PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Government Chairman on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries of state-owned corporations;
Considering the proposal of the People's Committee of Thai Nguyen Province (Letter No. 112/CV-UB dated February 7, 2005),
DECISION:
Article 1. Adjusts the Plan for restructuring and modernization of certain state-owned enterprises under the People's Committee of Thai Nguyen Province as set out in the Appendix attached hereto.
Article 2. Chairman of the People's Committee of Thai Nguyen Province:
1. Directs the implementation of the restructuring and modernization of directly subordinate state-owned enterprises in accordance with the approved content and schedule.
For those loss-making enterprises that cannot be privatized, take the initiative to transfer them to one of the following forms: auction sale, dissolution, bankruptcy, and report to the Government Chairman.
2. Develop the Plan for restructuring, modernization, and development of agricultural and forestry farms in accordance with Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on restructuring, modernization, and development of state-owned agricultural farms; Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on restructuring, modernization, and development of state-owned forestry farms.
Article 3. The Ministries of Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related agencies shall cooperate with the People's Committee of Thai Nguyen Province in implementing this plan.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation of this plan, and at the same time propose solutions to the Government Chairman to overcome difficulties during the implementation process.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Thai Nguyen Province and the heads of related agencies shall be responsible for enforcing this Decision.
