Circular No. 78/2007/TT-BNN guiding the implementation of the Agricultural, Forestry, and Fisheries Promotion Project and support for production development and industry development under the National Target Program on Poverty Reduction for the period 2006-2010.

 

CIRCULAR

GUIDELINES FOR IMPLEMENTING THE AGRICULTURAL, FORESTRY, AND FISHERIES PROMOTION PROJECT AND SUPPORTING PRODUCTION DEVELOPMENT AND INDUSTRY DEVELOPMENT UNDER THE NATIONAL TARGET PROGRAM TO REDUCE POVERTY FOR THE 2006-2010 PERIOD

Pursuant to Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the National Target Program to Reduce Poverty for the 2006-2010 period;

After receiving comments from the Ministries of Planning and Investment, Finance, Labor, Invalids and Social Affairs, Fisheries, and Agriculture and Rural Development regarding the content of implementing the Agricultural, Forestry, and Fisheries Promotion Project and Supporting Production Development and Industry Development, the following guidelines are hereby issued:

Part I
GENERAL PROVISIONS

Article 1. These Circulars guide the implementation of the Agricultural, Forestry, and Fisheries Promotion Project and Supporting Production Development and Industry Development (hereinafter referred to as the KN-PTSX Project) under the National Target Program to Reduce Poverty for the 2006-2010 period approved by the Prime Minister through Decision No. 20/2007/QĐ-TTg dated February 5, 2007.

Article 2. The implementation of activities under the KN-PTSX Project must be conducted openly and democratically and must be included in the overall plan of the Poverty Reduction Program for the 2006-2010 period, closely linked with the socio-economic development plans of communes, districts, and provinces.

Article 3. Integrate and build upon the experiences of other programs and projects currently being implemented in the area to maximize investment effectiveness.

Article 4. Based on the project's needs in the locality and the availability of funds, select priority contents to implement and complete decisively, avoiding dispersion which reduces the project's effectiveness. Mobilize resources and encourage people's participation to link their interests and enhance their responsibility in implementing the project.

Part II
SPECIFIC CONTENTS

I. PROJECT CONTENTS

1. Objectives

The KN-PTSX Project aims to equip knowledge and transfer advanced science and technology to poor households to enable them to apply these advancements in production development, economic structure transformation, job creation, income increase, and sustainable poverty reduction.

2. Objects

The target beneficiaries are poor households (as defined in Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on establishing poverty standards for the 2006-2010 period) who have labor force members, land for production but lack knowledge, experience, and conditions to apply advanced techniques in production. Priority will be given to poor women and ethnic minority groups.

3. Content and Level of Support

The content and level of support for the project shall be carried out according to Joint Circular No. 102/2007/TTLT/BTC-BLĐTBXH dated August 20, 2007 of the Ministry of Finance and the Ministry of Labor, Invalids and Social Affairs on "Guidelines for Financial Management Mechanism for Some Projects under the National Target Program to Reduce Poverty."

II. PROCEDURES FOR BUILDING, COMBINING, AND ASSIGNING PROJECT IMPLEMENTATION PLANS

Each year, based on the guidance for planning provided by the Ministry of Agriculture and Rural Development, provincial People's Committees shall develop plans and submit them to relevant ministries and sectors for consolidation and submission to the Prime Minister.

Assignment of Plans: Based on the total budget allocation for support and the objectives of the KN-PTSX Project that have been assigned, provincial People's Committees shall allocate funds, integrate the implementation of the Project, and send written assignments to the Ministry of Agriculture and Rural Development and related ministries and sectors for consolidation, inspection, and monitoring.

III. PROCEDURES FOR PROJECT APPRAISAL AND APPROVAL

1. Principles for Building the Project

a) Households receiving support must be selected openly and widely publicized, with confirmation from the People's Committee at the commune level.

b) Households participating in building models must have conditions such as land, labor, raw materials, etc., to carry out the project.

c) Seedlings, breeds, and technologies transferred to the people must be those that have been authorized by competent authorities for widespread production.

d) When implementing, it is necessary to coordinate with local authorities and people participating in the project to choose appropriate seedlings, breeds, and technologies that fit the natural conditions, economic and social conditions, and customs of each locality.

2. Project Appraisal and Approval

2.1. Project Formulation

Based on the notification of the implementation plan for the Agricultural, Forestry, and Fisheries Promotion Project and Supporting Production Development and Industry Development by the Ministry of Agriculture and Rural Development, relevant localities, agencies, and units shall proceed to formulate the project according to the following contents:

a) General situation, reasons, and necessity.

b) Specific objectives.

c) Basic content and tasks of the project, paying attention to market consumption issues.

d) Implementation solutions:

- Technical solutions: Determine the methods and procedures for crop and livestock production and applied technology, including specific technological diagrams from input materials to output products. Consider and select technologies that have been tested in practice and recognized by the competent scientific council. Crop seeds, livestock breeds, and supporting materials must be within the list allowed for production, trade, and use in Vietnam. Equipment, tools, and machinery used must have model numbers, power ratings, manufacturer information, and prices consistent with the technology process described in the project. Consider and select equipment that has been quality certified or received testing certificates.

- Market solutions: Products produced must meet quality requirements and have marketability.

2. Random inspections of product quality.

e) Regarding project implementation funding: clearly specify state budget funding, contributions from the people, and other sources (if applicable).

f) Propose mechanisms for integrating other programs and projects (if applicable).

g) Duration of implementation.

h) Implementation schedule.

i) Economic and social impact assessment.

Develop specific management and usage plans for project equipment and materials after the project's completion in accordance with current laws.

2.2. Project Appraisal

a) Appraisal Authority

Provincial Departments of Agriculture and Rural Development and central ministries, sectors, and agencies responsible for building project models shall organize project appraisals.

b) Appraisal Contents:

- The necessity and appropriateness of the project with the local economic and social development plan and the objectives and target groups of the National Target Program on Poverty Reduction for the period 2006-2010, clarifying the domestic and foreign market demand for the project's products;

- The rationality and feasibility of technical solutions;

The proposal document of the commune authority and the implementing agency or unit of the project;

- Detailed budget estimate of the project.

2.3. Approve the project

Based on the reviewed project, the Department of Agriculture and Rural Development; ministries, sectors, central agencies assigned to build the model project will approve the implementation plan of the Agricultural, Forestry, and Fishery Extension Project and support production and industry development to organize its implementation.

3. Training organization:

a) Location of organization

Training classes must be held directly in communes (villages, hamlets) to facilitate participants' travel. In cases where participants are selected from multiple communes (villages, hamlets), they should be organized in the most convenient commune (village, hamlet).

b) Participants

Participants in training classes are those belonging to the National Target Program on Poverty Reduction for the period 2006-2010.

The number of trainees per class should not exceed 40-50 people to ensure the quality of content delivery to each trainee, avoid formalism, and limit the number of invited representatives who are salaried officials to the minimum.

c) Training content

- Specific guidance on planting and breeding techniques for crops and livestock; preservation, preliminary processing, processing of agricultural, forestry, and fishery products, and rural industry development suitable to local conditions so that poor households can apply them.

The training content must be prepared into lectures and specify the minimum time required for each lecture according to the following requirements:

+ Lecture title;

+ Required time for the lecture;

+ Basic content of the lecture: The content delivered must be specific, illustrated with images, mainly practical guidance to make it easy for trainees to understand and implement immediately; too much content should not be combined in one class to ensure practicality, suitability, effectiveness, and avoid duplication;

+ Required time for the course.

d) Financial needs: Prepare the training budget according to the expenditure level prescribed by the Ministry of Finance.

Part III
IMPLEMENTATION

1. The Ministry of Agriculture and Rural Development:

Assign the Cooperative and Rural Development Bureau to coordinate with relevant units to perform the following tasks:

- Coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs to develop capital allocation plans for provinces to submit to the Prime Minister for approval.

- Guide localities in developing annual and phase plans; organize the implementation of the project.

- Lead and coordinate with central ministries, sectors, and localities to develop programs and organize agricultural, forestry, and fishery extension, production development, and industry development.

- Coordinate with localities to implement some model projects as a basis for summarizing nationwide experience.

- Inspect, supervise, and evaluate the implementation results of the project.

- Summarize the implementation situation of the project and report to the program's permanent office periodically every six months and annually.

2. Ministries, sectors, and central agencies participating in building models:

- Based on the assigned tasks, ministries, sectors, and central agencies participating in building models have the responsibility to closely cooperate with the Ministry of Agriculture and Rural Development and localities to effectively implement the project.

- Summarize and report the results of implementation periodically every six months and annually to the Ministry of Agriculture and Rural Development (Cooperative and Rural Development Bureau).

3. Provincial People's Committees:

3.1. Allocate the provincial budget to implement the Program according to point a, Clause 3, Part VI, Article 1 of Decision No. 20/2007/QD-TTg dated February 5, 2007 (allocate at least 1% of the total annual provincial budget to implement the Program); direct the People's Committee of districts, departments, and sectors to organize implementation and bear responsibility for the results of the project implementation within their province.

3.2. The Department of Agriculture and Rural Development is the state management agency for the project, performing the following tasks:

- Delegate the Cooperative and Rural Development Service to be the permanent agency assisting the Department of Agriculture and Rural Development in performing state management functions and acting as the project's principal investor for production support and industry development projects; the provincial agricultural extension center acts as the principal investor for agricultural, forestry, and fishery extension projects.

- Develop the annual and phase plans of the project.

- Coordinate with district and commune authorities in organizing the project implementation.

- Lead and coordinate with related departments to guide project contents suitable to local conditions.

- Lead and coordinate with the Department of Finance and related units to establish economic and technical norms of the project to submit to the provincial People's Committee for approval as the basis for preparing, approving the budget estimate, and final settlement.

- Inspect and supervise the project implementation within the province.

- Summarize and report the results of implementation periodically every six months and annually to the Ministry of Agriculture and Rural Development (Cooperative and Rural Development Bureau).

4. District People's Committees:

- Coordinate with the Department of Agriculture and Rural Development in determining the areas, support needs, directing activities, inspecting, and supervising the project implementation within the district;

- Direct the People's Committees of communes with project implementation to achieve the set goals of the Program effectively.

5. Commune People's Committees:

Have the responsibility to coordinate with the principal investors and units in implementing the project to households (determine needs, investment content, participant groups...), inspect, and supervise the implementation.

6. This Circular takes effect 15 days after its publication in the Official Gazette, all previous documents contrary to this Circular are abolished.

Any issues arising during implementation that are inappropriate should be reported to the Ministry of Agriculture and Rural Development for study, amendment, supplementation, and improvement.
