Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the Organization of People's Councils and People's Committees dated November 26, 2003; of the National Assembly; adopted on November 26, 2003;
To implement Decision No. 169/2003/QĐ-TTg dated August 12, 2003 of the Prime Minister approving the Project for Reforming Management Methods and Modernizing Administrative Offices in the First Phase;
CONSIDERING the proposal of the Minister in charge of the Government Office,

Article 1. These Model Operating Rules of the People's Committees of villages, wards, and towns are hereby promulgated together with this Decision.
Article 2. The People's Committees of villages, wards, and towns shall base their own Operating Rules on the specific management characteristics and local conditions, ensuring compliance with these Model Operating Rules.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.
The Minister, Chairman of the Government Office shall take the lead and coordinate with the Chairmen of the People's Committees of provinces and centrally governed cities to supervise and inspect the implementation of this Decision.
