the Director of the Forest Protection Department.

Article 3. The organizational structure of Forest Protection Technical Centers No. I and No. II includes: Director, Deputy Director, and supporting staff.

The Director of the Forest Protection Department is tasked to cooperate with the Department of Cadre and Civil Service Organization to specify the functions, tasks, organizational structure, and establish operational regulations for the centers, to be submitted for approval by the Ministry.

Article 4. This Decision takes effect 15 days from the date of signature. Previous regulations contrary to this Decision are abolished.

Article 5. The Chief of the Ministry’s Office, Heads of Departments assisting in Cadre and Civil Service Organization, Director of the Forest Protection Department, Heads of related units under the Ministry, Directors of Forest Protection Technical Center No. I, and Directors of Forest Protection Technical Center No. II are responsible for implementing this Decision./.
