On the basis of the Constitution of the Socialist Republic of Vietnam;
On the basis of considering the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the agencies of the National Assembly, relevant agencies, and the opinions of National Assembly deputies;
RESOLUTION:
I. ON THE RESULTS OF IMPLEMENTING THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2014
In the context of complex developments in the world and region, domestic economic and social conditions still faced many difficulties, including the impact of China's illegal placement of the Haiyang Shiyou 981 oil rig in Vietnam’s continental shelf and exclusive economic zone, but with the efforts of the entire political system, the results of implementing the tasks of economic and social development in 2014 achieved the general objectives, met and exceeded 13 out of 14 planned targets for 2014. From the beginning of the term to now, this was the first year to achieve the economic growth target set by the National Assembly at 5.8%, while also being the third consecutive year of a trade surplus, foreign exchange reserves continued to increase. The macroeconomic situation and major balances of the economy were more stable. Cultural, social, environmental, administrative reform areas made progress. The people's defense posture and public security were further consolidated and strengthened; closely combining national defense, security, and diplomacy to firmly protect national sovereignty. Political security, social order, and safety were maintained. Foreign affairs and international integration, negotiations on Free Trade Agreements (FTA) achieved positive results.
However, economic recovery was not yet stable. Economic restructuring remained difficult, some sectors were hesitant and slow in implementation. Improving the institutional framework for a socialist-oriented market economy did not meet requirements. Total demand increased slowly, the economy's capacity to absorb capital was weak; labor productivity, efficiency, and competitiveness were low; public debt increased rapidly, bad debts remained high, resolution was slow, financial and monetary security was not solid. A large number of enterprises had to cease operations, reduce activities, or dissolve. The living standards of a portion of the population with low income and ethnic minority groups still faced many difficulties. Law violations, crimes, social evils, social order, and safety, and complaints and denunciations continued to complicate, causing much concern among the people.
II. ON THE GENERAL OBJECTIVES AND KEY INDICATORS FOR 2015
1. General Objective
Strengthening macroeconomic stability, focusing on resolving difficulties for production and business activities. Vigorously implementing strategic breakthroughs, restructuring the economy linked with transforming the growth model, enhancing efficiency and competitive capacity, striving for higher growth than in 2014. Continuing to develop social, cultural, educational, scientific, technological, environmental protection, and improving people's livelihoods. Promoting administrative and judicial reforms, anti-corruption, thrift, and waste prevention. Enhancing national defense, security, and protecting national sovereignty firmly, ensuring political security, social order, and safety. Enhancing the effectiveness of foreign affairs, international integration, and cooperation.
Consumer price index increase below 5%.
Gross Domestic Product (GDP) to grow approximately 6.2%.
Total investment capital for socio-economic development accounts for approximately 31% of GDP.
The ratio of import surplus to export value to be around 5%.
Consumer Price Index (CPI) growth rate to be about 5%.
Total investment for socio-economic development to be around 30%-32% of GDP.
Poverty rate to decrease by 1.7%-2%, specifically in poor districts by 4%.
Create jobs for approximately 1.6 million workers.
The proportion of workers with vocational training is expected to reach 55-57%, of which the proportion of workers with vocational training of three months or more with certificates is expected to reach 22.5%.
The proportion of trained labor force to reach 50%.
The proportion of children under five years old suffering from malnutrition to decrease below 15%.
The number of hospital beds per ten thousand people (excluding health stations) to reach 23.5 beds.
The ratio of heavily polluting establishments that have been treated to reach 90%.
The ratio of industrial zones and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards to reach 82%.
Forest coverage ratio to reach 42%.
Direct the Government to review, calculate, and build a system of economic, social, and environmental indicators according to the Five-Year Plan and annual plans with scientific, quantitative, and appropriate characteristics, report to the National Assembly for consideration at the 10th Session and apply from the 2016 Plan.
III. MAIN TASKS AND SOLUTIONS
The National Assembly basically agrees with the tasks and solutions proposed by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the agencies of the National Assembly in their reports on examination and specialized supervision, and at the same time requests a focus on implementing the following main tasks and solutions:
1. Implementing resolutely and effectively the strategic breakthroughs, restructuring the economy linked with transforming the growth model, enhancing the quality, efficiency, and competitiveness of products, enterprises, and the economy. Concentrating on completing the tasks of the restructuring plan and the corporatization of state-owned enterprises according to approved projects. Reviewing and supplementing policies to implement agricultural restructuring, increasing the added value and competitiveness of Vietnamese agricultural products, and increasing investment in agriculture and rural areas.
2. Enhancing the effectiveness of state management; continuing to review organizational structures and staffing to eliminate overlapping functions and responsibilities; reforming administrative procedures vigorously, especially those related to investment, construction, land, tax, customs, and banking credit. Promoting the application of information technology in the activities of state agencies and providing public services; identifying individual responsibility, particularly that of heads, strengthening inspections and audits to enhance transparency and create clear changes in the execution of assigned duties. Issuing timely guidance documents for laws passed by the National Assembly, while developing support policies and creating necessary conditions for the recovery and development of production and business of enterprises, especially the private sector in 2015.
Increase credit debt appropriately and ensure credit quality, creating conditions for enterprises, cooperatives, and household production and business to access effective credit capital and meet practical requirements. Focus on accelerating the progress of handling bad debts in conjunction with restructuring credit organizations towards early completion of the legal framework for the debt buying and selling market, strengthening inspections and supervision regarding bad debts, credit quality, and compliance with legal regulations on loan classification and risk reserve provisions. Strive to reduce the bad debt ratio below 3% by the end of 2015.
3. Enhance the effectiveness of public investment fund usage; ensure that public debt, government debt, and national foreign debt remain within safe limits as prescribed. Ensure the disbursement schedule for basic construction investment funds, especially state budget funds, government bonds, ODA, and support funds for fishermen in conjunction with maritime sovereignty protection; focus investment capital on important and urgent projects capable of being completed in 2015 to increase production capacity and contribute to increasing total demand in the economy.
4. Continue to ensure social welfare policies; guarantee the wage increase schedule according to the Labor Code for the production and business sector. Continue to implement comprehensive measures to reduce overloading at central and lower-level hospitals, improve healthcare quality, particularly at provincial and district-level medical facilities. Prioritize funding for urgent projects, stabilize residents, and facilitate livelihoods for the people. Effectively implement Resolution No. 62/2013/QH13 of the National Assembly on management, planning, investment construction, operation, and exploitation of hydropower projects. Strengthen forest protection and development, water source protection, and rural and mountainous area ecological environments. Link job creation with improving work quality and conditions, increasing the proportion of workers with certificates and high skills through training.
5. The Government directs ministries, provincial People's Committees under the central government to effectively organize the implementation of the Administrative Violation Handling Law; issue detailed and timely guiding documents; review, amend, and supplement related Decrees and Circulars; consider shortening processing time and simplifying procedures for establishing files to admit drug addicts into compulsory rehabilitation centers. The Government guides localities to temporarily hand over individuals without stable residence to provincial and centrally-administered city reception centers for management, detoxification, and psychological counseling while preparing court files for compulsory rehabilitation admission decisions. During this period, ensure safety for these individuals as required by law. The Government and the Supreme People's Court will conduct practical evaluations of the Administrative Violation Handling Law and related laws to propose necessary amendments to the National Assembly when needed.
6. Continue to effectively implement National Assembly resolutions on law enforcement and crime prevention, the People's Courts' operations, the People's Procuracy's work, and enforcement of judgments. Accelerate progress and improve the quality of investigation, prosecution, trial, and judgment enforcement; prevent wrongful convictions and omissions; combat excessive arrests, temporary detentions, and emergency detentions; prevent torture and ensure fair trials and the right to legal defense for detainees, defendants, and plaintiffs as stipulated by the Constitution. The Government, the Supreme People's Court, and the Supreme People's Procuracy will prepare conditions to promptly and effectively implement the revised People's Court Organization Law, the revised People's Procuracy Organization Law, and the amended Civil Enforcement Law immediately upon their entry into force. Improve organizational structure, reasonable staffing, and recruitment; focus on professional training, ethics, and character building for officials and civil servants; promptly detect and strictly handle violations by officials and civil servants, especially cases involving corruption and human rights abuses. Actively and legally resolve citizen complaints and petitions in a timely manner to minimize higher-level appeals that complicate situations.
7. Effectively implement international treaties to which Vietnam is a party; actively negotiate and sign bilateral and multilateral free trade agreements; build the ASEAN Community in 2015; simultaneously promote information dissemination, guidance, and appropriate support for businesses and citizens to proactively integrate. Prepare conditions and successfully organize the 132nd IPU World Parliamentary Assembly in Hanoi. Continue to strengthen national defense, maintain security, social order, and safety; enhance dialogue and cooperation with partners, especially major countries, neighboring countries, and regional countries; resolutely struggle to protect national independence, sovereignty, and interests using appropriate measures and adhering to international law.
IV. IMPLEMENTATION ORGANIZATION
The Government, the Supreme People's Court, and the Supreme People's Procuracy shall organize the effective implementation of the National Assembly's Resolution in accordance with their respective functions.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and National Assembly deputies shall supervise the implementation of this Resolution.
The Central Committee of the Vietnam Fatherland Front, member organizations of the Front, and social organizations established in accordance with the law shall supervise and encourage all strata of the population to implement the National Assembly's Resolution.
The National Assembly calls on compatriots, service members across the country, and overseas Vietnamese to raise their patriotic spirit of competition, unity, harness internal strength, seize favorable opportunities, overcome difficulties and challenges, and successfully implement the Socio-Economic Development Plan for 2015, contributing to achieving the best results in the Socio-Economic Development Plan for 2011-2015.
