Circular No. 77/2025/TT-BNNMT amends and supplements certain provisions of Circular No. 15/2023/TT-BNNPTNT and Circular No. 12/2025/TT-BNNMT related to the abolition of clauses in national technical standards in the field of crop production and regulations on the processing time for export plant-based food inspection documents.

Amending and supplementing some articles of Circular No.15/2023/TT-BNNPTNT dated December 15, 2023 issued by the Minister of Agriculture and Rural Development and Circular No. 12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environmentconcerning the classification and determination of state management authority in the field of crop production and plant protectionPursuant to the Food Safety Law No. 55/2010/QH12; Pursuant to the Government Decree No. 35/2025/NĐ-CP dated February 25, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Environment;
Upon the proposal of the Director of the Crop Production and Plant Protection Department;
The Minister of Agriculture and Environment hereby promulgates
this Circular

Article 1. 1. Abolish Clause 5 of Article 1. 2. Supplement Clause 8 following Clause 7 of Article 2 as follows:
8. Abolish Clauses 1, 2, 3, 4, and 5 of Article 1 of Circular No. 05/2014/TT-BNNPTNT dated February 10, 2014
issued by the Minister of Agriculture and Rural Development regarding National Technical Regulations in the field of crop production.
“Article 2. Amending and supplementing Article 24of Circular No.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environment1. Amend and supplement Point d of Clause 2 of Article 24 as follows: "d) Within no more than one working day from the date of receiving the dossier submitted for administrative procedures by the specialized agency assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee shall issue a notification of the result of the inspection of plant-based food exports or a certificate at the request of the importing country." 2. Amend and supplement Clause 3 of Article 24 as follows: "3.
