RESOLUTION:
Article 1. Issued together with this Resolution are regulations on certain financial expenditure regimes serving the activities of the National Assembly, its agencies, the National Assembly Office, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly members, and National Assembly deputies.
Article 2. The National Ethnic Council, Committees of the National Assembly, the National Assembly Office, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly members, National Assembly deputies, and relevant agencies and organizations shall implement this Resolution according to their responsibilities.
Article 3. This Resolution takes effect from April 1, 2009, replacing Resolution No. 1157/NQ-UBTVQH11 dated July 10, 2007 of the Standing Committee of the National Assembly, Term XI.

PART I
GENERAL PROVISIONS
Article 1. Scope of application
These regulations apply to the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly members, and National Assembly deputies.
Article 2. General Principles
1. Financial expenditures serving the activities of the National Assembly, its agencies, the National Assembly Office, legislative research institutes under the Standing Committee of the National Assembly, and Delegations of National Assembly members must be included in the approved budget, ensuring uniform expenditure systems, standards, and objects based on the provisions of this Resolution and other regulations of competent state agencies.
2. Agencies of the National Assembly, the National Assembly Office, legislative research institutes under the Standing Committee of the National Assembly, and Delegations of National Assembly members are responsible for managing and using allocated funds, ensuring effective, transparent, and efficient use, implementing thrift, and preventing corruption and waste.
3. Work delegations of the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, legislative research institutes under the Standing Committee of the National Assembly, and National Assembly deputies participating in activities at localities shall be carried out as follows:
a) Work delegations of the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, and legislative research institutes under the Standing Committee of the National Assembly visiting localities shall bear all expenses themselves.
b) Local National Assembly deputies invited to participate in activities of the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, and legislative research institutes under the Standing Committee of the National Assembly shall have their expenses during working hours (food, accommodation, and other expenses) covered by the organizing agency; travel expenses shall be borne by the Delegation of National Assembly members.
c) National Assembly deputies attending sessions of the National Assembly convened by the Standing Committee of the National Assembly shall follow the session and conference regulations.
Chapter II
SPECIFIC PROVISIONS
Article 3. Funding for the examination of draft laws and ordinances
Funding for the examination of draft laws and ordinances, resolutions submitted to the National Assembly or the Standing Committee of the National Assembly; the draft reports on the examination of draft laws, ordinances, and resolutions submitted to the National Assembly and the Standing Committee of the National Assembly shall include the following expenditures, with the maximum expenditure levels set forth below.
Based on the scope, nature, and complexity of the draft laws and the allocated budget, the Chairman of the National Ethnic Minorities Council and the Head of the National Assembly's Committees shall decide on specific funding amounts that are appropriate, ensuring they do not exceed the maximum levels and remain within the allocated budget estimates.
1. Expenditure for drafting examination reports; explanatory and adoption reports on draft laws and ordinances:
- For draft Laws and Ordinances: VND 2,500,000 per report.
- For draft Laws and Ordinances for amendment and supplementation: VND 2,000,000 per report.
- Examination of draft documents containing legal provisions submitted by assigned agencies: VND 1,000,000 per report.
2. Expenditure for individuals participating in examination meetings, providing opinions on the content to be focused on in discussions, explanatory and adoption reports on draft laws organized by National Assembly agencies:
- Chairperson of the meeting: 200,000 VND/person/session.
- Participants attending the meeting (with invitation letters): VND 100,000 per person per session.
- Staff serving the meeting as follows:
+ Direct service: Individuals involved in tasks such as preparing materials, secretarial work, writing reports, and other services supporting the meeting: VND 50,000 per person per session.
+ Expenditure for indirect service staff (drivers, security guards, receptionists serving water, janitors): VND 30,000 per person per session.
- Expenditure for writing comprehensive reports on opinions provided for the examination of draft laws: VND 500,000 per report.
3. Expenditure for preparing the content to be focused on in discussions regarding draft laws and ordinances:
Expenditure level: VND 600,000 per draft law; VND 300,000 per draft law for amendment and supplementation.
4. Expenditure for compiling and collecting opinions from Delegations of National Assembly Members, relevant agencies, and public opinions on draft laws and ordinances: VND 2,000,000 per draft law; VND 1,000,000 per draft law for amendment and supplementation.
5. Expenditure for technical reviews and finalizing legal texts of laws, ordinances, and resolutions that have been approved by the National Assembly or the Standing Committee of the National Assembly: VND 800,000 per completed document.
6. Expenditure for drafting reports and proposals on draft laws, ordinances, resolutions, and other documents of the National Assembly Party Group submitted to competent authorities: VND 800,000 per completed document.
7. Expenditure for compiling and summarizing opinions of National Assembly Members speaking at their groups or plenary sessions: VND 50,000 per person per session.
Article 4. Funding for other examination works
Funding for other examination works includes economic and social examinations, state budget estimates examinations, state budget settlement examinations, and other specialized examinations.
The content and expenditure levels for the examination of these reports shall apply as stipulated in Article 3 of this Resolution for the examination of draft laws and ordinances.
Specifically, the expenditure for reports presented at National Assembly sessions shall be funded at the level specified for examination reports on draft laws for amendment and supplementation as stipulated in Clause 1, Article 3 of this Resolution.
Article 5. Expenses for soliciting opinions on draft laws
Expenses for soliciting opinions on draft laws include expenditures for organizations and individuals to study and provide opinions to the agencies of the National Assembly and Delegations of the National Assembly regarding draft laws and ordinances; expenses for organizing meetings to solicit opinions from central and local departments, experts participating in draft laws to be submitted to the National Assembly for comments or approval at sessions of the National Assembly. The maximum expenditure levels are as follows:
1. Expenditures for organizations and individuals receiving draft laws to research and provide written opinions:
- For draft Laws: VND 2,500,000 per draft (for each organization); VND 700,000 per draft (for each individual).
- For draft Laws amending and supplementing: VND 2,000,000 per draft (for each organization); VND 500,000 per draft (for each individual).
For draft laws submitted to the National Assembly for comments, the expenditure level is half that of draft laws to be approved at the session of the National Assembly.
The Standing Committee of the National Assembly's Ethnic Council, the Standing Committees of the National Assembly's Committees; Heads of Departments, Directors of Institutes under the National Assembly's Standing Committee, Heads or Deputy Heads of Delegations of the National Assembly sign documents assigning tasks to each organization and individual and confirm the results of their research when settling accounts.
2. Expenditures for individuals attending meetings to provide opinions on draft laws:
- Writing discussion papers: VND 400,000 per paper.
- Chairperson of the meeting: VND 150,000 per session.
- Delegates attending the meeting: VND 70,000 per delegate per session.
- Staff serving the meeting as follows:
+ Direct service for the meeting: VND 50,000 per person per session.
+ Indirect service for the meeting: VND 30,000 per person per session.
3. Expenditures for writing comprehensive reports on participation in draft laws:
The maximum expenditure does not exceed VND 500,000 per draft law or ordinance.
Article 6. Expenses for supervision work
1. Expenses for inspection teams:
In addition to the current regulations on travel expenses, inspection teams of the National Assembly's Standing Committee, agencies of the National Assembly, and Delegations of the National Assembly shall have the following expenses:
a) Inspection teams of the National Assembly's Standing Committee and its agencies.
- Team leader: VND 100,000 per person per session.
- Official members of the team: VND 70,000 per person per session.
- Staff, civil servants, officials serving the team as follows:
+ Direct service for the team: VND 50,000 per person per session.
+ Indirect service for the team (drivers, security guards...): VND 30,000 per person per session.
- Expenses for building comprehensive reports on the supervision results of the National Assembly's Standing Committee, reviewed and decided by the team leader, with a maximum expenditure not exceeding VND 2,500,000 per completed report.
The expenditure level for survey teams is half that of inspection teams.
b) Inspection teams of Delegations of the National Assembly.
- National Assembly deputies and other official members of the team: VND 70,000 per person per session.
- Staff, civil servants, officials, reporters, drivers: VND 30,000 per person per session.
2. Expenses for supervising regulatory legal documents:
The expenditure level applies according to the current state regulations on managing and using funds to support the inspection of regulatory legal documents.
3. Expenses for supervising complaint and denunciation activities:
- Expenses for handling complaints and petitions (directly researching and proposing solutions for complaints and petitions): VND 50,000 per person per session (equivalent to five complaints and petitions being researched and proposed solutions for).
- Expenses for researching and compiling comprehensive reports on the handling of complaints and petitions: VND 300,000 per report.
This regulation only applies to agencies of the National Assembly and Departments of the National Assembly's Standing Committee.
Article 7. Expenses for meetings with voters according to the schedule of meetings with voters of the National Assembly Delegation
Depending on the conditions of each locality and the financial capacity of each delegation, the Head of the Delegation shall decide the level of support expenses for each meeting point with voters not exceeding 3,000,000 VND to cover necessary costs such as decoration, venue rental, drinking water, security, and other expenses. In addition to the regulations on travel allowances, the expenses for National Assembly deputies, representatives of authorities and organizations, officials, civil servants, and staff participating in serving the delegation are as follows:
- National Assembly deputies, representatives of authorities and organizations: 70,000 VND/person/session.
- Officials, civil servants, staff, and reporters directly serving: 50,000 VND/person/session. For indirect serving officials, civil servants, and staff: 30,000 VND/person/session.
- Writing reports on the results of meetings with voters: 300,000 VND/report.
Article 8. Expenses for receiving citizens at reception offices
This regulation applies to National Assembly deputies; officials and civil servants serving National Assembly deputies in receiving citizens at the National Assembly Delegation and at central reception offices.
- National Assembly deputies and leaders of relevant agencies assigned to receive citizens are entitled to expenses of 70,000 VND/person/session.
- Officials and civil servants directly serving National Assembly deputies in receiving citizens are entitled to expenses of 50,000 VND/person/session.
- Officials and civil servants indirectly serving National Assembly deputies in receiving citizens are entitled to expenses of 30,000 VND/person/session.
- Writing reports proposing solutions to complaints and denunciations submitted to competent authorities: 300,000 VND/document. These reports must be based on investigations and research approved by leadership.
Article 9. Expenses for social work
1. Gift-giving system for policy beneficiaries:
Policy beneficiaries include families who have contributed to the revolution, mothers of Vietnam's heroic generation, wounded and sick veterans, families of martyrs, cadres who were active in revolutionary activities before August 1945; individuals with outstanding achievements in combat, production, and those affected by natural disasters... and social policy collectives such as: rehabilitation centers for wounded and sick veterans, orphanages, disabled persons; boarding schools for ethnic minorities, border and island units of the military and police, etc. When delegations organize visits, they may give gifts. The maximum value of gifts for each visit is specified as follows:
a) The Chairman and Vice Chairmen of the National Assembly give gifts according to their work plans and programs and settle accounts based on actual expenditures.
b) Members of the Standing Committee of the National Assembly, Chairmen of the Ethnic Council, Chairmen of National Assembly Committees, Chairmen of the National Assembly Office, give gifts to collectives up to a maximum of 6,000,000 VND; gifts to individuals up to a maximum of 600,000 VND/per occasion.
c) Deputy Chairmen of the Ethnic Council, Deputy Chairmen of National Assembly Committees; Institute Directors, Deputy Chairmen of the National Assembly Office, and equivalents, Deputy Departments of the Standing Committee of the National Assembly, Heads of National Assembly Delegations, Deputy Heads of National Assembly Delegations give gifts to collectives up to a maximum of 3,000,000 VND; gifts to individuals up to a maximum of 500,000 VND/per occasion.
d) National Assembly members who are specialized members of the Ethnic Council, National Assembly Committees, and agencies under the Standing Committee of the National Assembly give gifts to collectives up to a maximum of 2,000,000 VND; gifts to individual beneficiaries up to a maximum of 300,000 VND/per occasion.
e) The number of gifts given to the above-mentioned beneficiaries is determined by the Permanent Standing Committee of the Ethnic Council, the Permanent Standing Committee of National Assembly Committees, Heads of agencies under the Standing Committee of the National Assembly, and Heads of National Assembly Delegations.
2. Other慰问制度:
a) 全国人民代表大会代表因病可报销探望费每次500,000越南盾。如患重病,补助金额不超过每人每次5,000,000越南盾,每人不超过两次。
全国人民代表大会代表的父母、岳父母(或公婆)、配偶或子女去世时,可获得一次性补助每人1,000,000越南盾。
探望和吊唁已故的全国人民代表大会代表,每次费用为500,000越南盾/人。
b) 全国人民代表大会常务委员会办公厅、代表团办公厅的工作人员。
对现任和退休的工作人员因病探望和临时困难补助,按照本条第2款a项对全国人民代表大会代表的规定执行。
如患重病或因自然灾害、事故、火灾等导致的突发困难,根据具体情况由民族委员会主任、委员会主任、办公厅主任、代表团团长决定给予特别补助,但每人不超过5,000,000越南盾。
Article 10. Support for National Assembly Deputies
In addition to the benefits stipulated under current regulations, National Assembly deputies shall also be entitled to the following support:
1. National Assembly deputies who conduct their own research or hire experts to participate in discussions on draft laws shall be provided with funding as follows: VND 400,000 per draft Law passed at a session of the National Assembly, VND 300,000 per draft Law for amendment and supplementation. For draft Laws submitted to the National Assembly for comments, the funding amount shall be half of the aforementioned amounts.
2. During each term of the National Assembly, each National Assembly deputy shall be allocated VND 2,500,000 per set of ceremonial attire (two sets per deputy).
3. Travel support: National Assembly deputies serving as full-time members of the Ethnic Council and Committees of the National Assembly (at the central level) shall be assigned vehicles (one vehicle for two full-time members). In cases where there is no assigned vehicle or they do not share a vehicle, they shall be provided with daily travel expenses from their residence to their workplace (National Assembly office, meeting venues within the city limits) at a monthly rate of VND 4,000,000.
4. Documentation system: National Assembly deputies shall be provided with documentation as specified in Article 37 of the Regulations on the Operation of National Assembly Deputies and Delegations, including: Official Gazette, People's Newspaper, local newspapers, and internet usage fees capped at VND 700,000 per person per month. The People's Deputy Newspaper and Legislative Research Magazine shall be directly delivered to each National Assembly deputy.
5. During each term of the National Assembly, each National Assembly deputy shall be provided with a laptop computer (excluding those deputies already equipped with computers according to the national standard).
Article 11. Travel Expenses and Costs for Organizing Meetings
Travel expenses and costs for organizing meetings shall be implemented in accordance with current state regulations, with some additional provisions as follows:
1. Payment for Room Rental at the Destination
For Vice Chairpersons of the Ethnic Council, Deputy Heads of Committees, Deputy Heads of the National Assembly Office, Heads and Deputy Heads of Departments, Full-Time Members of Delegations of the National Assembly, and National Assembly deputies holding positions with a post allowance coefficient of 1.05 or higher military officers at the rank of Major General or above, when attending National Assembly sessions or traveling domestically, private rooms shall be arranged based on actual prices agreed upon with ordinary hotels or guesthouses, ensuring harmony with general regulations.
2. Staff members participating in delegations organized by National Assembly agencies and the National Assembly Office shall have their travel expenses reimbursed by the sending agency, including transportation costs (except when decided by the delegation leader), travel allowances; the leading agency of the delegation shall reimburse food, accommodation, and overtime pay (if applicable) for staff members from other departments and agencies.
3. The delegation of National Assembly deputies shall only reimburse travel expenses and other costs for deputies belonging to their delegation during meetings with voters or while performing tasks assigned by the delegation in the locality.
4. If a delegation must eat and stay overnight en route, the meal allowance for National Assembly deputies and other delegation members shall be based on the most recent National Assembly session meal allowance.
5. National conferences of the Ethnic Council, National Assembly Committees, the National Assembly Office, Committees under the Standing Committee of the National Assembly, and other National Assembly agencies (including expanded plenary meetings of the Ethnic Council, Committees to hear reports, provide opinions, and review Laws and Ordinances) shall only be held in Hanoi, Ho Chi Minh City, and Da Nang. In exceptional cases requiring organization elsewhere, approval from the National Assembly Chairman is required.
6. The cost for serving the final review of the National Assembly term shall be regulated by the Head of the National Assembly Office, with the spirit of thrift.
7. Sessions of the Standing Committee of the National Assembly shall apply the cost level for reviewing draft laws.
8. Meetings (excluding those for reviewing draft laws and providing opinions on draft laws) of the Ethnic Council, Committees, the National Assembly Office, Research Institutes, Delegations, and political activities of organizations, parties, and mass organizations within the agency shall be funded at VND 50,000 per person per session for participants, and VND 150,000 per person per session for the chairperson.
9. Individuals eligible to travel by air according to current regulations, if not using cars for pick-up and drop-off, shall be provided VND 150,000 per person per trip (Hanoi Airport) or VND 50,000 per person per trip (Ho Chi Minh City Airport) for renting transportation. Those not eligible for air travel but approved to do so shall receive 50% of the aforementioned amounts.
Article 12. Expenditure Regime for Serving National Assembly Sessions, Specialized Delegates' Conferences, and Other Conferences Summoned by the Standing Committee of the National Assembly
The expenditure regime for serving National Assembly sessions, specialized delegates' conferences, and other conferences summoned by the Standing Committee of the National Assembly shall be regulated by the Chairman of the National Assembly Office.
Article 13. Other Expenditure Regimes
1. Expenditure Regime for Collaborators:
Deputy Chairmen of the National Assembly; the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, Research Institutes under the Standing Committee of the National Assembly may organize regular collaborator teams or collaborators on specific topics.
For regular collaborators (working daily), contracts may be signed with the collaborating agency based on workload.
For collaborators on specific topics: Depending on the content, quality, and urgency of the topic, the leadership of the collaborating agency decides the expenditure level from VND 400,000 to VND 700,000 per article; in special cases (large, long topics...), the expenditure level can be agreed upon higher than a normal article but not exceeding VND 2,000,000 per article.
2. Expenditure for Gift Giving to Delegations Traveling Abroad:
The expenditure level for gift giving to delegations traveling abroad is as follows:
a) The Chairman and Vice Chairmen of the National Assembly give gifts according to the work plan and program and settle accounts based on actual expenditures.
b) The head of the delegation being the Chairman of the National Ethnic Council, the Chairman of the Committees of the National Assembly, the Chairman of the National Assembly Office, and members of the Standing Committee of the National Assembly have a maximum expenditure level of VND 10,000,000 per country.
c) The head of the delegation being the Vice Chairman of the National Ethnic Council, the Vice Chairman of the Committees of the National Assembly, the Vice Chairman of the National Assembly Office, and equivalent positions, Institute Directors, Deputy Heads of Departments under the Standing Committee of the National Assembly have a maximum expenditure level of VND 6,000,000 per country.
d) The head of the delegation being specialized members of the National Ethnic Council, Committees of the National Assembly have a maximum expenditure level of VND 4,000,000 per country.
3. Equipment and Usage of Mobile Phones and Official Telephones at Private Residences:
In addition to the subjects currently equipped with telephones and usage quotas according to current state regulations, the equipment and usage of telephones are supplemented as follows:
For the Head and Deputy Heads of Delegations of the National Assembly, apply the same rules as the Chairman and Deputy Chairmen of the People's Councils of provinces and centrally-administered cities.
4. Expenditure for Tailoring Uniforms:
During each term of the National Assembly, staff, civil servants, and officials of the National Assembly Office; staff, civil servants, and officials belonging to the Office of the Delegation of the National Assembly and People's Councils directly serving activities of the Delegation of the National Assembly will be provided with funds to tailor one set of formal attire (ceremonial uniform), with an expenditure level of VND 2,500,000 per set.
5. Expenditure for Festival Allowances and Lunches for Staff and Civil Servants:
The expenditure level for festival allowances, lunches for staff and civil servants of the National Assembly Office is implemented uniformly with the four Central Offices. This amount is drawn from the fund contributed by public service units and supplemented from part of the administrative management savings. The monthly lunch expenditure level for staff and civil servants of the Office of the Delegation of the National Assembly and People's Councils (directly serving activities of the Delegation of the National Assembly) follows the local level.
6. Annual Budget for Cultural, Sports Activities, and Activities on Major Commemorative Days:
In ordinary years, 0.3% is allocated, and in years with many significant events and numerous commemorative days, 0.5% is allocated from the total recurrent budget.
7. Report Building Regime of the Standing Committee of the National Assembly, Reports Submitted to the Standing Committee of the National Assembly on Public Petitions, Organization and Activities of National Assembly Deputies and Delegations, and Organization and Activities of People's Councils on a Six-Monthly and Annual Basis:
For reports with important content, wide scope, requiring multiple consultations, the expenditure level is decided by the leadership, with a maximum equal to the expenditure level for drafting reports for legislative projects for amendment and supplementation as stipulated in Point 1, Article 3 of this Resolution.
8. Construction of Regulatory Directives of the Standing Committee of the National Assembly:
The expenditure level applies according to current legal provisions regarding the management and use of state budget funds to ensure legislative work; the expenditure level is similar to regulatory directives within the authority of Ministers, where the total expenditure does not exceed VND 5,000,000 per directive with less complex regulatory content and does not exceed VND 7,000,000 per directive with complex content affecting a broad national audience, requiring multiple consultations.
9. Press Regime:
The press regime for the Standing Committee of the National Assembly, National Assembly agencies, the National Assembly Office, Institutes under the Standing Committee of the National Assembly (excluding the documentation provided to National Assembly deputies as stipulated in Article 10 of this Resolution) shall be regulated by the Chairman of the National Assembly Office.
10. Other Expenditures:
- Expenditure for Drafting Questioning Documents at National Assembly Sessions and Standing Committee Meetings: Reports and related documents concerning questioning and answering questions; the maximum expenditure level does not exceed VND 800,000 per completed document.
- Soliciting Opinions in Writing from Individuals and Organizations Related to Complex Documents: Expenditure ranges from VND 50,000 to VND 200,000 per person per request, with no more than two requests per document.
- Compilation of Constituents' Opinions and Suggestions, Results of Handling Suggestions: The maximum expenditure level does not exceed VND 800,000 per completed document.

IMPLEMENTATION
Article 14. Guidance on Implementation
Based on the current state budget expenditure regimes and financial expenditure systems mentioned above, the Director of the National Assembly Office shall be responsible for providing detailed guidance on expenditure standards to ensure their appropriateness and for guiding adjustments when price changes increase or decrease expenditures by more than 10% of the amounts specified in this Resolution; units assigned with budget estimates shall organize the implementation of funds in accordance with the current financial accounting regulations.
