DECISION OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Regarding the establishment of the Competition and Reward Council of the Ministry

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73-CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 154/1998/QĐ-TTg dated August 25, 1998 of the Government on amending and supplementing the tasks and members of competition and reward councils at all levels;
Considering the proposal of the Director of the Ministry's Office and the Department Head of the Cadre and Civil Servant Organization Department;
DECISION:
Article 1. Establish the Competition and Reward Council of the Ministry of Agriculture and Rural Development, consisting of the following positions:
Chairman of the Council: Minister
Vice Chairmen of the Council:
1. Deputy Minister, Member of the Party Committee, responsible for competition and reward work: Acting Vice Chairman
2. Chairman of the Vietnam Agricultural Workers' Union
Members:
a/ Regular members:
1. Director of the Ministry's Office, Regular Member;
2. Department Head of the Cadre and Civil Servant Organization Department;
3. Director of the Inspectorate;
4. Head of the Competition-Publicity-Exhibition Department: Secretary Member.
b/ Non-regular members: Heads of Departments and Bureaus, Secretary of the Ho Chi Minh Communist Youth Union, Head of the Women's Progress Promotion Board.
Depending on the program and content of each meeting, the Chairman of the Council decides to invite specific non-regular members of the Council to attend. The person invited to attend has the right to vote like regular members of the Council at that meeting.
Article 2. The Competition and Reward Council of the Ministry of Agriculture and Rural Development is an advisory body to the Minister regarding competition and reward work within the sector. The Council has the following main tasks:
a/ Implement coordination among agencies and mass organizations in organizing, guiding, and directing competition movements throughout the sector; summarizing practical experiences, organizing guidance to build and promote exemplary models.
b/ Select groups and individuals with outstanding achievements to propose rewards from the Minister or to higher authorities.
c/ Coordinate with localities and other sectors in selecting groups and individuals managed by localities or sectors; organizations and foreigners with outstanding achievements in the field of agriculture and rural development to propose rewards from the Minister of Agriculture and Rural Development, or to submit and seek agreement on proposals to higher authorities for rewards.
Article 3. The permanent office of the Competition and Reward Council of the Ministry is the Competition-Publicity-Exhibition Department under the Ministry's Office. Council members use their own organizational structures to perform assigned tasks.
Article 4. The Competition and Reward Council of the Ministry operates on a collective basis, with majority voting. Regular members meet quarterly, non-regular members meet annually, or as required by urgent competition and reward work and according to the Council's operational regulations.
Article 5. Agencies and units directly under the Ministry shall amend, supplement, or establish grassroots Competition and Reward Councils based on their functions and tasks.
Article 6. This Decision takes effect 15 days after its date of issuance. Decisions No. 01/QĐ/BNN-TCCB and No. 1234/QĐ/BNN-TCCB dated April 12, 1999 of the Minister of Agriculture and Rural Development are hereby abolished.
Article 7. The Director of the Ministry's Office, the Department Head of the Cadre and Civil Servant Organization Department, heads of units under the Ministry, are responsible for implementing this Decision./.
