Establishing the Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005, consisting of the following individuals:

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Competition and Reward dated November 26, 2003;
Considering the proposal of the Minister of Culture and Information,
DECISION:
Article 1. 1. Mr. Pham Quang Nghi, Minister of Culture and Information, Chairman of the Council.
2. Mr. Dao Duy Quat, Deputy Director of the Central Committee for Ideology and Culture, Vice-Chairman of the Council.
3. People's Artist Le Tien Tho, Deputy Minister of Culture and Information, Vice-Chairman of the Council.

The Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005 shall be responsible for implementing Decision No. 166/2005/QĐ-TTg dated July 6, 2005 of the Prime Minister regarding temporary conditions, criteria, procedures, and formalities for bestowing the title of People's Artist and Meritorious Artist in 2005 as follows:
Article 2. 1. Guide the criteria, conditions, procedures, and formalities for bestowing the title of People's Artist and Meritorious Artist.
2. Propose a list of members of the specialized award council in each field of art and recommend to the Minister of Culture and Information to establish such councils to evaluate and select artists proposed for the titles of People's Artist and Meritorious Artist at various levels.
3. Submit to the Prime Minister a list of artists proposed for the titles of People's Artist and Meritorious Artist in 2005 for the Prime Minister to submit to the State President for consideration and decision.
The Chairman of the Council is responsible for promulgating the operational regulations of the specialized council, the national council, and establishing a permanent office to assist the Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005.
Article 3. The operating funds of the specialized council and the Central Council shall be allocated and arranged within the state budget assigned for 2005 by the Ministry of Culture and Information.
Article 4. The Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005 shall dissolve itself upon completion of its tasks.
Article 5. This Decision shall take effect from the date of signing.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial and centrally-run city People's Committees, and the Chairman of the Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005 are responsible for implementing this Decision./.
Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under the central government, and the Chairman of the Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005 shall be responsible for implementing this Decision./.
