Circular No. 77/2024/TT-BTC revokes Circular No. 190/2015/TT-BTC dated November 17, 2015, issued by the Minister of Finance, concerning the management and use of costs during the process of selecting contractors for projects funded by state budget funds and government bonds.

CIRCULAR
Repeals Circular No. 190/2015/TT-BTC dated November 17, 2015, issued by the Minister of Finance, on the management and use of costs during the selection of contractors for projects funded by state budget funds and government bonds.

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to the Law on Bidding dated June 23, 2023;

Pursuant to Decree No. 24/2024/NĐ-CP dated February 27, 2024, promulgated by the Government, detailing certain provisions and measures for implementation of the Law on Bidding regarding the selection of contractors; 

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government, detailing certain provisions and measures for implementation of the Law on Legislative Issuance of Regulatory Legal Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government, amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government, detailing certain provisions and measures for implementation of the Law on Legislative Issuance of Regulatory Legal Documents, which has been amended and supplemented by certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government; Decree No. 59/2024/NĐ-CP dated May 25, 2024, promulgated by the Government, amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government, detailing certain provisions and measures for implementation of the Law on Legislative Issuance of Regulatory Legal Documents, which has been amended and supplemented by certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government;

Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Investment Department;

The Minister of Finance issues this Circular to repeal Circular No. 190/2015/TT-BTC dated November 17, 2015, issued by the Minister of Finance, on the management and use of costs during the selection of contractors for projects funded by state budget funds and government bonds.

Article 1. Abolish the entire Circular

Repeal the following Circular entirely:

Circular No. 190/2015/TT-BTC dated November 17, 2015, issued by the Minister of Finance, on the management and use of costs during the selection of contractors for projects funded by state budget funds and government bonds.

Article 2. Implementation clause

1. This Circular takes effect from January 1, 2025.

2. The Director of the Investment Department, heads of units under the Ministry of Finance, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
